ARTICLE XIV

GOVERNING POLICIES

SECTION 1:

The Election of the officers of Electronics and Communications Engineering and Technology Society that
will compose the Executive Board such as President, Vice-President Internal/External, Secretary
Internal/External, Treasurer, Auditor, Project Manager, PRO Internal/External, and Coordinators of each year
level shall be held on the month of July before the Preliminary Examination, first semester of each year.

No member shall be accepted as a candidate to any position if he/she:

1. Is not bona fide member of the ECETSS;

2. Has not establish a one-year residency in Rizal Technological

University, said required will also be applicable to transferee;

3. Is a working student and has a COE training depending upon the time of availability of the student for the
position of President up to Secretary;

4. Will not be qualified to run in the position of the PRESIDENT IF

he/she is a graduating student (3rd year ECET and 5th year ECE).

5. Is student assistant and has a position outside the organization. Every candidate for officer-ship in ECETSS
must upon filing for candidacy:

a. Have at least one (1) year residency in RTU.

b. In the case if the first year or transferee want to fill for candidacy it is allowed only to the position of:

1st Year Representative

P.R.O. Internal Auditor Internal Secretary Internal

c. Carry an academic load of at least (12) units.

d. No two failing grades of (5.0) on the previous semester provided that the general weighted average is not
lower than 2.75 or 3.0

e. Must not be a graduating student (3rd year ECET and 5th year ECE).

f. Not be a candidate for graduation


For graduating students:

ECE- for 5th year Representative only

ECET- for 3rd Year Representative only

SECTION 2:

No Candidate shall hold an office as officer in any position on organization, Corps of Commander of the ROTC
without forfeiting his seat in the society.

SECTION 3:

No Candidate shall hold an office as officer in any position on organization if he/she is a COMSELEC Officer in the
society.

SECTION 4:

The society in the interests of service to the students may recruit additional staff with the permission signed by
the Adviser of the Society.

SECTION 5:

The newly elected Officers should be proclaimed and inducted at least (3)days after the completion of the
election activities.

SECTION 6: PROCESS OF FILING OF CANDIDACY

Candidate shall:

6.1. Get an application form from ECETSS officers;

6.2. Pass his/her current photocopy of registration form and previous semester grade and summer grade;

6.3. Pass the interview to be headed by the outgoing president;

6.4. They should submit the application form on the given date;
6.5. If she/he an executive officer that file the candidacy, he/she

NOT allowed to the process of election;

SECTION 7: COMMISSION ON STUDENT ELECTION (COMSELEC)

A COMSELEC or a commission of Student Election shall supervise the election. The majority of the voting
populace shall choose the member of which. The commission shall be terminated upon proclamation of the
elected officers and shall surrender all existing files to the new set of officers. The Composition of the
commission that the total member including the chairman will be determined by the outgoing officers of
Executive Board includes their qualification.

Only fifth year student will be selected as COMSELEC Officer voted by the outgoing executive officer or
appointed by the ECETSS Adviser.

The COMSELEC shall compose of the following:

1. Chairman

2. Poll Clerk

3. Third Member

4. At least one watcher in every party.

Qualification of members of COMSELEC the outgoing president shall act as a chairman of the COMSELEC
providing he/she is not a candidate for any position.

SECTION 8: Powers and Function of the COMSELEC

8.1. Conduct the voting and counting of votes in their respective polling places;

8.2. Act as deputies of the Commission in the supervision and control of the election in the polling where they
are assigned;
8.3. Maintain order with the polling place and its premises, keep

access thereto open and unobstructed, and enforce obedience to its lawful orders of the COMSELEC or conduct
himself in disorderly manner in its presence or within its hearing and thereby interrupts or disturb its
proceeding, the COMSELEC may issue an order in writing directing any peace officer to take such person to
custody until the adjournment of the meeting, but such order shall not be executed as to prevent such person
from voting; and

8.4. Perform such other function related to his duties and responsibility.

SECTION 9: THE OFFICERS

9.1. The elected officers of the society are: President, Vice- President Internal/External, Secretary
Internal/External, Treasurer Internal/External, Auditor Internal/External, PRO Internal/External, and
Coordinators of each year level;

9.2. The elected officers shall compose of the Executive board of the Organization.

SECTION 8: THE COORDINATORS

Members composing each year level shall be elected among themselves that will coincide the election of the
Executive board.

SECTION 9: THE ADVISER

There shall be at least (1) adviser of the association who is a regular Faculty Member elected by the member of
the executive board immediately after the election.

SECTION 10: FILLING OF VACANCIES

In case of vacancy occurred in the Executive board, other than the president, it shall be filled up immediately in
the following manner:

10.1. In an Executive Board meeting, the Board will accept nominations from its members among the
general membership for the vacated officer, nomination must duly seconded;
10.2. The nominees will put into vote among the members of the Executive Board and the nominees will
garnered the last majority of votes will serve the unexplored term for the vacated office an assume all
rights and responsibilities thereof;

10.3. The vacancy is in the office of the President; Vice-President

Internal shall convince a board meeting and elect among themselves the President by any method agreeable
to the body.
