City Point Neighborhood October Meeting

Sept 20, 12:24pm, 56 M Street, attempted B/E, nothing reported missing
Sept 25, 861 East 1st Street, Tires and rims stolen off of car
Sept 25, 862 East 5th Street, Damage to motor vehicle
Oct 1, 922 East 4th Street, B&E, no forced entry noted, 3 rings stolen
Sept 18th, 862 East 7th, 2 tires stolen drivers side of car, was a rental car.
Oct 788 e 6th: Fist fight between neighbors.
Sept 788 E 6th: Several juveniles damaged screen window, were identified and parents
notified, going to pay for it.
Oct 5, 157 P Street, Motor vehicle damage.
Sept 16, L Street, 2 computers stolen.
Sept 29, I Street, B&E
Sept 15, 301 K Street, B/E, 2 people arrested male and female from Brockton

Capt Boyle: There has been a rumored incident of sexual assault that took place on Mercer
near Thomas Park widely reported on social media that C-6 has never been notified about.
When brought to our attention we have been investigating for the last week and have been
unable to get any solid information. 911 was not called, no police or EMS was dispatched to
the scene as described in the social media posts.
Member Question: Is there a camera in the area, has anyone looked at the cameras?
Capt: Yes, we looked for it, could not find any information on tapes or otherwise
Capt: When situations that are ongoing issues occur we will notify the neighborhood. For
example, a couple of months ago, B&Es in the middle of the night, we went to news media
and got the information out there and caught the suspects.
This incident reported on social media has not occurred to our knowledge. Anyone with any
information about this incident is asked to call Sgt Mylett at C-6 so that it can be further
investigated.
Question Luanne OConnor : Police reports items are for City Point neighborhood, is there a
place we can get the police report for the entire South Boston neighborhood. Maybe get an
overview of other parts of South Boston.
Capt: Yes, we can give you an overview of other parts of South Boston, or you can come to the
station and look at the Police Log which is public record.
Joanne: We would like to be notified by when there are a series of events that could be an
issue to the community.
Member: Were you able to track down the music that has been playing very loud on Sunday
nights?
Capt: Music was found in New Market Square, they will be cracking down this weekend again.
Also had issues with drag racing in that area.
Member: 4th and L Street Dunkin Donuts: 15 min parking signs were put up, supposed to be
No Parking on sidewalk. Officer Sullivan will talk to owner again.

Tonights Speaker: Lourdes Lopez & Alicia her assistant from ReNew Boston
Renew Boston is Mayors energy efficiency program. Launched in 2010. Focus is to help
connect residents with the Mass Saves program through the state. They will be doing
workshops throughout the city. Goal is to help people save money on your utility bills.
Anyone who is a national grid or Eversource customer is paying into this pool. Dept of public
utilities requires that utility companies have an energy efficiency pool.
ReNew plays an important role in mayors climate change plan.
Property owner, landlord, and tenants qualify for a free energy assessment.
An analysts from the program will come out and walk through your home free of charge, will
usually come out to see if you qualify for lightbulbs, heating system, and insulation.
Homeowner will get a printed out report on what needs to be done doesnt all need to be
done at once.
Home owners also have the opportunity to borrow up to $25,000 for 7 years for 0% interest for
some of these programs.
This program is not based on income, anyone paying into the program qualifies.
Member Question: Is there an initiative to help senior citizens find out about this?
LL: Yes there is a marketing campaign targeting senior citizens, Boston Home center does a
lot of this work.
Member Comment: I had Mitsubishi split heat pump/Air Conditioner installed and I got 50%
back.
LL: Yes, there are different rebates
Q: I am renovating my top floor, need insulation, would I qualify?
LL: Have someone come out immediately to see if you qualify. Renovations dont usually
qualify, but our specialists would be able to tell you.
Massachusetts is the most energy efficient state as of last week.
Alicia would like to hear feedback about the energy assessment, what worked, what did not.
People are quick to want to change windows, where insulation is more beneficial and more
economical.

Thanksgiving baskets:
Usually do the Sunday before thanksgiving. Please bring nonperishables for next months
meetings. Did about 15 baskets last year that were very full. Always looking for donations
and volunteers.
Joanne: May have noticed on Facebook that there was a Save the Date for a candidate debate
on October 18. This will likely be pushed out a week or 2 because of a scheduling glitch. We
are still looking for questions to ask the candidates. Be very specific on what those questions
that are important to you are. Please email any questions to CPNA email address. It is
important to hear where different candidates stand on positions that are important to you.
Joanne met with Mark McGonagle and trying to meet with Michael Flaherty about the IPOD.
Any project must go through the IPOD process. Joanne has asked to start public meetings
again in February. We dont want the IPOD lapse without changes being made.
Member Comment: The IPOD will not stop the development on East Broadway. Is someone
working on changing the zoning?
Joanne: Michael Flaherty is the one who put the IPOD into effect, but he doesnt have any
representatives here this evening, so we dont know where he stands on this now.
Jim: We are going to start going back at the BPDA to see if the new base zoning was
appropriate. If the BDPA put new zoning on hold by implementing the IPOD, it is on the BPDA
to give the neighborhood on the zoning and what was included. If you want to do work to your
house, the best thing to do is talk to your neighbors about what you would like to do in
advance of the neighborhood meetings.
Member Comment: New building on the old fish store is a huge building now, how did that
happen?
Joanne: There was no neighbor opposition and it was done before the IPOD.
Member Question: Was I told that the St Vincents guidelines have been eliminated?
Jim Coveno: yes, the Article 68 overtook the St Vincents guidelines.
Member Question: When did this happen?
Jim Coveno: November 1st this was implemented.
So once the new language is written, BPDA writes the language, then Zoning Commission
would vote it into law.
Member: Projects should be posted in the local papers, not just the Herald.
Member: Everyone should be emailed about these meetings
Jeff Sullivan: Boston Bulletin: If you go to BPDA website they have lists that can be emailed
out.
Joanne: Need to ask the candidates where they stand on the zoning.
Massport road is open now, if you think there are any traffic issues, send some emails. We
can get some
There has been a major change with airplanes flying overhead.
Congressman Lynch is working on
Marcia Campbell is asking the commissioner to come out and evaluate the health of the
existing trees. Want to compare this with how they were before the park project.
Tommy Butler Park is now open
Joanne: last month you were looking to meet with BTD about 1st parking
Joanne: Did a walk with John Allison and Carla Tanka from BTD on a number of streets and
what the parking signs. New signs are up at crosswalks

Massport: Is there any way to see what the complaints are?


No cannot get specific complaints, only major stats.
Jim will talk with Father Diperri on this, he has a lot of knowledge on this.
He filed a lawsuit with the residence group a number of years ago,
BPD: Looking at no left turns anywhere from Blvd. between L and Farragut.
It is extremely dangerous for kids crossing at N Street with the traffic coming up the street.
October 12th, 6pm at the L street bath house meeting for the bike share. Joanne doesnt
believe that a bike lane is safe without getting traffic, trucks, etc. are in control. City
looking at 5-10 racks with 19 bikes at each location.
