The system supports large-capacity neighboring cell configuration and one cell supports
up to 64 2G handover neighboring cells and 64 2G reselection neighboring cells.
Maximally 96 2G/3G neighboring cells are supported.

3. Affected Features
The list of the frequency points of handover or reselection neighboring cells is delivered
through system messages to an MS. The MS performs frequency point measurement
that helps finish the handover or reselction flow. For a description of the list of double
neighboring cells, refer to the ZGB-02-02-005 Double BCCH Allocation List Feature

3 Technical Description
On the OMCR, up to 64 handover or reselection neighboring cells can be configured for
every cell and the neighboring cell configuration is sent to the foreground. The
foreground puts the frequency points of the handover or reselection neighboring cells in a
sequence from the smallest frequency to the largest, and the zero frequency point is put
last. When the broadcast message module of the system is about to send corresponding
system messages, the module obtains the frequency point information through the data
interface. Although 64 neighboring cells are configured, only up to 32 frequency points
are delivered. That is, the co-channel cells exsit among these 64 neighboring cells, which
are distinguished by the BSIC;

In the urban areas with densely distributed neighboring cells, at most 64 2G reselection
relations and 64 handover relations with the 2G neighboring cells can be configured;
