CS Fallback Feature Package Description 2 Overview

2 Overview

Circuit switched fallback (CSFB) enables UEs to fall back to the UTRAN, GERAN, or
CDMA2000 1xRTT, and perform voice services when the following conditions are met:
l The UEs are in the areas where an E-UTRAN and a UTRAN, GERAN, or CDMA2000
1xRTT overlap.
l The E-UTRAN cannot provide voice services.
The features in this package allow for efficient use of existing CS networks before the IP
multimedia subsystem (IMS) is deployed.

3 Applications

The CS Fallback feature package provides basic voice call fallback, reduces voice call
fallback delay, and supports flexible policy configuration. For details about the activation
requirements and procedures for any feature in this package, see the specified feature
parameter description.

4 Value

Basic Voice Call Fallback


In an early phase of evolved packet system (EPS) construction, operators who own a mature
UTRAN or GERAN can protect their investments in legacy CS networks and reduce their
investments in the EPS by using legacy CS networks to provide CSFB-based CS services.
Due to benefits in the technological maturity, industry chain, and deployment costs, CSFB
serves as an interim solution for voice service access before IMS deployment.

Reduced Voice Call Fallback Delay


In addition to the value provided by basic voice call fallback:
l Flash CS Fallback reduces the fallback delay by about 0.2s to 0.5s. This gain varies
depending on the radio network environment and the processing capability of UEs.
l Ultra-Flash CSFB reduces the fallback delay by about 0.5s to 1.5s.

Flexible Policy Configuration


CSFB helps operators flexibly configure RAT, frequency, and cell information for CSFB.
