The location of the future Jubail Export Refinery (JER) will be in the JUBAIL 2 area
situated at about 20 km from sea side. A pipe line corridor is linking JUBAIL 2 site to
the King Fahd Industrial Port.
The Jubail Export Refinery (JER) Program is a grass root refinery, to be implemented
in Jubail, KSA, to process 400,000 BPSD of Arabian Heavy Crude Oil for the
production of gasoline, diesel, jet fuel, petroleum coke, fuel oil, liquid Sulphur and
aromatic products for export. The Owner is SATORP, a Company participated 62.5%
by Saudi Aramco (25% to be floated in the Saudi stock market) and 37,5% by Total.
The Owner has split the scope into 13 Packages.
TPIT has been also awarded a second package named 5A subject of another
dedicated Hazard Identification Plan.

Normal conditions associated to environmental aspects are evaluated by their Frequency, while the unusual (emergency) conditions are evaluated by
their estimated probability. Rare activities with continuous/daily duration for a period of time, might be evaluated as an average on the F/P scale.
The Severity considers also the Local Sensitivity, a condition of environmental dominion (Air, Water, Ground/Underground, Noise, Waste, Visual, Other,
etc.). The Local Sensitivity influences the Severity evaluation.

During oil introduction walk down through the system to check its proper alignment and integrity (no
major visual leaks). In case of oil spillage stop immediately oil circulation and completely clean off.

the one placing and keeping the hydraulic torque wrench in the proper position.

APPLY TORQUE
SLIP OF WRENCH Keep hands, loose clothing and long hair away from the reaction arm and working area during
MISCOMMUNICATION operation. Do not attempt to support the tool with your hands during operation.
This tool will exert a strong reaction force. The Torque Reaction Arm must be positioned against a
positive stop. Do not use the Arm as a dead handle. Take all precautions to make certain the
operators hand cannot be pinched between the Arm and a solid object.
Maintain as much as possible same crew members working together (at least the one activating the
torquing machine and the one placing and keeping the torquing wrench in the proper position)
Ensure proper rotation of people working in placing, moving and sustaining the torquing wrench.
Use of pneumatic driven torque machine shall be preferred inside hazardous area to avoid
unnecessary sparks.

from the energy source.

terminations of the cable to be tested. Mean of communication shall be available for the
entire duration of the test.
Only competent electrician authorized to connect tester clamps to the cable and carry
out the test.
Work in pair.
Only one person in charge to connect the tester clamps and switch on the tester.
The second person shall be trained on what to do in case of electric shock emergency
(rescue and first aid).
Verify the correct identification of the cable to be tested by applying a very low voltage
signal to the cable (i.e. connecting battery supplied thelepone receivers to both the cable
termination and trying to communicate).
Ground all circuit conductors not under test with all cable shields including nearby
equipment.
Electricians performing the test shall stay at least 1 m far away from exposed parts (i.e
connection points) during the test. Tester shall be positioned at least 1 m far away from
the exposed parties.
Tester shall be properly maintained and color coded.
At the end of the test, maintain solid grounds after the test on the cable for at least 4
times the duration of the test. On exceptionally long cable lengths, it may be necessary
to increase the grounding time. After that, ensure tested cable is fully discharged to
ground before leaving.
Permit to work shall be closed after completion of the test.
All yellow and black barricade tape is to be removed at completion of the task
