1. Reference: Verbal Instruction from Course Director, CGIC CL 06-11.

2. Per above reference, submitted herewith is the Case Operation Plan OPLAN
LIGTAS MALARIA on the smuggling activities of Mr. Tukan Hassan at Sitio
Tagusao, Barangay Barong Barong, Brookes Point, Palawan and the alleged
involvement of some Coastguard personnel and other law enforcers in the area.

CASE OPERATION PLAN OPLAN LIGTAS MALARIA

I. SITUATION

A. BACKGROUND

The target was a dealer of undocumented forest product (Charcoal), he is


utilizing unmarked M/B to transport said product. He was residing in Sitio Uliran,
Barangay, Lumangabayan, Abra De Ilog, Occidental, Mindoro. From said barangay,
he collects the forest product to unidentified supplier allegedly most of them was
from mangyan ethnic and the other was believed from other barangay, brought by
his unidentified supplier.

The area was

The target is a Muslim smuggler with his unmarked M/L that utilized to transport
smuggled crude oil from Malaysia.. Sitio Tagusao, Brgy Barong Barong, Brookes
Point, Palawan is inhabited by visayan, cuyunin and tagalong who are mostly
farmers, fishermen and small sari-sari store owners that is majority in the middle
and lower class family.

The said area is surrounded by coconut trees along the seashore. It


has one entrance and two exit points which creates problem for escape routes
during compromise.

It has been observed that the area becomes more risky at night
because illegal activities are most likely done during this time and the people
become more watchful especially on strangers.

Investigation revealed that the smuggling activities of different taxable


items are rampant not only in the area but to its neighboring municipalities. However,
some populace especially crude oil dealers/retailers tolerates these deeds.

Aside from inbound smuggling of crude oil, other commodities are also
brought in on board unmarked M/L owned by Mr. Tukan Hassan. It was also alleged
that some law enforcers in the area is protecting the said activities.

B. OPERATIONAL CONDITIONS

Considering the above mentioned, It is confirmed that the smuggling


activities of the target person in the target area is confirmed and that on or about
160200H May 2012, subject unloaded more or less fifty (50) drums of crude oil from
Malaysia from his unmarked M/L from Malaysia.

The team was tasked to put into effect and conduct Case Operation
Plan regarding the smuggling activities of Mr. Tukan Hassan in Sitio Tagusao, Brgy
Barong Barong, Brookes Point, Palawan and the involvement of other law enforcers

in the area. The CGIF will be involved in evidence gathering and neutralization of the
target; it will also be in coordination with other agencies concerned.

II. MISSION

A. PURPOSE

To conduct intelligence and counterintelligence operations in order to


monitor and neutralize the smuggling activities of Mr. Tukan Hassan and the
personalities involved.

B. OBJECTIVES

1. To conduct surveillance and discreet security investigation on the


target area in order to determine the movement and modus of smuggling activities of
the target.

2. To monitor and further find out the smuggling activities which


allegedly involved other law enforcers

3. To recruit Action Agents with good access and placement on the


target and establish a secure and reliable informant net against the target.

4. To determine other personalities involved in the smuggling activities


of the target person.

Area where they usually unloading crude oil.

III. OPERATION PLAN

A. CONCEPT OF OPERATION

Case Operation Plan OPLAN LIGTAS MALARIA will be composed of


four (4) phases as follows:

PHASE I RECRUITMENT (1 MONTH)


PHASE II TRAINING (2 WEEKS)
PHASE III INTELLIGENCE BUILD UP (2 MONTHS)
PHASE IV TERMINATION

PHASE I: RECRUITMENT (1 Month)

In this phase, an action agent with substantial placement and access to


information regarding the smuggling activities of Mr. Tukan Hassan in Sitio Tagusao,

Brgy Barong Barong, Brookes Point, Palawan. The principal candidate agent
candidate is Ronilo Labonares, 29-34 years old, married with four (4) children.

Initial investigation, assessment, and development operations


disclosed his good placement and access to information regarding the smuggling
activities of the target target person. He is known to have not involved in any illegal
activities in their community; however, one of his friends is working with Mr. Hassan
as crew of unmarked M/L being utilized in the said illegal activities. Having friend,
known to him who are working with the said illegal activities; created his access on
the target area and activities.

Agent Candidate can use his friend as an action agent and him being
a supporting agent.

PHASE II: TRAINING (2 Weeks)

Phase II will focus on the training of Principal candidate Agent. The


training will provide the candidate agent with both general and special skills that he
must possess to carry out his assigned tasks. The training will emphasize the
importance of his tasks, boosts his morale, develop his confidence and internalize
operational security. The training will be conducted through a series of Personal
Meetings (PM) and communication through cellular phones.

Upon completion of training, the principal candidate agent will be


briefed by Agent Handler. Action Agents efforts shall be directed towards the
activities of the target person providing essential information in line with the
requirements of the operation.

PHASE III: INTELLIGENCE BUILD-UP (2 Months)

During Phase III, the recruited Action Agent (A/A) shall monitor the
activities on the target area. Monitoring shall focus on the smuggling activities
particularly crude oil from Malaysia. A/A shall continuously update the A/H. If
possible, spotting and development of additional agent candidates shall be done
during this phase.

PHASE IV: NEUTRALIZATION (2 Weeks)

In this phase of operation, the CGIF thru FS Palawan will coordinate


with the agencies like the Bureau of Customs (BUCUS) for the apprehension of the
personalities involved in the smuggling activities including Mr. Tukan Hassan,
unmarked M/L and its crewmembers. Operatives shall actively participate not only in
the planning of neutralization but also in the actual implementation of various
neutralization operations.

PHASE V: TERMINATION

Case Operation shall be terminated upon accomplishment of the
mission. The sponsor may likewise terminate the case operation once the
coordinating agencies would not cooperate.

B. TASKS

1. Case Officer (C/O)

a. Responsible to the Project Officer for the proper implementation of


the case operation.
b. Direct, control and closely supervise the conduct of the case
operation as well as the actions of all operatives/agents involved.
c. Responsible for the safety and security of all operatives/agents.
d. Design a secure and effective informant net.
e. Formulate and issue specific intelligence requirements, EEs and
RIS.
f. Coordinate with other units for additional requirements of the case
operation specifically manpower and neutralization requirements.
g. Perform other tasks as directed or as necessary.

2. Agent Handler (A/H)

a. Responsible to the C/O for the execution and accomplishment of


the objectives of the case operation.
b. Direct and closely supervise the activities of recruited A/A.
c. Transmit specific requirements / EEs to A/A.
d. Collate information gathered by A/A.
e. Monitor and supervise informant net.
f. Prepare the required reports.
g. Perform other tasks as directed or as necessary.

3. Support Agents (S/A)

a. Conduct surveillance, investigation and casing as directed.


b. Procure funds and supplies in support of the case operation.
c. Prepare required report.
d. Perform other tasks as directed or as necessary.

4. Action Agents (A/A)

a. Report operational information.


b. Ensure that lines of communication between him and agent handler
are always open.
c. Perform other tasks as directed or as necessary.

C. OPERATIONAL SUPPORT

In the conduct of extensive surveillance, technical support and


equipment that may be found necessary should be made available in the conduct of

operation most especially in the Intelligence Build-Up. Coordination with the
Philippine National Police will be of great help.

D. COORDINATION

The following CGIF operating units are tasked as specified below:

1. Coast Guard Intelligence and Security Training Facility (CGISTF)

a) Designated as UPR for this operation.


b) Provide trained and equipped personnel and organize them into
special team.
c) Designate a C/O, A/H and S/As.
d) Prepare operational, administrative, logistical and communication
requirements in support of this operation.
e) Gather strong leads, proof evidence, affidavits/testimonies and
other operational information that positively indicate the existence
of the undergoing activities of the target.
f) Coordinate the conduct of neutralization operation with the CGIF.
g) Provide observer/liaison with CGIF during neutralization.
h) Perform other task as necessary.

2. Field Station Palawan (FSPAL)

a) Provide trained and equipped personnel, and organize them into


special operating team if requested.
b) Coordinate their operational support requirements with the other
CGIF units.
c) Provide necessary operational information to other tasked law
enforcement agency in planning and implementation of the
neutralization phase.
d) Coordinate with the tasked law enforcement agency the issuance
of appropriate arrest and warrant of arrest.
e) Provide trained and equipped personnel as observer/liaison
during the actual neutralization operation.

3. Technical Intelligence Group (TIG)

a) Provide technical assistance especially on provided sophisticated


equipment.
b) Conduct SIGINT operation as needed.
c) Provide trained and equipped personnel as needed.

4. Counter Intelligence Group (CIG)

a) Provide assistance in the investigation and record check as


needed.

2. Operational Security

a. Equipment and Transportation

Transportation and required equipment should be provided.


Vehicles equipped with surveillance cameras must be inconspicuous and must blend
in the area operation.

b. Communication

The use of cellular phone as the primary means of communication


is advisable. Hand signal will be used as appropriate.

c. Miscellaneous

Security is paramount at all times. The use of cover with complete


backstops should be emphasized during the conduct of the operation. The Case
Officer shall conduct regular briefing to inform the operatives to strictly observe

security at all times. In return the operatives will report to the Case Officer inform
developments including problems and concerns, so it could plan with utmost
solution.

3. Organizational Security

All personnel involved in the operation should strictly follow the


chain of command and follow specific instructions.

IV. ADMINISTRATIVE

The members of the team will continuously gather information


regarding the needs, motivations, beliefs, and personalities of the agent candidates.

POL and other minor transportation requirements shall be provided in


accordance with CGIF current SOPs and Policies.

V. COMMUNICATION

Communication among agents will be undertaken by means of


personal meetings, special couriers, mobile phone and text messaging, whichever is
appropriate and as long as security may not be compromised. To maintain a
maximum security among agents in the conduct of communication, the following
communication system should be strictly observed and carried out:

A. Primary

The primary communication system that will be employed in this case


operation is the Personal Meeting (PM) between the Agent Handler (A/H) and the
Action Agent (A/A). Meeting arrangement is through the use of cellular phones.
B. Secondary

The secondary communication system shall consist of cellular phones.


The A/A shall be given a prepaid cellular phone and regularly supplied with cell cards
or Auto Load.

C. Reserve System

Landline phones will be used in case the primary and secondary


means of communication fail.
