The Application of System Policies and Contracts on National Social Health

Insurance from the Perspective of Moslem

Abstract

This study discusses the application of system policies and contracts on the
National Social Health Insurance Islamic economic perspective. Health services in
Islam are built on the paradigm that health is a basic public need. Health services
become the individual right of the people, according to the needs of the health
services that everyone needs regardless of their economic and social status,
whoever he is, poor or rich, ordinary people or entrepreneurs, Muslims or non-
Muslims.
This research is based on three formulation of research problem that is (1)
How is the system policy and contracts used by National Social Health Insurance,
(2) How is the implementation of system and contracts used by National Social
Health Insurance at branch of National Social Health Insurance in Palangka Raya, (3)
What is the Islamic economic view of the system and contracts be used by National
Social Health Insurance.
This research uses descriptive qualitative approach. Subject selection using
purposive sampling technique, that is choosing research subject to be made as
main informant in taking data in field. The research subjects selected are the parties
associated with the management of the system of contributions in the National
Social Health Insurance. Data collection in this study was conducted using
observation, interview, and documentation techniques. Data validation is done by
triangulation technique, which is comparing data of result of observation with result
data of interview. Data analysis techniques include data collections, data reduction,
display data, and data conclusion / verification.
The result showed that in the application of the system policies and
contracts in the organizers of Social Health Insurance applied by National Social
Health Insurance has been in accordance with the Law No. 24 of 2011 article
number 11 on National Social Health Insurance, which regulates the authority of
some NSHI. The agreement between NSHI participants and National Social Health
Insurance is a legal relationship agreement that begins with registration and
obligation to pay contributions by NSHI participants. The contract that used tabarru
contract which is used to help and lighten the burden of other participants who are
experiencing distress.
