Scope of this document is to collect Site information coming from the Hazard and
Environmental Aspect Identification process, regarding:

1. General Site hazardous characteristics, health, safety and environmental aspects


identification;
2. Eventual critical tasks identified during initial site studies
3. General hazard arising from foreseen critical Site phases
4. General Job Hazard Analysis of typical site activities, to be completed on Site.

This document is the first step of the Safe Execution of work process that will be
continuously applied on Site:
Job Hazard Analysis, taking into account Health, Safety and Environmental
Hazards; Permit to Work, when and/or where required;
Communication to all involved personnel of Hazard identified and Safe Work
Practices / Methods defined
Periodical inspection to maintain conditions defined.

2. FIELD OF APPLICATION

This plan applies to Site activities during construction, pre-commissioning and


commissioning phases and it could be reviewed and updated whenever necessary or
from one phase to another one of Site activities.
Any change shall be agreed with the Site Manager. All parties shall be informed of
subsequent revisions.

5. GENERAL SITE HAZARDOUS CHARACTERISTICS, HSE ASPECTS

The location of the future Jubail Export Refinery (JER) will be in the JUBAIL 2 area
situated at about 20 km from sea side. A pipe line corridor is linking JUBAIL 2 site to
the King Fahd Industrial Port.

5.1. Project Description

The Jubail Export Refinery (JER) Program is a grass root refinery, to be implemented
in Jubail, KSA, to process 400,000 BPSD of Arabian Heavy Crude Oil for the
production of gasoline, diesel, jet fuel, petroleum coke, fuel oil, liquid Sulphur and
aromatic products for export. The Owner is SATORP, a Company participated 62.5%
by Saudi Aramco (25% to be floated in the Saudi stock market) and 37,5% by Total.
The Owner has split the scope into 13 Packages.

TECHNIP as EPC Contractor on a LSTK Contract basis for the Package 2A


Conversion Units as detailed below:
Distillate Hydrocracking (DHC), cap. 59,000 BPSD, licensed by Chevron Lummus
Mild Hydrocracking (MHC), cap. 59,000 BPSD, licensed by Chevron Lummus
Fluid Catalytic Cracking (FCC), cap. 32,700 BPSD, licensed by Axens
LPG Selective Hydrogenation (SHU), licensed by Axens
Sulphuric Acid Alkylation (SAA), cap. 12200 BPSD, licensed by DuPont Stratco
Sulphuric Acid Regeneration (SAR), cap. 110 MT/D, licensed by MESC
Unsaturated Gas Plant (UGP), licensed by Axens

TPIT has been also awarded a second package named 5A subject of another

Significance is: S = Frequency/Probability* x Severity (Sensitivity) > 16 on Risk matrix

Normal conditions associated to environmental aspects are evaluated by their Frequency, while the unusual (emergency) conditions are evaluated by
their estimated probability. Rare activities with continuous/daily duration for a period of time, might be evaluated as an average on the F/P scale.
The Severity considers also the Local Sensitivity, a condition of environmental dominion (Air, Water, Ground/Underground, Noise, Waste, Visual, Other,

Intent of energize the equipment shall be communicated in advance to all employees that
could be potentially affected.
Instruct involved personnel what to do, how to monitor operation, how to safe stop the activity if
needed.
Remove all trip hazards at EHT Distribution Panel.
Ensure that piping and equipment provided with electrical heat tracing shall be supplied of final
or, at least, temporary insulation in order to avoid uncovered hot and energized parts.
Evaluate, In any case, the possibility to perform the activity when number of personnel at site is
limited (for instance during night shift).

Whenever required, LOTO process must be duly applied.
Before starting the energization a walk down of the system is required to verify that circuit feed
power point and main junction boxes are properly barricaded and tagged.
Before starting the energization, confirm that the main circuit breaker on the switchgear in SS,
the main circuit breaker upstream the EHT distribution panel and the circuit breakers upstream
each EHT circuit are locked in Open position.
Each EHT circuit shall be energized only for the time necessary to perform the test. As soon as
the test has been concluded or temporarily suspended, the relative circuit breaker shall be

Check wiring between MCC EHT drawers and EHT distribution panels in order to verify correct

Place warning signs both on EHT Distribution Panel and MCC EHT drawer to warn that EHT
energization/functional test is in-progress.

Proper fire retardant PPE inside SS and EHT Buildings.


A request for energization of main SS switchgear may be required
FUNCTIONAL TEST AND
ELECTRICAL HAZARDS Any wiring changes or other works requiring changes inside or around the MCC EHT drawer
POWER UP OF EHT SYSTEM and Distribution Panel must be submitted to PTW process and LOTO procedure.
Before starting each step of the energization/functional check, proper communication among
the involved workers/supervisors is required.

At the end of functional test of EHT System, the systems will be left in safe condition.
ENERGIZATION COMPLETED ELECTRICAL HAZARDS
EHT distribution panels and MCC EHT drawers are properly identified as LIVE.
Proper communication about PCC test completion shall be shared with the site.
Ensure pre-commissioning tape used to barricade and Warning signs are removed as soon as
CLEAN UP SLIP/TRIP/FALL the activity is completed.
Leave the job site in safe condition, perform housekeeping if required.
