I have been transferred back to the field and am currently working in

Nogales, Arizona. I have copied (b) (6) and (b) (6) from HQ.
I guess they will be your huckleberry.

Subject: Questions regarding how you (Border Patrol) creates
requirements for SBI Tactical Infrastructure

Hi (b) (6)

It has been a while, nearly half a year I think, since we met at a

couple of
Fence Lab meetings, but I stored your info as the BP liaison. I was the
nominal leader (figurehead) of the Sandia contingent. To jog your
memory, I
recall being the only one understood what you meant by "I'm be your
huckleberry". In all honesty, though, I only understood because of the
movie "Tombstone".

Several people pointed out to me that the FY08 Omnibus funding bill
specifically discusses border fences, and calls for analysis of threats,
requirements, options, etc. This is something that we do for physical
security installations all over the world. We actually did a high-level
analysis on the US/Mexico border, albeit several years ago. The famous
"Sandia Border Report" and the multi-layer fence in San Diego were
results.

After looking through the bill for myself, I called Loren Flossman, the
SBI
Tactical Infrastructure PM, to find out what was happening, where his
requirements came from, and how his office intended to respond to the
congressional language.

In a nutshell, he said that everything - threat analysis, locations,

requirements, specifications, etc. - all came up through the Border
Patrol
but he didn't know the specifics. I was hoping that I could talk with
you
for a couple of minutes, or that you could point me to someone that I
could
ask about the process and status.

Thanks,
