ELECTRICAL PRECOMMISSIONING SUPERINTENDENT

The electrical precommissioning superintendent will coordinate the precommissioning activities,


relevant to this discipline, on a defined area/unit/plant or group of systems. Hierarchically report to
the Start-up Manager and assist him as required, has following duties and responsibilities:
- Carry out precommissioning activities under instructions of Start-up Manager
- Plans, organizes, assigns, inspects, and supervises through subordinate supervisors, the work
of linemen and staff.
- Should take responsibility for inspection/testing Electrical & Electronic Installation, overhead
and underground electrical power lines, communication system, Power management system,
Fire fighting and gas detection systems, thus control the quality and by attending all
concerned construction activities and systems.
- Ensures adherence to established safety standards at job sites; as well as, all Rules and
Regulations and International Standard / Code for Electrical / Instrument were applied.
- To ensure that all required inspections, verifications and audits performed during the
fabrication and installation of the E&I Systems are in accordance with the project technical and
safety specifications and procedures.
- To ensure execution adherence to the Contractor Inspection and Testing Plan and approved
for construction drawings and specifications.
- Verify adherence to contract documents, including drawings, specifications, approved ITPs
and procedures for the installation, testing, and commissioning of E&I equipment.
- Understand the project schedule and be proactive in identification of any activities that could
impact the planning / progress reporting such concern to HSU Leads.
- Advise management on whether continued operation of equipment would be hazardous.
- Dealing with suppliers with regards Equipment/material delivery; and verify certification of
materials and equipment for area / zone classification.
- Support the efforts on maintenance and preservation of electrical equipment at the
construction site and following erection into the Hull.
- Review construction documentation for completeness and correctness.
- Review and verify E&I system and component test results.
- Prepare list of E&I items for inclusion in final punch list.
- Confirm that technical integrity verification requirements are met.
- Plan layout and installation of electrical wiring, equipment and fixtures, based on job
specifications and local codes.
- Ensure the quality of work produced by subordinates and contractors complying with company
standards.
- Liaise with the Site Construction and start-up Managers as necessary in order to keep
informed of progress, delays and any problems.
- Performs other duties as assigned.

ELECTRICAL PRECOMMISSIONING SUPERVISOR


The Electrical Supervisor is responsible to supervise electrical precommissioning activities.
He will have following duties and responsibilities:
- To participate in the preparation & revision of the pre-commissioning documentation.
- Prepare and review of pre-commissioning procedures, checks, test, mechanical installation of
electrical equipments in line with the cables and equipments layouts and single line diagrams
etc and supervise these activities on field.
- To ensure that inspections and continuity tests are carried out in safe and controlled manner.
- To ensure that planning, coordination, execution and follow up of all pre-commissioning
activities are done in strict compliance with the specifications.
- Conformity check.
- Monitor electrical device checks and testing.
- Electrical equipment checks and testing.
- Witness and participate in Vendor site activities
- Attending and generating punch list as a part of mechanical completion, checks and test
activities. Ensure that there are no category A punch list items at the end of precommissioning
activities.
- To liaise with the QA/QC to ensure that RFI test reports and NCR are closed out.
- Sign off pre-commissioning tests, checks sheets and verify ICAPS database progress.
- Liaise with Construction and Commissioning teams.
- Prepare progress reports on electrical pre-commissioning activities.
- Verify timely availability to subcontractor of all construction materials
- Supervise subcontractor installation activity, assuring proper quality and efficiency
- Monitor respect of installation schedule. Identify bottle necks and manpower shortages
- Check thorough execution of electrical protections calibration by subcontractor.
- Day to day management of subcontractor for electrical activities.
- Coordinate electrical PL cleaning
- Verify electrical systems readiness for energization
- Organize and follow up electrical systems energization
- Interface with final client to clear outstanding issues
- Attend and participate in meetings when required.

ELECTRICAL COMMISSIONING SUPERINTENDENT


The electrical commissioning superintendent will be responsible for commissioning activities
related to Electrical Systems / Earthing / Transformers / Lighting and Sockets / Power Generation
/ Electrical Distribution associated with project.
The main activities/responsibilities include:
- Review of the pre-commissioning Dossiers and preliminary checks of the facilities to establish
completion of conformity checks/static tests on all electrical equipment and preparation of
punch lists for pending items to achieve pre-commissioning.
- Review of requirements for temporary equipment to facilitate commissioning / start-up
activities.
- Responsible of witnessing critical electrical pre-commissioning / start-up activities.
- Responsible for implementation and comments of OTPs.
- Review of start-up procedures.
- Responsible for the identification and mobilization of electrical materials required for the
functionality tests.
- Supervise commissioning / start-up activities of electrical items/systems.
- Responsible for the electrical diagrams conformity checks.
- Assist planning commissioning leader to establish commissioning /start-up network priorities
and durations.
- Perform follow up of electrical punch list.
- Pro active in punch list clearance process.
- To ensure all handover requirements are anticipated and that final handover of facilities is
achieved without any delay.
- The commissioning electrical reports to the commissioning leader.

ELECTRICAL COMMISSIONING SUPERVISOR


- Assist with preparation of commissioning procedures inclusive of HV/LV switching and
temporary power requirements.
- Witness and verify Contractor Mechanical Completion and Pre-commissioning.
- Participation in system / sub-system punch list verification and acceptance.
- Supervise and guide Contractors pre-commissioning personnel where necessary.
- To contribute to the overall engineering strategy and manages complex issues within
functionality area test.
- To interpret design practices and provides guidance to the commissioning team in how to
implement.
- To ensure that component designs meet all requirements.
- To consider a strategy in how handle risks related to failures.
- To support and coordinate with other engineering disciplines and organizations such as
manufacturing, sourcing and services.
- To integrate and develop processes that meet business needs across the organization
- Carryout functionality equipment test and assist other disciplines where necessary.
- Assist with preparation of special tools and spares requirement.
- Participate and lead risk assessments and toolbox talks.
- Ensure that HSE procedures are properly implemented.

INSTRUMENT PRECOMMISSIONING SUPERINTENDENT


The Instrument Superintendent is responsible of construction instrumentation activities
completion and to ensure the transfer of the installation to the Commissioning team.
He will be responsible for the following activities:
Instrumentation construction PL cleaning
Systems handover to loop check
Management of subcontractor for instrumentation
Interface with final client to clear outstanding issues.
- Responsible for work schedule and organize manpower loading.
- Manages and trains instrumentation technician's teams and instrument activities.
- To participate in the preparation & revision of the pre-commissioning documentation.
- To liaise with the QA/QC to ensure that RFI test reports and NCR are closed out.
- Prepare and review of pre-commissioning procedures, checks, test, mechanical installation of
instruments in line with the P&ID, etc, and supervise these activities on field.
- To ensure that inspection and continuity tests are carried out in safe and controlled manner.
- Witness and participate in Vendor site activities.
- Ensure instrument installation according to project specification standards.
- Sign off pre-commissioning tests, checks sheets and verify SMC database progress
- To ensure that planning, coordination, execution and follow up of all pre-commissioning
activities are done in strict compliance with the specifications:
o Conformity checks,
o Monitor instrumentation device, checks and testing,
o Instrument and electrical equipment checks and testing
- Attending and generating punch list as a part of mechanical completion, checks and test

INSTRUMENT PRECOMMISSIONING SUPERVISOR


The instrument Supervisor is responsible to discipline precommissioning activities.
He will have following duties and responsibilities:
- To participate in the preparation & revision of the pre-commissioning documentation.
- Prepare and review of pre-commissioning procedures, checks, test, mechanical installation of
instruments in line with the P&ID, etc, and supervise these activities on field.
- To ensure that planning, coordination, execution and follow up of all pre-commissioning

INSTRUMENT COMMISSIONING SUPERINTENDENT


The Instrument commissioning Superintendent is responsible of instrumentation activities
completion and to ensure the transfer of the installation to the maintenance owner staff, will have
following duties and responsibilities:
- Supervises the Instrument commissioning team conducting field commissioning activities for a
wide variety of instrumentation and control systems such as field transmitters, control valves,
PLC, ESD, and analyzer systems.
- Oversees Contractor Instrument commissioning activities while conforming to HSE policies for
minimizing environmental impact and personnel injury or damage.
- Plans the work process and review/approves necessary documents such as check lists and
work schedules for total execution of the field instrument commissioning activities.
- Reviews the technical documents and reports prepared by his personnel and Contractor.
- Coordinates with other commissioning engineers and Systems Engineers in planning and
completing commissioning activities.
- Assists planning in estimation of resource requirements for planned jobs. Attends regular
planning work schedule meetings.
- Prepares commissioning work reports for SMC.
- Evaluates personnel on his team for performance.
- Review of the pre-commissioning Dossiers before system acceptance
- Update the as build mark up
- Validate instrumentation functional tests sheets
- Manage vendors instrumentation personnel
- Consolidate instrumentation progress
- Perform follow up of Instrumentation punch list and perform a pro active punch list clearance
process
- Validate technical change or modification for instrumentation
- Ensure adequate preservation of instrumentation equipment
- To ensure all handover requirements are anticipated and that final handover of facilities is
achieved without any delay
- The commissioning instrumentation reports to the commissioning leader

INSTRUMENT COMMISSIONING SUPERVISOR


- Supervise activities of pre-commissioning and instrumentation commissioning: loop tests /
regulatory testing / layout tension and implementation instruments
- Ensure complete mechanical inspection of instrumental equipment road and eliminate
reserves in instance
- Ensuring all instrumental commissioning tools maintenance schedule
- Supervise the activities of curative and preventive maintenance work for the production of
information
- Ensure follow-up supervise activities of pre-commissioning and instrumentation
commissioning tests
- Supervision logical tests: loop tests / regulatory testing /
- Supervision implementation tension and getting started with the instruments test logical tests.
- Ensure the mechanical performance of instrumental equipment inspection
- Eliminate instance reserves securing an instrumental commissioning tools interview.
- Plan and oversee curative and preventive maintenance activities
- Collaborate in the production of information

START-UP ENGINEER
The start-up engineer will execute the follow up of relevant activities to this discipline, on a
defined area/unit/plant or group of systems. He has the following duties and responsibilities
- Prepare the project documents and deliverables in compliance with the project
requirements.
- Coordinate with the Engineering Dept. the preparation of the engineering data base and
follow the updating, in home office and at Site.
- Prepare the schedule of activities, follow up the updating and monitor the progress.
- Facilitate the completion of the pre-commissioning activities through the check of
certificates and punch list.
- When requested from the Start-up Manager coordinate the field activities assigned to the
Supervisors.
- Participate in preparing the Commissioning Dossier.
- Assist with agreement and clarification of the definitions of pre-commissioning/
commissioning other related items.
- Develop, with the Project Manager, a strategy for organising the precommissioning/
commissioning and all other test.
- Work with the sub-contractor to plan issues of procedures/plans/method statements and
other documents required for execution of the project completion/pre-commissioning and
commissioning phases.
- Monitor the progress of document production by Company and the sub-contractor, in
particular, the identification and definition of systems required for pre-commissioning
priorities.
- Provide support with procedures or other documentation required.
- Assist in transfer of project emphasis to system priorities in a timely manner.
- Assist with organisation of a certification system, which will facilitate final hand-over to
clients.
- To develop the detailed pre-commissioning procedures according to the instructions of
Start-up Manager.
- To assure that all activities such as flushing/blowing, reinstatement of piping components
and local instruments, leak test, motor run-in, machinery run-in, static equipment
inspections, cleaning, internals installations, box-up are duly performed in accordance with
the stated procedures, in conformity with the safety rules and as per the instructions of
start-up Manager or Commissioning Operation Superintendent.
- To keep records of all activities performed in the log book.
- Define the daily activities and develop the day by day planning following the priorities
indicated by the Start-up Manager.
- Ensure that all pre-commissioning and commissioning activities are carried out according
to stated procedures and agreed schedule.
- Ensure that quality standards and safety procedures are being followed by commissioning
staff, including adherence to work permit requirements.
- Prepare and implement a plan which considers constraints resulted from the construction
phasing to optimize the overall project schedule.
- Attend the Pre-Startup Safety Review meetings.

PROCESS ENGINEER
Generally is the process manager/coordinator involved in the process design phase at head
office.
Is responsible for optimizing process design quality and schedule according to contractual
requirements, including plant safety requirements, both for licensed processes and for TPIT
technology;
Is the point of reference for process problems, both at head office and at site;
Is the Owners and licensors main technical interlocutor, and ensures that the start-up Manager
has the necessary information for plant start-up.
Site main duties are:
- Cooperate with Precommissioning/Commissioning Manager during discipline activities
execution, as necessary.
- Assessing processes for their relevance, and assessing the adequacy of engineering
equipment
- Assist Owner team during start-up and initial operations for all process problems. In
particular he assists in to reach stable plant conditions, making final adjustments and
optimizing the performances of the plant. to establish and/or approve process
procedures; to establish and/or conduct process training; and to ensure the optimum
and safe utilization of capital and human resources.
- The Operations Engineer will work closely with the Manager, SU engineers and
outside consultants to establish procedures for spill control and other issues relating
to the external and internal environment of the facility. This includes maintenance of
the entire facility to project specifications.
- Responsible to analyze downtime and recommend corrective action to maximize
productivity. Supports preventative maintenance activities with Team Coordinators.
- Assessing the availability of raw materials and the safety and environmental impact of
the plant
- Take and analyze operating data, request analysis, suggest operating procedures and
relevant modification as necessary.
- Cooperate with Owner and Contractor teams in test run preparation and execution.
- Analyze collected results and prepare the Contractors performance tests final report.
- Coordinate licensor representatives activity at site.
- Assuming responsibility for risk assessment, including hazard and operability
(HAZOP) studies, for environmental monitoring and ongoing performance of
processes and process plant
- Ensuring that all aspects of an operation or process meet the project specifications.

PRE-COMMISSIONING FIELD SUPERVISOR


The Pre-Commissioning Field Supervisor operates on plant production and auxiliary plants,
leading and supervising the plant operators.
His main duties are:
- Providing, following specific instructions from his superior or in collaboration with the
control room, for the operation and adjustment on valves, regulators, instrument and
other equipment installed on the plant
- Keeping the process parameters and the running of the plant within predetermined
limits
- Keeping the contact with the contractor
- Ensuring the regular and correct recording of operating parameters of the plant
- Providing for performing first hand inspections to ascertain the exact working
conditions of the plants against control room data, noting possible anomalies
- Providing, under the coordination of his superior or in close collaboration with the
control room, for the operations, ensuring the development and the control of the
various sequences as defined by the operating procedures
- Providing for the diverting of the well from production to test separator, for sample
collection and recording of test parameters, according to defined procedures
- Assuring compliance with Safety and Statutory regulations
- Ensuring that safe working conditions are enforced
- Providing in emergency situation for the immediate implementation of planned
operating sequences as per emergency plans
- Assisting the control room operator in cross checking the reliability of the mimic, with
particular attention to the monitoring of safety systems
- Providing information and guidance to his staff on HSE measures
- Ensuring compliance with HSE measures

PRE-COMISSIONING & START-UP HSE SUPERVISOR


Assist the HSE Specialists in the daily supervision of field activities and respect of minimum HSE
requirements.
- Develop approaches and solutions to issues.
- Participate in monitoring and controlling HSE standards and applicable laws and regulations.
- Support and implement programs to provide personnel and facility safety and well being and
protection of environment.

- Create, evaluate, educate and administer the HSE program to all levels of employees.
- Conduct surveys, evaluations, inspections, and investigations as required.
- Develop, upgrade, and manage HSE programs, including awards and recognition programs.

- Maintain records, reports and documents to meet company and regulatory requirements.
- Monitor HSE controllers in executing continuous audits.
- Provide HSE improvement proposals stating: the non-conformance, proposed corrective
action, required resources for corrective action and plan of implementation.
- Investigate the root cause HSE complaints put forward by staff members, customers, clients
and contractors and report the result to the QHSE manager.
- Follows up to ensure that corrective actions are implemented where necessary and ensures
that any certification requirements are complied with;
- Audit work being performed with ''Safe Work Permit
- Assist with the implementation of Job Safety Analysis and inspect job site activities during
particularly difficult or hazardous work situations;
- Assist local management in the preparation and presentation of field HSE meetings;
- Coordinate and participate in the investigation of accidents and near misses;
- Review and analyze accidents and near miss incidents and making corrective action
recommendations;
- Ensure regular emergency response exercises and drills are conducted to ensure the highest
level of preparedness in any emergency.
- Supervises the regular inspection of fire fighting, safety and emergency response equipment.
- Assist in developing and implementing field location emergency response procedures and
evacuation plans
- Supervise on-site doctors and medical emergency response preparation and implementation;
- Ensure that operations employees, contractors and site visitors receive HSE inductions for
theatre operations;
- Responsible for preparing written weekly and monthly HSE reports, statistics and
presentations related to HSE performance
- Report to the HSE Manager weekly

AUTOMATION SPECIALIST
The main purposes of this specialist are:
- Assists and develops technical end-user documentation for in-house staff and/or departmental
customers.
- Configures commissions, maintains and services systems products.
- Provides field and in house technical support at all times.
- Installs and tests systems, upgrades, consolidations, or conversions;
- Fulfils maintenance contract obligations.
- Represents the company on customer sites.
- Designs and implements control schemes utilising 3rd party equipments.
- Commissions control systems and process plants.
- Loop check execution
- FAT execution
- Interface with final client to clear outstanding issues
- Assesses departmental Start-up needs; assists in communication with vendors and technical
evaluation and analysis of products;
- Problem resolution, and to provide expertise for informed decision making; provides recovery
expertise during emergencies or in case of equipment failure;
- Identifies, analyzes, and recommends methods of problem resolution;
- Optimizing utility of current automation systems utilizing technical expertise.
- Work with standard and customized software to develop protocols for complex work flows as
instructed by scientists and technicians.
- Routine maintenance of automation.
- Document protocols and develop automation reference guide for customer users.
- Evaluates the existing process control systems for reliability of control and effectiveness.
- Provide day-to-day technical support on process control systems and process control related
tasks.
- Support implementation of new improvements in process control systems through Advanced
Process Control, Alarm Management, and Operator Interface Optimization.
- Responsible for all computer integration of PLCs, HMIs, VFDs, and process control.
- Responsible for training of end users on the operations of newly installed or modified process
or control systems.
- Responsible for the standardization of control systems and control logic designs,
documentation of operation procedures and as-built drawings and logic.
- They will be the plant liaison for new system start up and commissioning by all outside
controls contractors and system integrators to insure proper transfer of documented PLC
program changes and adequate training on the installation/changes that have been
completed.

MACHINERY SUPERVISOR
The Machinery Supervisor is responsible of precommissioning activities of rotating equipment
(centrifugal & reciprocating compressors, pumps, turbines).
Relevant activities are the following ones:

The Static Equipment Supervisor is responsible of precommissioning activities regarding static
equipment which will be carried out at the end of erection works.
He will be responsible for the following activities:
- Supervise the vessels inspection against the engineering documentation during the execution
of construction activities. Ensuring the quality manufacturing works, dimensional conformity,
accessorial devices congruency and material design specification, and guaranteeing that the
project targets (timing, cost and quality) are correctly met.
- Provide technical expertise and support to the Start-up Manager requirement relevant to
possible queries coming from the EPC Contractor and Customer.
- Ensure a smooth and effective transfer of data and information between Contractors and from
the Customer.
- Lead the identification, and/or adoption of appropriate mechanical engineering Codes &
Standards, to evaluate the costumer queries on this matter and establish criterias for
acceptance
- Identify and assess correct technologies and systems to facilitate improvements in design and
operability of a large-scale field development project.
- Advise on mechanical equipment standardization, availability, and sparing philosophies.
- Undertake technical integrity and HSE reviews/audits.
- Participate in process safety management.

He will be responsible for the following activities:
