INTRODUCCIN
Sera ideal que todos los pases del mundo hablasen un mismo lenguaje fiscal.
Los tratados bilaterales vigentes en materia tributaria1, seran aplicados en ambos pases por
interpretacin que podran eventualmente frustrar los objetivos perseguidos por dichos
tratados.
Pero para disponer de un lenguaje fiscal comn a todos los pases, sera indispensable
alcanzar un consenso generalizado sobre cules son las reglas de interpretacin aplicables a

ante solicitudes de informacin de fiscos extranjeros. Ello por considerarse que dichos
