Thanks, Mary Beth. Lots of good points, and plenty of clear-eyed albeit wishful thinking.
But the truth is that the only way to cut through the Gordian knot is through legitimacy
backed by bayonets. While not in all cases, in this instance for sure a constitution is a
prerequisite for legitimacy. And the 1951 template and its amended version (as you and |
heard from the Libyan FM at the UAE reception in NY) is a pretty good one. Libya has no
hope as a unitary state other than as a constitutional monarchy backed by Egypt and the
Gulf States.
The King is alive. Long live the King!

‘The State Department just notified our Washington Cffice that the USG will
not approve a Third Country Transfer of UAE HAWK equioment to Libya. They
contend that Libya will remain on the “no lethal capability’ list for the
remainder of the Bush Administration and most ikely for the first year of
a new administration.
As a result of this notice, | am removing Libya from the potential list and
moving on to other potential customers.
Just didn't want you to continue the staffing of Libya as a potential
recipient since itis highly unlikely that such a scenario can happen.
| will return to Abu Dhabi in mid-December to participate in meetings with
the UAE Air Force/Air Defense and the USG to provide the Air Force with an
update of the LOA status, CN status, and to initiate USG discussions on
Integrating the three air and missile defense sysiems. We may also present
a classified presentation on the SL-AMRAAM SENTINEL Radar and the AMRAAM
missile to Brigadier Sait Rashid and the Air DetensoTeam. Finally, it wo
finish our internal review cycle, we will be able to deliver the SL-AMRAAM
Proposal before we depart around 18 December. This series of activities
will leave the SL-AMRAAM proposal with the UAE Air Force/Air Detense for
