1. (U) Scope Note
.
1. (U) The Worldwide Threat to Shipping (WTS) message provides information on piracy threats to, and criminal
action against or that involves merchant vessels, the shipping industry, and other maritime stakeholders worldwide
in the last 30 days. This report is produced primarily to inform merchant mariners and naval forces.

2. (U) Warnings and Advisories
.
1. (U) U.S. MARITIME ALERT 2017-006A: Threat Type: PLAGUE OUTBREAK. Geographic Area: Madagascar. A
confirmed outbreak of pneumonic plague has been reported in Madagascar including in the port city of Toamasina.
Caution should be exercised by vessels calling in Madagascar. Current information is available from the U.S.
embassy at https://mg.usembassy.gov/security-message-u-s-citizens-plague-outbreak-madagascar-including-
antananarivo-toamasina/ and the centers for disease control at https://wwwnc.cdc.gov/travel/notices/alert/plague-

2. (U) MDAT-GoG WARNING NOTICE 003/OCT/2017: Category: ATTACK. Description: On 25 October 2017 at
20:05ZHrs, a merchant tanker was attacked in position 0335.5N 00649.2E (200/50NM from Bonny Island,
NIGERIA). Two armed pirates boarded the vessel and crew mustered in the citadel. The vessel and crew are
SAFE, currently being escorted by a Nigerian navy ship. Any queries regarding this Warning Notice ring 0033 298

3. (U) UKMTO ADVISORY NOTICE 004/OCT/2017: Category: REPORTED ATTACK. Description: Reports
received by UKMTO that at 0748UTC on 24 October 2017, a Wooden Vessel in position: 1150.0N 05435.0E, (IVO
SOCOTRA ISLAND) was attacked by Pirates. Mariners are advised to exercise extreme caution when transiting

4. (U) MDAT-GoG WARNING NOTICE 001/OCT/17: Category: ATTACK. Description: On 20th October 2017 at
1834 UTC, a Vessel was attacked in psn 0355N 00639E (around 50 NM south of Port Harcourt, Nigeria). A black
speedboat travelling at 25 to 27 knots approached the vessel and fired shots, Navy team on-board returned fire.

The boat followed for 25 minutes before turning away. Vessel and crew are SAFE. Mariners are advised to exercise

5. (U) UKMTO ADVISORY NOTICE 003/OCT/2017: Category: SUSPICIOUS APPROACH. Description: At
1930 UTC on 18 October 2017, an MV in position: 201530N 0665036E reported 2 vessels following her at a range
of 50 meters for approximately 1 hour. Nothing sighted in boats due to darkness. Boats have subsequently
departed MV but remain in the vicinity. MV is safe. Mariners are advised to exercise extreme caution when

6. (U) UKMTO ADVISORY NOTICE 002/OCT/2017. Category: SIGHTING. Description: At 0720 UTC on 07
October 2017 in position: 1156.011N 04443.46E (near Point A IRTC). Four dark hulled skiffs with 4/5 POB
approached MV at speed to 0.7NM and then turned away. Crew and vessel are safe. Mariners are advised to
exercise extreme caution when transiting this area. Any queries regarding this Advisory Notice ring 0044 2392

7. (U) MDAT-GoG Advisory Notice 001/OCT/2017 - CORRECTION: Category: ATTACK. Description: On 02
October 2017 at 1815 UTC, a merchant vessel was attacked by 1 speed boat in psn 041736N 0070400E (around 5
NM south of Bonny Island, Nigeria). Armed security team onboard the merchant vessel fired shots, the speed boat
then escaped. Vessel and crew are SAFE. Mariners are advised to exercise caution in this area. Source: Reported

8. (U) UKMTO ADVISORY NOTICE 004/SEP/2017: Category: ROBBERY. Description: At 2300 UTC on 28
September 2017 in position: 0646.66S 03921.40E (Dar es Salaam Anchorage) Five Armed Robbers boarded an
MV and tied up a crew member before stealing a VHF radio and various items of cargo. Crew and Vessel are
SAFE. Mariners are advised to exercise extreme caution when transiting this area. Any queries regarding this

A. (U) NIGERIA: On 25 October, pirates boarded laden tanker underway 54 nm south-southwest of Bonny.

B. (U) INDONESIA: On 25 October, four robbers armed with knives boarded an anchored LPG tanker in Cilacap
Anchorage.

C. (U) YEMEN: On 24 October, a wooden vessel near Socotra Island, was attacked.

D. (U) NIGERIA: On 21 October, pirates attacked container ship DEMETER south of Port Harcourt.

(U) This section lists reports of active violence against shipping, credible threats to shipping, or the potential for a
situation to develop into a direct threat to shipping over the last 30 days. Every effort is made to ensure that
incidents are not double-counted. In the event double-counting is detected, or an incident is later found to be
different than initially reported, an explanation of the cancellation of the inaccurate report will be made in at least
one message prior to dropping the erroneous report.

1. (U) VENEZUELA: On 20 October, a crewman onboard a tanker anchored near position 10:11N - 064:46W,
Puerto Jose Anchorage, noticed five robbers on the poop deck and raised the alarm. Seeing the crews alertness,
the robbers escaped. A search was carried out through the tanker. Nothing reported stolen. (IMB)

2. (U) VENEZUELA: On 29 September, duty crewman onboard a tanker anchored near position 10:16N -
064:42W, Puerto La Cruz Anchorage, spotted two robbers armed with knives on the poop deck and immediately
informed the duty officer. Alarm was raised, PA announcement was made and crew was mustered. Hearing the
alarm and seeing the crews alertness, the robbers escaped without stealing anything. Incident reported to port
authorities and the local agents. (IMB)

3. (U) HAITI: On 26 September, three robbers attempted to board an anchored tanker via the hawse pipe near
position 18:34N - 072:24W, Port Au Prince Anchorage. Duty crewman saw the robbers and raised the alarm,
resulting in robbers escaping empty-handed. (IMB)

C. (U) ATLANTIC OCEAN AREA:

1. (U) SPAIN: On 5 October, authorities in Cadiz found 290 kilograms of cocaine hidden in two shipping containers
of oranges shipped from Brazil. (www.euroweeklynews.com)

2. (U) SPAIN: On 7 October, Spanish authorities boarded the offshore support ship THORAN off the coast of Cadiz.
Police found 3,800 kilograms of cocaine onboard. The ship was reportedly under surveillance for quite some time,
as she was spotted as a possible drug trafficker during an ongoing operation aimed at interrupting drug trafficking
from the Caribbean to Europe. The last position of the ship was 15 September, off the Suriname coast.

1. (U) NIGERIA: On 25 October, pirates attacked a laden tanker underway near position 03:32N - 006:47E, 54 nm
south-southwest of Bonny. Two armed pirates boarded the vessel and crew mustered in the citadel. The authorities
were notified. The vessel and crew are safe, currently being escorted by a Nigerian navy ship. (MDAT-GoG)

2. (U) NIGERIA: On 21 October, container ship DEMETER was attacked by pirates near position 03 47N - 007 09E,
south of Port Harcourt, while transiting from Malabo, Equatorial Guinea to Monrovia, Liberia. Pirates boarded the
ship, kidnapped six crewmembers, including master, chief officer, second officer, second engineer, bosun, and

3. (U) NIGERIA: On 20 October, a vessel was attacked in position 03:55N - 006:39E, 50 nm south of Port
Harcourt. A black speedboat travelling at 25 to 27 knots approached the vessel and fired shots, Navy team on-

4. (U) NIGERIA: On 15 October, authorities arrested five persons onboard a boat pushing a barge carrying 456,000
liters of illegally refined diesel fuel. A spokesman said that the arrests were made during a routine patrol following a
tip-off on suspected oil bunkering activities in Yokri, near Warri, Delta State. (www.premiumtimesng.com)

5. (U) NIGERIA: On 2 October, an unspecified number of gunmen on a speed boat approached a merchant vessel
off the coast of Bonny Island. Armed security personnel onboard the merchant vessel fired warning shots. The
speed boat was able to escape. Both vessel and crew were reported safe after the incident. (www.pviltd.com)

6. (U) NIGERIA: On 2 October, gunmen abducted three crew members and stole personal belongings after
boarding a Panama-flagged tanker 34 nm southeast of Brass. (www.pviltd.com)

7. (U) NIGERIA: On 28 September, an armed gang hijacked a passenger boat along the Nembe-Brass creeks, took
its occupants deep into the creeks before forcing them to disembark. None of the passengers died as they were all

1. (U) YEMEN: On 24 October, a wooden vessel in position: 11:50N - 054:35E, near Socotra Island, was
attacked. (UKMTO)

2. (U) YEMEN: On 20 October, an Iranian vessel with 19 sailors onboard was seized near Socotra Island by local
fishermen. There was no immediate official Iranian reaction to the comments made by Yemens Prime Minister on
his Twitter account in which he said the ship was detained off the coast of Socotra, the largest island in an
archipelago south of Yemen. Irans semi-official Fars news agency said that the Yemeni government, which Tehran
does not recognize, had claimed that an Iranian vessel with a crew of 19 had been seized. There were no further

3. (U) GULF OF ADEN: On 15 October, an Iranian fishing boat captain reported that his boat had broken down and
he had sighted two approaching fast boats. No further communication was received from the boat and its location
is unknown. The boat had 20 crew onboard whose situation is unknown. (Iranian Labour News Agency (ILNA)

4. (U) GULF OF ADEN: On 7 October, a merchant vessel reported a suspicious approach by 4 dark-hulled skiffs
with 4-5 persons in each skiff near position 11:56N - 044:43E, approximately 54 nm southwest of Aden. They

5. (U) GULF OF ADEN: On 6 October, one skiff carrying twelve suspected pirates were interdicted by Indian naval
forces aboard INS TRISHUL. They were responding to a distress call from the India-flagged bulk carrier JAG
AMAR. The event occurred in the Gulf of Aden. Indian Navy commandoes and an embarked helicopter responded

to the call, reportedly capturing the suspected pirates, ammo, and a weapon. (www.thehindu.com;

6. (U) GULF OF ADEN: On 6 October, a merchant vessel reported a suspicious approach by 2 skiffs near position
13:13N - 050:30E, approximately 111 nm southeast of Mukalla. Ladders were sighted. The skiffs approached to 1.2

7. (U) TANZANIA: On 28 September, five armed robbers boarded a vessel near position 06:46S - 039:21E, Dar es
Salaam Anchorage, tied up a crew member before stealing a VHF radio and various items of cargo. (UKMTO)

8. (U) OMAN: On 27 September, authorities arrested three men during an attempt to smuggle a large amount of
khat into the country in a boat off the coast of Dhofar. (www.timesofoman.com)

9. (U) GULF OF OMAN: On 28 September, a merchant tanker was attacked near position 15:53N - 052:20E, 20 nm
south of al Gaydah, Yemen. Six persons were reportedly in the boat and they fired on the tanker. Ship and crew are

9. (U) GULF OF ADEN: On 26 September, a merchant vessel reported sighting five skiffs with four persons in each
skiff. One skiff closed to within one cable. The sighting occurred near position 12:08N - 044:15E, approximately 46
nm southwest of Aden, Yemen. Armed guards showed weapons and skiff changed direction. (UKMTO)

1. (U) INDONESIA: On 25 October, four robbers armed with knives boarded an anchored LPG tanker near position
07.44S - 109.04E, Cilacap Anchorage. The duty crewman on routine rounds spotted the robbers on the main deck.
Alarm raised, SSAS activated and all crew mustered. Seeing the crews alertness, the robbers escaped with stolen
ships properties. Local authorities boarded the vessel for investigation. (IMB)

2. (U) INDONESIA: On 17 October, a duty crewman onboard an underway bulk carrier near position 01:16N -
104:12E, 9 nm northwest of Todang, Bintan Island, noticed two unauthorized persons on the aft deck. Duty officer
notified and alarm raised. Seeing the alerted crew, the persons escaped in their waiting boat. On carrying out a
search, engine spares were reported missing. (IMB)

3. (U) INDIAN OCEAN: On 18 October, a merchant vessel near position 20:15N - 066:50E, approximately 170 nm
southwest of Porbandar, India, reported 2 unknown vessels had followed the merchant vessel at a range of 50
meters for approximately 1 hour. Nothing else was sighted in the boats due to darkness. (UKMTO)

4. (U) INDIA: On 17 October, two robbers boarded an anchored bulk carrier near position 22:47N - 070:01E,
Kandla Anchorage. Duty officer spotted the robbers and raised the alarm. Seeing the alerted crew, the robbers
escaped with stolen ships properties. (IMB)

5. (U) PHILIPPINES: On 14 October, armed men abducted five crewmen from F/V DANVIL 9 in the port of
Poblacion on Pangutaran Island. A spokesman said the probable Abu Sayyaf captors were aboard two motorized

6. (U) INDONESIA: On 13 October, two robbers in a wooden boat boarded an anchored bulk carrier via the anchor
chain near position 00:13S - 117:35E, Muara Berau, Samarinda Inner Anchorage. They stole ships properties and
threatened duty AB with knives. As the robbers were escaping, with stolen ships properties, the duty AB raised the
alarm and crew alerted. Local agent informed. (IMB)

7. (U) SINGAPORE STRAIT: On 12 October, five persons in two wooden boats approached and boarded an
unmanned rig under tow near position 01:11N - 103:33E. The tugs master raised the alarm and notified the local
authorities. Malaysian Maritime Enforcement Agency dispatched its assets to assist, however the persons had

8. (U) PHILIPPINES: On 4 October, six to eight robbers boarded an anchored container ship near position 14:33N -
120:54E, Manila South Port Anchorage, and were noticed by a duty crewman who raised the alarm. Seeing the
crews alertness, the robbers escaped with stolen ships properties. (IMB)

9. (U) INDONESIA: On 30 September, the Indonesian Navy's Western Fleet Quick Response Unit arrested 15
suspected pirates in the Singapore Strait following a tip-off by Singapore authorities. The alleged pirates were in six
wooden boats when they were arrested. A spokesman said the arrests were made after Singaporean authorities
told them that a barge had been accosted by about 15 unidentified people in Indonesian waters. The barge was
sailing around the Malacca and Singapore Straits. Further, preliminary investigations show that the barge, LKH
7887, being towed by tugboat KIM HOCK TUG 9, had not actually been attacked because the tugboat crew and the
15 alleged pirates had made a deal, the spokesman said. According to suspects' testimonies, they had attempted
to take items from the barge, such as steel scraps, cables and 19 gallons of diesel, but the tugboat's crew had paid
the alleged pirates not to take the items. (The Straits Times Online)

10. (U) MYANMAR: On 27 September, a large mob forced an aid ship to unload 50 tons of aid packages in the port
of Sittwe. According to a spokesman, police officers arrived as the crowd grew near the jetty, while Buddhist monks
also tried to calm the mob, but people began to hurl stones and Molotov cocktails at the riot police. Eight people

K. (U) PACIFIC OCEAN - SOUTHERN OCEAN:

1. (U) FRENCH POLYNESIA: On 8 October, police in Nuku Hiva boarded a catamaran and found a large

2. (U) NEW ZEALAND: On 28 September, authorities announced the arrest of seven people on suspicion of drug
smuggling. Approximately 120 kilograms of methamphetamine were found in a shipping container from China. The
consignment was declared as "outdoor leisure products", including swings, slides, a furniture set, and garden lights,
but after extensive examination, officials found a mix of methamphetamine and gypsum hidden in 16 concrete
