Assignment #1: Poway Unified School District Requirements for Reclassification

At Poway Unified School District, PUSD follows the four criteria for

reclassifying an English Language learner as identified by the State of California. As

identified by PUSD (n.d.) Once an identified English learner has reached a specific level

of English proficiency, the student can be reclassified, or moved out of the English

Learner Program. To be reclassified a student must first meet the four criteria identified

by the State of California.

The first criterion evaluates the students results on the California English

Language Development Test (CELDT). The overall CELDT score must be identified as

Early Advanced or Advanced. Students in Kindergarten or 1st grade must have a

Listening and Speaking scores in the Early Advanced or Advanced range. Students in

grades two to twelve must have sub scores for Listening, Speaking, Reading, and Writing

in the Early Advanced or Advanced Range. The second criterion evaluates the results on

the reading and language portion of the Measures of Academic Progress (MAPs) test for

students two to twelve must meet the score requirements based on their grade level. The

MAPs criterion assesses the childs grade level for the identified school year and the

minimum corresponding reading and writing scores.

Following evaluating the assessments provided to the student, teacher input is

collected through the third criterion for reclassification. Teachers working with the

student can share classroom grades; MAP testing scores; and formal and informal

classroom assessments. In addition, Teachers working in Kindergarten or first grade can

share the CELDT Reading and Writing scores. Teachers working in K-5 can also share

the childs English Learner Progress Report. All of this information in addition to the

childs performance in the class from the educators that work with the child best can

provide important information regarding the childs English language proficiency in

relation to the reclassification process. The teacher's input in collaboration with other

criteria should be evaluated together to understand the whole student.


PUSD REQUIREMENTS FOR RECLASSIFICATION 2

The final criterion is the opportunity for parent input. Parents are contacted by

PUSD as a part of the reclassification process. As families know their child best PUSD

believes that by asking for the parent's input additional information may be collected

about the childs English language proficiency. Following being contacted, families will

be asked to sign the final reclassification paperwork if they agree with the

reclassification of their student as fluent English proficient (R-FEP) (Poway Unified

School District, n.d.).

After the reclassification process has been completed, the student will no longer

be receiving services through the English learner program as defined by PUSD (n.d). At

this time students will continue to receive classroom supports that are available to all

students at the school, as needed (Poway Unified School District, n.d.). For example, if

the student requires additional support learning a difficult concept they can still meet with

the teacher in small groups for additional learning, review, and help. Following this

process, students no longer need to participate in the annual CELDT assessment.
