OBJECTIVES OF THE PROGRAMME :
The World Health Organization (WHO) is supporting the Ministry of Health (MOH) collaborative program
in Indonesia to promote the appropriate organization and effective operation of a comprehensive
tuberculosis control programme for the entire population to attain the objective of reducing transmission
of tuberculosis by implementing Directly Observed Treatment, Short-Course (DOTS) in line with the
National 5 year Strategic Plan and to support research activities to improve tuberculosis control.
DESCRIPTION OF DUTIES:
Organizational context :
The incumbent will; Support the central level of National Tuberculosis Programme (NTP) in the
implementation and acceleration of DOTS activities under 5 Years Strategic Plan of the NTP with special
focus on the strengthening of Paediatric TB, TB/HIV collaborative activities at central, provincial and
district level; Assist NTP in developing guidelines/manuals and training modules on TB/HIV, tuberculin
test and plans in collaboration with key partners, and participate in TB training activities whenever
required or requested; Participate in the planning of strategies on TBIHIV and infection control as
requested by NTP in collaboration with key technical partner; Support monitoring and evaluations of
activities in the field on request of the NTP, by undertaking regular field visits to the provinces and
districts, along with the NTP staff, and submit reports of the findings and recommendations; Assist in
strengthening and streamlining TB surveillance activities in order to improve the recording and reporting
system, with special emphasis on capturing data related to TB/HIV; Perform any other tasks pertaining to
the NTP linked programmes as required by the WHO representative or the WHO medical officer for TB.

Main objectives and achievements expected :

Under the supervision of the Medical Officer (TB) and the WHO Representative in Indonesia, and in
collaboration with the National TB Program, the incumbent will carry out the following
duties:
1. Support the Ministry of Health in the implementation and acceleration of DOTS activities including
MDR-TB DOTS Plus, in the National TB Control Programme in line with the national 5 year strategic
plan;
2. Provide technical assistance to support monitoring and evaluation of activities in the field, by
undertaking regular fields visits to the provinces and districts, accompanied by one of the Central TB
unit staff, and submit reports of the findings and recommendations;
3. Assist in developing training materials, manuals and curricula for the programme;
4. Participate in the TB training activities;
5. Participate in the planning of strategies to scale up activities in the programme as needed;
6. Contribute to the formulation of the annual Plan of Action;
7. Help in monitoring the expenditure of the WHO supported projects;
8. Assist in strengthening and streamlining TB surveillance activities in order to improve the recording
and reporting system;
9. Assist in the conduct and implementation of TBCAP supported activities;
10. Perform any other tasks pertaining to the National TB Control Programme as required by WR or

REQUIRED QUALIFICATIONS
Education:
Essential:
University Degree in medicine from a recognized institution.
Post graduate or advanced qualification in tuberculosis, chest diseases, or public health is an asset.

Desirable:
Training in management and/or public health and/or public health administration. Knowledge of
epidemiology and data analysis. Excellent knowledge of spoken and written Bahasa Indonesia.

Functional Knowledge and Skills:

1. Thorough knowledge of Tuberculosis control and the country needs;
2. Good administrative knowledge of the ministries and other related department/agencies;
3. Demonstrated ability to work in harmony with national/international staff of WHO and
Ministry of Health maintaining poise even in a difficult situation;
4. Ability to make oral and written presentations on technical issues;
5. Knowledge in programme planning and implementation.

Experience:
Essential:
At least 2 years of experience with effective TB Control in the development and implementation of health
programmes. Familiarity with government structure and procedures, familiarity with WHO policies and
practices, and working experience with WHO or other UN Agencies at the national and international level
is an asset will be advantage.

Annual salary:
(Net of tax) In accordance with WHO salary scale for NPO at NO-A level.
