Instructions for completing Long-Term Suppliers Declaration

The previously binding Long Term Suppliers Declaration for products having preferential origin status
in accordance with regulation (EC) No. 1207/2001 has been replaced by the Commission Implementing Regulation
(EU) 2015/2447 in the Union Customs Code of 29th December 2015.

In response to the new legislation, STTAS Europe would like to introduce the key changes concerning
the Long-Term Suppliers Declaration to you. Please be advised that:

Firstly, neither the wording of the declarations nor the preference countries change.

Secondly, the supplier may provide the declaration at any time, even after the goods have been delivered.

Thirdly, the long-term suppliers declaration issued after the 1st of May 2016 may be made out for maximum
of one year in arrears (a declaration with retroactive effect for goods delivered before the making out of the
declaration) or maximum of two years forward. The major change in the solicitation process performed
by STTAS Europe is that the validity periods in the document should always refer to the date of making out of
the declaration. A combination of overlapping periods is not possible.

STTAS is requesting each supplier to complete two separate signature pages one with retrospective effect
and one for forward deliveries accompanied by the unchanged material list.

Taking the above into consideration, please analyze the examples explaining how to indicate time frames accurately.

1. You are requested to complete the declaration for the calendar year 2016 only, today
is the 15th October 2016.

Solution: You need to complete two separate signature pages; one with retroactive effect and one covering
the time until the end of the year.

Long-Term Suppliers Declaration with retroactive effect shall be valid from 01st January 2016 to 15th October 2016
Long-Term Suppliers Declaration for all further shipments shall be valid from 15th October 2016
to 31st December 2016.

2. You are requested to complete the declaration, you want it to be valid for 24 months forward and
for 12 months retrospectively, today is the 15th October 2016.

Solution: You need to complete two separate signature pages; one with retroactive effect and one covering
future shipments.

Long-Term Suppliers Declaration with retroactive effect shall be valid from 16th October 2015 to 15th October 2016
Long-Term Suppliers Declaration for all further shipments shall be valid from 15 th October 2016 to 14th October 2018

In this scenario you must not complete one declaration with a validity period
from 16th October 2015 to 15th October 2018.
