Bicol University

Launches IPR Unit

LEGAZPI CITY, Philippines – The Bicol

University (BU), in partnership with
Intellectual Property Philippines (IP Phils)
through its Legazpi Satellite Office, launched
the BU Intellectual Property Rights Unit
(IPRU) last August 4.

scientists and inventors attended the

Another Bicolano inventor is Mr. Rodolfo
Biescas of Bacacay, Albay. Mr. Biescas is
known for his “Ironmate Economizer”, an
energy-saving device used on flat irons,
“Super Flame” charwood stove, “Brickscoal”
charcoal briquettes, “Cosmic Pure” water
purifier, “Sapun” sanitary disposal toilet seat
cover and “Nature’s Air” car and room

Atty. Blancaflor also cited the team of Engr.

Arnulfo Malinis, Eleanor Balutem, Estrella
Calpe and Hermenegildo Lizano from the BU
Polangui Campus. The team received the
Most Outstanding Invention Award (Tuklas Award) and the World Intellectual Property Office’s
Gold Medal Award for their “Multi-Purpose Processing Machine”. The machine acts as crusher, juice
extractor and mill rolled into one to address post-harvest processing of agricultural products. This
invention extracts high-quality ginger powder, arrowroot starch and flour.

The inventor of reusable coffins and multimedia coffins also hails from the Bicol region. Mr. Antonio
Andes, Sr. of Ogod, Donsol, Sorsogon made reusable coffins made of a wooden inner casket and a
metal outer casket. His e-Burol coffin is also a reusable casket outfitted with a LCD monitor where
streaming videos and images can be played.
“BU will train its faculty and researchers on patent search and patent drafting to support their research
capabilities,” said BU President, Dr. Fay Lea Patria M. Lauraya. The BU IPRU will harness grassroot
inventions, innovations and technology created by
BU faculty, students and researchers.

Atty. Blancaflor reported that there are currently twenty-nine (29) universities all over the country
which have established their own Technology Licensing Offices (TLOs) through the support of IP
Philippines. The TLOs handle the commercialization of the inventions generated from faculty
members and students.
