is categorized into the early assignment procedure, late assignment procedure, and
very early assignment procedure. The MSC determines the early assignment
procedure and the late assignment procedure. The BSS determines the very early
assignment procedure based on the radio resources.

The very early assignment procedure (Mobile Originating Call Establishment with
OACSU) is the procedure in which the network assigns the traffic channel as the
signaling channel during the immediate assignment phase and does not assign a
traffic channel during the assignment procedure but adjusts the traffic channel
assigned during immediate assignment as the speech channel through the Mode
Modify message.

After user equipment (UE) initiates an attempt to access the network, the evolved
packet core (EPC) sends a request for establishing an initial context access. The
initial context establishment involves establishing the default bearer for the UE.
According to TS 23.401, after the UE enters the packet data network (PDN) for the
first time, the EPC allocates it the first bearer which lasts until the UE disconnects
from the PDN. This bearer is called the default bearer. After the default bearer is
established, the other bearers established between the same PDN and the UE are
called the dedicated bearer.
