LPG AIR MIX/SNG PLANT OPERATIONS COMMUNIQUE # 1

Functional re-organization at Head Office and other directives about state of


affairs at Plants

All the Engineers and Plant Incharges are appreciated for their commendable efforts in
supplying SNG (synthetic natural gas) to the people of their respective towns.

It has almost been six (06) months after I have taken over as Incharge of SNG Operations,
owing to the superannuation of Mr. Abdul Karim Baloch, former DGM (LPG AMP).
Through this notification, the desired behaviours and expectations from Plant Incharges
and Engineers for ensuring integrity/safety of personnel, security of installations coupled
with improving plant performances. The following instructions are now to be followed:

1. FUNCTIONAL RE-ORGANIZATION AT HEAD OFFICE

For the ease of communication, tracking progress and ensuring the achievement of
department objectives, the following four units have been created (functional chart
depicted below):

FUNCTIONAL CHART
1. Communication channels/reporting line for all routine matters
2. Communication channels/reporting line for all emergency/informal matters
3. Communication channels/reporting line for all salaries/OT/Imprest matters

a. Operations and Maintenance (Focal Person: Mr. Liaquat Ali, SE (O&M))

This unit will be responsible for the following:

i. Maintaining liaison with Plant Incharges for getting updates of O&M affairs
of respective plants on daily basis.
ii. Analyzing/evaluating operations data (e.g. LPG consumption versus SNG
production, etc.) and develop solutions in coordination with respective Plant
Incharge in case of any observed deviations.
iii. Scheduling periodic/preventive maintenance plans/activities in coordination
with Plant Incharges and communicate material/service requirements to
Logistics unit.
iv. Advise and coordinate with Logistics unit for timely delivery of consumables,
material, spares, tools and services (scheduled and emergency).
v. Maintaining the fleet of vehicles at H.O and keeping it on stand-by for
addressing any material movement requirements.

b. Support (Focal Person: Mr. Muhammad Younus & Team member: Mr. Muhammad Shafi)

Besides maintaining the files/records of SNG-Ops, this unit will be responsible


for: keeping/maintaining records of attendance and leaves of
Engineers/Executives at Plants, processing salaries/OT of 3rd party workers,
processing monthly cash imprests and preparation of ERP vouchers.

c. Logistics (Focal Person: Mr. Iftekhar Ahmed, AE & Team: Mr. Muhammad Nisar)

This unit will be responsible for the following:

i. Identifying and planning monthly/annual requirements of LPG, spares,


tools, consumables, services and other resources in coordination with O&M
unit.
ii. Coordinate with Procurement/Suppliers for timely acquisition of material
and services.
iii. Coordinate with Stores for issuance of stock items, initiating stock
replenishments and tracking inventory.
iv. Coordinating technical evaluations of bids and review/update of technical
specifications.
v. Maintaining a pool of supplier and service providers as per Company policy.

d. Assurance (Focal Person: Mr. Sarwar Aslam, AE & Team-member: Mr. Fakharul Islam,TE)

This unit will be responsible for the following:

i. Conducting technical audits of plants on a regular basis to identify gaps and


suggest measures to bridge these gaps.
ii. Assisting DGM (SNG Ops)/SE (O&M) in soliciting approvals, preparing
budgets and other matters relating to compliance with applicable
codes/standards and regulations.
iii. Coordinating the renewal of operating licenses.

2. ATTENDANCE AND DISCIPLINE

It has been noted that some of the Plant Incharges/Engineers do not perform duties
as expected. In addition some cases of misreporting accumulated days-off and leaving
plants unattended have also been observed. This is a very serious matter and any
future occurrence will be dealt with severely as per Company policies. In this regard,
Plant Incharges are advised to take the following actions:
a. All Plant Incharges are hereby made responsible to ensure that Plants are not
left unattended i.e. a responsible Engineer/Executive shall be present on duty.
b. Plant Incharges are required to prepare duty rosters (monthly and annual basis)
mentioning the duties/shifts of Engineers/Executives from August 2017 till
December 31,2017. The duty rosters should ensure availability and discourage
overlapping of days-off and earned leaves.
c. The duty rosters (annual and monthly) shall be submitted to Head Office as soon
as possible.
d. In case of emergency of personal nature, Engineer/Executive should inform the
Plant Incharge, who will allow permission to leave station upon finalization of
alternate arrangements. These should be duly reported to Head Office and
reflected in monthly duty roster.
e. Any incident of AWOL (absent without leave) should be reported to
SE(O&M)/Head Office.

In the matters of discipline, Plant Incharges are expected to do the following:

a. Ensure that LPG stock and SNG produced is reconciled on daily basis and the
information is communicated to SE (O&M) on daily and monthly basis.
b. Plan expenditures under the cash imprest, fill forms of routine/monthly
expenditures on monthly basis and solicit approvals through sms from SE
(O&M)/DGM (SNG Ops) for expenses exceeding Rs. 3,000.
c. Maintain the vehicles allocated to Plants, use these sensibly and keep track of
fuel usage and mileage through VDRs.
d. Gate passes signed by Incharge/Duty Engineer shall be issued for exit of vehicles
from plant and entries should be made in a register available at entry/exit gate.
e. Ensure that no unauthorized person uses the facilities of the plant and stays in
plant premises.
f. Engineers/Executives are available to supervise operations and maintenance
activities.

3. MONITORING OF OPERATIONS

a. Implementation of operation logbooks and hourly log sheets


b. Daily reconciliations
c. Maintenance schedules (Planned and Preventive)
d. Maintenance requests
e. Spares and consumables inventory

4. MATERIAL MOVEMENTS

Development of registers

5. LPG DECANTING

A copy of this communiqu to be given to all Engineers/Executives and a receiving copy


should be sent to head office as soon as possible.
