Re: Sonic wave attacks in the Republic of Cuba

President Donald J. Trump,

I am extremely concerned to hear that you have accused the government of the Republic of Cuba for
being directly involved in the sonic wave attacks that have occurred against diplomats of the United
States in the Republic of Cuba.1 It appears as if the United States Department of State has issued a
completely different statement as to this issue and they have not accused the government of the
Republic of Cuba for being the perpetrators behind the sonic wave attacks. However, it does appear as
if the White House under your administration has made this type of unfounded statement regarding the
government of the Republic of Cuba.2 I am hoping that this situation does not deteriorate the diplomatic
relations between the United States and the Republic of Cuba. I also would like to say that I seriously
doubt that the government of the Republic of Cuba was the perpetrators behind the sonic wave
attacks in the Republic of Cuba. I believe that if the government of the Republic of Cuba hated the
United States or Canada so much as to personally being behind the attacks on diplomatic staff of the
United States and of Canada, that they would not allow the United States or Canada to have a
diplomatic embassy in their country.3

I would like to urge you and your administration to use extreme caution whenever addressing this
issue.4 The White House and the United States Department of State should not be issuing different

1
The sonic wave attacks have not just targeted diplomatic staff of the United States but the sonic wave attacks
have also targeted diplomatic staff of Canada.
2
There is no evidence that the government of the Republic of Cuba were the perpetrators behind the sonic wave
attacks in the Republic of Cuba against diplomatic staff of the United States and of Canada.
3
As from a foreign policy perspective, I believe that the government of the Republic of Cuba is going to work as to
improving some aspect as to their diplomatic relations with all countries in which have a diplomatic embassy inside
of the Republic of Cuba. It would make no sense for the government of the Republic of Cuba to attack countries
that are trying to enter or engage in diplomatic relations with them.
4
This includes but it not limited to the White House, the United States Department of State and the Federal
Bureau of Investigation. I would like to add that as the Federal Bureau of Investigation conducts their investigation
as to who the perpetrators are and the cause as to the sonic wave attacks in the Republic of Cuba, I hope that
the Federal Bureau of Investigation does not make unfounded statements or conclusions prior to a thorough
investigation being completed. Stating the wrong conclusions as far as an active investigation that has not been
concluded can cause diplomatic hostility as far as this situation is concerned and doing so can also cause a lot of
other issues between the United States and the Republic of Cuba to arise.

opinions pertaining to this issue because we are supposed to be the United States.5 Situations in which
officials with the White House or the United States Department of State that are involved in making
statements that are contrary towards one another does make governments of foreign countries view
the United States as being unstable. I further believe that this harms the image of the United States. But
regardless as to that, I sincerely hope that you understand that President Barack Obama and his past
administration have worked extremely hard as to re-opening the Embassy of the United States in the
Republic of Cuba and re-establishing diplomatic relations between the United States and the Republic of
Cuba. I remember when President Barack Obama flew on Air Force One to the Republic of Cuba and
when he and his team landed in the Republic of Cuba to meet H.E Mr. Ral Castro.6 That was an amazing
time in history and I am hoping that you and your presidential administration will be doing everything
that you all can do as to helping make sure that the United States engages in true diplomacy with the
Republic of Cuba and that you all will work hard as to helping make sure that the United States always
has diplomatic relations with the Republic of Cuba.7

I hope that you understand that myself and many citizens of the United States do feel as if some political
figures believe that it is somehow patriotic to try to repeal everything that President Barack Obama and
his administration supported. Individuals of all races and of all political parties sadly feel this way. I do
not believe that it is good for some political figures to be attempting to repeal everything that the White
House and the United States Department of State under the direction of President Barack Obama
supported in the past. Politics in too many occasions has prevented the United States from being
successful and politics has also in too many occasions has made the foreign policy of the United States
look hypocritical, stupid and unstable.8 Political figures being involved in government shutdowns and the
White House making disastrous foreign policy decisions that are extremely contrary to a past
presidential administrations has got to stop. The United States needs to keep its promises, needs to fulfil
its goals and the United States needs to start having stable foreign policy.

While the cause as to the sonic wave attacks and the perpetrators are being investigated, I do hope
that you understand that closing the Embassy of the United States in the Republic of Cuba is not a good
option. I believe that doing so would just deteriorate diplomatic relations between the United States
and the Republic of Cuba and I believe that doing so would be an aid as to whomever and whoever is
directly behind the sonic wave attacks. Please keep in mind that it is a possibility that a foreign
intelligence service could be behind the attacks against diplomats of the United States and of Canada in

5
The United States of America is supposed to be the United States of America because we are one country.
6
At that period in time, H.E Mr. Ral Castro was not the President of the Republic of Cuba. H.E Mr. Fidel Castro
was.
7
It does make the United States look unstable if one presidential administration opens a diplomatic embassy in
another country and then when a new presidential administration comes into power, the United States considers
closing their newly re-opened diplomatic embassy.
8
For example, some members of congress when President Barack Obama was in office were involved in shutting
down our government over things that they did not approve. An example as to when the foreign policy of the
United States looks unstable, hypocritical and stupid is when the White House under President Donald Trump
ended arming moderate rebel groups in Syria while previously the White House under President Barack Obama
approved arming moderate rebel groups in Syria. Another example would be when the White House under
President Donald Trump makes unfounded accusations against the government of the Republic of Cuba and
potentially deciding whether or not to stop diplomatic relations with the Republic of Cuba while previously
President Barack Obama worked hard as to re-establishing diplomatic relations with the Republic of Cuba.

the Republic of Cuba. I believe that if this is so, that the goal of the foreign intelligence service would be
to either deteriorate the diplomatic relationship between the United States, Canada and the Republic of
Cuba and to deteriorate the diplomatic relations between the Republic of Cuba and other countries. If
one of those scenarios is true, then I do hope that you understand that I believe that immediately
ending diplomatic relations between the United States and the Republic of Cuba would just aid
whatever cause or causes that an individual, individuals or that an entity would have in which is or are
responsible as for being the perpetrators behind the sonic wave attacks.

In conclusion, I do hope that you understand that openly accusing the government of the Republic of
Cuba as for being the perpetrators behind the sonic wave attacks without clear concrete evidence is
absolutely wrong and is not of any benefit to the United States. I also believe that the United States
should not be involved in sanctioning the Republic of Cuba for the sonic wave attacks because there is
no current concrete evidence that would support a conclusion that would point to the government of
the Republic of Cuba as being the perpetrators behind the sonic wave attacks. Please remember, that
H.E President Ral Castro has been extremely cooperative with the United States with regard as to the
investigation into the cause as to the sonic wave attacks. I am hoping that prior to the investigation as
to this issue being concluded, I hope that both the United States and the Republic of Cuba will refrain
from engaging in a war of words and I am hoping that both the United States and the Republic of Cuba
will instead engage in a pattern of diplomacy.

President Obama worked extremely hard as to re-opening the Embassy of the United States in the
Republic of Cuba and re-establishing diplomatic relations with the government of the Republic of Cuba.
As a country I believe that we should be working worldwide as for the purpose as to engaging in
patterns of diplomacy and not a war of words. I am hoping that the White House and that the United
States Department of State under your direction will work hard as to helping make sure that the hard
work of the past presidential administration will not be deteriorated by politics or by unfounded
evidence.

Respectfully,

Isaiah X. Smith9
