7 A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR
8 ENGINEER RONNIE VICENTE C. LAGNADA TO ENTER INTO AND
9 SIGN, FOR AND IN BEHALF OF THE CITY GOVERNMENT OF
10 BUTUAN THE FIFTY-ONE (51) MEMORANDA OF AGREEMENT
11 THEREOF WITH THE DEPARTMENT OF AGRICULTURE-
12 CARAGA REGION AND RURAL-BASED ORGANIZATIONS
13 RELATIVE TO THE IMPLEMENTATION OF AGRICULTURAL
14 MECHANIZATION PROJECTS FUNDED UNDER THE GENERAL
15 APPROPRIATIONS ACT (GAA) FOR FISCAL YEAR 2017, AND
16 FOR OTHER PURPOSES.

18 WHEREAS, presented before the Honorable Sangguniang Panlungsod (SP)
19 is the letter dated April 10, 2017 from the Honorable City Mayor Ronnie Vicente
20 C. Lagnada, requesting the Honorable Body to grant him authority to negotiate
21 and sign for and in behalf of the City Government of Butuan the Comprehensive
22 Memorandum of Agreement between the Department of Agriculture, Caraga
23 Region, the City Government of Butuan and the Rural Based Organizations
24 pertaining to the Agricultural Mechanization Projects funded under General
25 Appropriation Act (GAA) for the fiscal year 2017 amounting to P46,815,000.00
26 (Forty Six Million Eight Hundred Fifteen Thousand Pesos);

28 WHEREAS, the authority sought for pertains specifically to the Fifty-one
29 (51) Memoranda of Agreement (MOA) in the implementation of Agricultural
30 Mechanizations Project from the Department of Agriculture Caraga Region under
31 the Rice Program, Corn Program and High Value Crops Development Program,
32 presented per indorsement dated July 28 & August 15, 2017.

34 WHEREAS, the aforementioned projects are in accordance with the
35 Republic Act No. 8435 or Agriculture and Fisheries Modernization Act of 1997
36 and will enhance for the benefit of the following Rural Based Organizations, the
37 facilities, and resultantly improve the productivity of the farmer groups granted
38 therewith;

49 WHEREAS, per comment dated August 18, 2017 from the City Legal
50 Office, signed by the City Legal Officer Atty. Cisco Franz S. Maclang, the 51
51 Memoranda of Agreement are found to be proper as to form and substance, and
52 in accordance with the law;

54 WHEREAS, the SP Committee on Agriculture and Fisheries, in its hearing
55 conducted on August 29, 2017, evaluated the subject 51 Memoranda of
56 Agreement and found the same reasonable and in order, the recommended
57 granting authority for the execution for being most beneficial to uplift the
58 development of the local farmer sector;

60 WHEREAS, premises considered, the Honorable SP duly concurs with the
61 recommendation of the aforesaid SP Committee.

63 NOW THEREFORE, upon motion of Honorable ___________________, duly

66 RESOLVED, to authorize the Honorable City Mayor Ronnie Vicente C.
67 Lagnada to enter into and sign, for and in behalf of the City Government of
68 Butuan the fifty-one (51) Memoranda of Agreement thereof with the Department
69 of Agriculture-Caraga Region and Rural-Based Organizations Relative to the
70 implementation of Agricultural Mechanization Projects funded under the General
71 Appropriations Act (GAA) for Fiscal Year 2017, and for other purposes;

73 RESOLVED FURTHER, to furnish the offices of the City Mayor, the City
74 Administrator, the City Accounting Office, the City Accounting Office, the City
75 Legal Office, the City Agriculturist Office, the Department of Agriculture Caraga
76 Region and the aforementioned beneficiaries, upon their information and
77 Application action.
