Procurement is the acquisition of appropriate goods
and/or services at the best possible total cost of
ownership to meet the needs of the purchaser in terms of
quality and quantity, time, and location.
Corporations and public bodies often define processes
intended to promote fair and open competition for their
business while minimizing exposure to fraud and
collusion (Mark Up , Corruption etc)

The focus concern of SPP
SPP in Scope 1, 2 and 3
 GPP indicates a voluntary instrument of
environmental policy designed to
encourage the adoption of
environmental criteria in procedures for
purchase of goods and services by the
public administration. In essence it is to
take account of environmental aspects
when buying goods, services or works.

GPP means directing public demand towards products, services and public works that:
Reduce the use of natural resources;
Reduce energy consumption and use renewable energy sources;
Reduce waste production;
Reduce polluting emissions;
Reduce danger and risks;
Optimize the offered service.
Sustainable Consumption and Production (SCP)

UU No.32 tahun 2009 mengamanatkan

bahwa Pembangunan Berkelanjutan adalah
upaya sadar dan terencana yang memadukan
aspek lingkungan hidup, sosial dan ekonomi
ke dalam strategi pembangunan untuk
menjamin keutuhan lingkungan hidup serta
keselamatan, kemampuan, kesejahteraan,
dan mutu hidup generasi masa kini dan
generasi masa depan. Kementerian
Lingkungan Hidup dan Kehutanan
Implementasi SCP akan memberikan multi manfaat, yaitu:
(i) perubahan pola konsumsi masyarakat yang efisien dan ramah lingkungan
(ii) pencegahan pencemaran dan perusakan lingkungan, serta
(iii) tumbuhnya kapasitas industri produk dan jasa yang ramah lingkungan.

Penerapan SCP oleh Indonesia dilaksanakan bersama-sama dengan berbagai

instansi terkait seperti:
Kementerian Pekerjaan Umum, kementerian Perindustrian, Kementerian
Pariwisata dan Ekonomi Kreatif serta Lembaga kebijakan Pengadaan
Barang/Jasa Pemerintah.

Program yang diangkat antara lain:

Program Quick Win yang mencakup Green Building, Green Public
Procurement, Green Industry, serta Green Tourism.
More meaning of Sustainable Procurement?

Pursuing the best value for money (price, quality,

availability, functionality);
Concern to the environmental aspects ("green
procurement") over the entire life cycle of
products;
Take in to account of social aspects (issues such as
poverty eradication, labor conditions, human
rights, Corruption, markup etc which occur in
