DC PUBLIC LIBRARY BOARD OF LIBRARY TRUSTEES RESOLUTION SUPPORTING THE

ELIMINATION OF FEES FOR PRINTING AND PHOTOCOPYING SEPTEMBER 27 2017

BACKGROUND
The DC Public Library Board of Trustees is committed to removing barriers that inhibit or
prohibit Library use by providing all District of Columbia library patrons with equal access to
their libraries resources and services. In 2015 the Board of Library Trustees took an
important step in guaranteeing access when it eliminated late-return fines and penalties for
residents younger than 20 years of age.

In keeping with the goal of maximizing access to library services, the Board of Library
Trustees additionally supports the elimination of printing and photocopying fees for all
District public library users. The Board acknowledges that fees for printing and
photocopying are most burdensome on residents who can least afford to pay for such
services.

The Board of Library Trustees also acknowledges that a financial impact is associated with
the elimination of printing and photocopying fees. Nonetheless, the onerous issues
associated with the maintenance of fragile coin collectors often result in a diminished
patron experience and reduced staff productivity. The Board thus concludes that
elimination of printing and photocopying fees will greatly increase the satisfaction levels of
residents and staff alike.

RESOLUTION
WHEREAS, the current fees for patron printing and photocopying are 15 cents per page for
black-and-white copying and 35 cents per page for color copying; and

WHEREAS, the Board of Library Trustees is committed to improving the patron experience
at all neighborhood libraries; and

WHEREAS, the Board of Library Trustees seeks to mitigate the negative impact on patrons
and staff caused by photocopy and printing machine malfunction; and

WHEREAS, the Library Executive Director or designee shall be tasked to develop a process
and to design standards and policies for free printing and photocopying at the libraries;

NOW, THEREFORE, BE IT RESOLVED, the DC Board of Library Trustees supports the elimination
of fees for printing and photocopying to zero cents per page in all DC Public Library branches.
