Dear Mr. Campbell:

This refers to Act Nos. 2003-75, 2003-124, 2003-189,


2003-377, and 2003-433, which schedule the November 4, 2003,
special constitutional amendment elections in Conecuh, Macon,
Marshall, Tallapoosa, and Greene Counties, and Act No. 2003-287,
which schedules the November 18, 2003, special constitutional
amendment election in Chambers County, Alabama, submitted to the
Attorney General pursuant to Section 5 of the Voting Rights Act,
42 U.S.C. 1973c. We received your submissions on October 6,
2003; supplemental information was received on October 8, 2003.

Your October 15, 2003, letter withdraws your submission of


Act No. 2003-75 for Conecuh County from Section 5 review.
Accordingly, no determination by the Attorney General is required
concerning this matter. See the Procedures for the
Administration of Section 5 (28 C'.F.R. 51.25 (a)).

The Attorney General does not interpose any objection to the


rema~n~n9 specified changes. However, we note that Section 5
expressly provides that the failure of the Attorney General to

object does not bar subsequent litigation to enjoin the


enforcement of the changes. In addition, as authorized by
Section 5, we reserve the right to reexamine these submissions if
additional information that would otherwise require an objection
comes to our attention during the remainder of the sixty-day
review period. See 28 C.F.R. 51.41 and 51.43.
