I. Title: PAGASA: Heat Stress highly probable

II. Summary

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA)


has warned of unusually warm and humid weather due to the ongoing El Nio event, adding
that heat stress is highly probable during this period.

The average maximum air temperatures in several stations recorded more than 1.5 degrees
Celsius higher than normal, particularly over General Santos City where 3.0 degrees Celsius
higher than average maximum air temperatures had been consistently recorded.

The highest recorded temperature so far this year was 39.6 degrees Celsius at PAGASA-Isabela
State University Station in Echague, Isabela last April 14, surpassing the highest air temperature
last year at 39.2 degrees Celsius in Tuguegarao City. This years highest temperature reading so
far at 37.7 degrees Celsius in Metro Manila has already surpassed last years highest temperature
reading at 36.4 degrees Celsius at the Science Garden Station in Quezon City.

This day-to-day weather will likely prevail in the coming days. Consequently, heat-related
illnesses like heat cramps, heat exhaustion and heat strokes to some people, may rise and
become a great health concern, he added.

III. Analysis

It took more than 20 years to broadly accept that mankind is causing global warming with the
emission of greenhouse gases. The drastic increase in the emission of CO2 (carbon dioxide)
within the last 30 years caused by burning fossil fuels has been identified as the major reason for
the change of temperature in the atmosphere. We believe to be able to control Nature instead
of trying to arrange ourselves with Nature. This haughtiness is the true main cause of global
warming. As a matter of fact, some people still believe that technical solutions alone would be
sufficient to fight global warming. Although we are guests on Earth, we behave as if no further
visitors would arrive after us. It's like having a wild party where we destroy beds, the kitchen as
well as the living room of a hotel without ever thinking about our future staying in the hotel nor
about other guests arriving later.

IV. Recommendation

As future engineer, I believe there is no single solution to global warming, which is primarily a
problem of too much heat-trapping carbon dioxide in the atmosphere, therefore I recommend
to reduce emissions, stop deforestation, revved up our renewable resources and love mother
earth as we change our attitude towards to it.

II. Summary

Presidential candidate Grace Poe topped the latest "Truth Survey" by Radio Veritas, being
perceived by most respondents to have nine of 10 qualities of a "servant leader."

At a press conference on Wednesday, sociologist Clifford Sorita, head of the radio station's
research department, said 59 percent of the respondents believed that Poe possessed nine
character traits of a servant leader.

Poe was found to have listening, conceptualization, empathy, foresight, persuasion, stewardship,
commitment to growth, building community, and healing qualities. She failed, however, to be
perceived of having the "awareness" trait.

Sen. Miriam Defensor Santiago ranked second in half of the given traits and had a 51-percent
average.

Davao City Mayor Rodrigo Duterte and Liberal Party standard-bearer Manuel "Mar" Roxas II,
meanwhile, are tied at the third spot, both getting a 44-percent average. Vice President
Jejomar Binay ranked last in half of the given traits and obtained an overall average of 41
percent.

The 10 qualities are based on a theoretical framework first proposed by American philosopher
Robert Greenleaf.

III. Analysis

This is not a popularity survey. Presidentiables candidates were evaluated in the context of ten
characteristics of servant leadership. This survey give guidance as leaders of the Catholic church
in the Philippines are concerned, not only about some candidates' supposedly immoral
behavior, but more so about the voters who are supporting them. This survey also tries to guide
the voter what kind of person is he or she when you see and hear him or her as Catholic church
wants to ensure that this person is Godly and stands by his or her principles.

IV. Recommendation

Surveys cannot guarantee that this candidate is 100% he or she will going to win the election.
The winner came from our decision, therefore we should vote wisely. To vote wisely, we should
know everything about each candidate, scrutinize their credentials, listen with open mind, focus
on issue and not on personal attacks, never vote based on popularity, analyze how they handle
stress, dont fall for these so-called God-fearing politicians, dont just join the majority vote and
vote what our country needs not who you need.
I. Title: Tax, smuggling cases languish in courts

II. Summary

Tax authorities have filed more than 600 cases against alleged tax evaders and smugglers but
only a handful have been convicted as most of the cases languished in courts.

We estimate that every year, the Philippines loses P200 billion from smuggling and P400 billion
from tax evasion. Our approach is a bias toward regular execution: We manage our
bureaucracy like clockwork through weekly or monthly deliverables. Through open data, we
release import-level data for customs every month, release incisive open insights through
newspaper ads every Wednesday, and openly act on these insights by filing tax evasion,
smuggling and anti-corruption cases every Thursday, said by Finance Secretary Cesar V.
Purisima in a speech at the High-Level Dialogue on Fiscal Transparency hosted by the Open
Society Foundation in the US last week.

Of the 450 Run After Tax Evaders (RATE) cases against personalities and firms with total tax
liabilities estimated at P76.9 billion, only seven cases were resolved by the DOJ in favor of the BIR.

The bulk of the cases were stuck in courts and the DOJ67 cases remain pending with courts
while 378 were pending before the DOJ.

As for the 219 cases filed by the BOC under its Run After the Smugglers (RATE) program as of Feb.
29, only two yielded convictions. The RATE cases filed by the BOC were against the alleged
illegal importation of goods with a total dutiable value of P56.9 billion.

The majority141 casesremained pending with the DOJ, 54 were pending with the courts,
while 22 had been dismissed.

III. Analysis

There is no need to kill anyone if they simply made the taxes more reasonable. As things stand,
the Philippines has one of the most oppressive taxes in the world. Filipinos are treated like nothing
more than slaves to generate income for the pockets of evil government officials. The
Administration fears that lowering income tax will negatively affect the budget. I believe that the
issue lies not in the amount of tax collection. Rather, it is the efficient management of funds
collected. Full realization every pesos value is a must, and blocking tax reform must not be the
governments safety net.

IV. Recommendation

To ensure this growth, government and industry must work together to create a tax system that
stimulates this digital marketplace. Government must address its legitimate need to collect tax
revenues to fund public services and eliminate competitive distortions faced by local industries.
To find tax solutions that balance these national interests with global realities, the government
must committed to participating in industry dialogues on this critically important issue on an
international, regional and national basis.

II. Summary

Communist New People's Army (NPA) rebels abducted Private First Class Edgardo Hilaga Jr. in
Barangay Malasila in Makilala, Cotabato province at around 5 a.m. on Thursday, the military
said.

According to Capt. Joan Petinglay, spokesperson of the Army's 6th Infantry Battalion, Hilaga was
on his way to his unit in Barangay Tawan-tawan in M'lang town on a motorcycle when around
20 rebels reportedly flagged him down.

Petinglay said the rebels also flagged down other vehicles in the area for about 15 minutes.

The rebels also took the soldier's radio.

As of posting, the Army's 6th Infantry Battalion has yet to receive any information or demands
coming from the rebel group.

The 39th Infantry Battalion is now conducting hot pursuit following the incident.

III. Analysis

There is a high threat from terrorism throughout the country. Terrorist groups continue to plan
attacks and have the capacity and the intent to carry out attacks at anytime and anywhere in
the country. Attacks could be indiscriminate, including in places visited by foreigners like airports,
shopping malls, public transport and places of worship. Kidnapping could occur anywhere.
There has been an increase in kidnapping of foreign nationals since late 2015, with a number of
new cases involving terrorist groups. Its likely that terrorist groups continue to plan kidnap
operations against western nationals in the region.

IV. Recommendation

I recommend to (1) insurgent cooperation against terrorists by addressing substantive political


grievances, (2) initiate discussion with both MILF and MNLF on reestablishing counter-terrorist
cooperation, (3) review official military doctrine with emphasis on clarifying the distinction
between insurgents and terrorists, and in the specific Philippines case encourage insurgent
cooperation against terrorists and (4) use all the resources at its disposal to encourage the
Philippines government and the MILF to finalize a formal peace agreement.
