The Cairns and Hinterland Hospital and Health Service (CHHHS) has the responsibility of providing
public hospital and health services to a population of approximately 250,000 people. The primary
catchment of the CHHHS covers an area of 142 900 square kilometres from Tully in the south, Cow Bay
in the north and Croydon in the west. The outer western region of our Service encompasses extremely
remote communities.

Your opportunity
The Senior Medical Education Officer Medical will liaise with other Medial Education Staff and Senior
Medical Staff to assess training needs for prevocational medical graduates, develop, enhance and deliver
training to meet these needs, while contributing to achievement of required training program accreditation.

Your role
Fulfil the responsibilities of this role in accordance with QPS values as outlined above.
Follow defined service quality standards, occupational health and safety policies and procedures relating
to the work being undertaken in order to ensure high quality, safe services and workplaces.
Identify the educational needs of medical staff in PGY1 and PGY2 in accordance with Australian Medical
Council National standards for programs-Intern training accreditation standards, requirements of
Queensland Prevocational Medical Accreditation (QPMA), the Medical Practitioners Registration Act
2001 and the Australian Curriculum Framework for Junior Doctors.
In conjunction with the Director of Clinical Training (or equivalent) develop, implement and evaluate the
Junior Doctor Education and Training Programs, orientation and other medical education programs and
activities within the facility consistent with adult learning principles, accreditation standards; and The
National Curriculum Framework for Junior Doctors.
Ensure that the management of pre-vocational doctors in the facility is consistent with approved
accreditation standards and the Australian Junior Doctor Curriculum Framework;
Identify prevocational doctors educational needs and develop, trial and evaluate educational resource
material for Junior Doctor education and training programs;

Develop and conduct education programs for supervisors of junior doctors including clinical teacher
in-service activities e.g. Teaching on the Run including collaborating with universities and or other key
stakeholders to educate and train clinical supervisors of prevocational doctors in best practice;
Develop and facilitate the application of an assessment framework that ensures valid methods of
effective performance assessment in a manner consistent with National guidelines;
Develop and implement resources to improve supervision and assessment processes;
Collaborate with the Director of Clinical Training (or equivalent) regarding the appropriate management
of junior doctor issues and the development and monitoring of plans to address issues of performance
and clinical competence;
Assist term supervisors to facilitate the provision of effective formative feedback to junior doctors in
relation to their performance;
Provide advocacy and support to pre-vocational doctors with performance issues or problems in relation
to their clinical unit rotation or stage of training;
Monitor and undertake report preparation of clinical unit evaluations ensuring compliance with
accreditation standards;
Direct project and administration staff as appropriate;
Assist junior doctors with career path development and planning using various consultative processes
such as vocational expositions;
Provide advocacy and support to pre-vocational doctors as directed;
Ensure performance database tracking and reporting systems are maintained and reports are generated;
Liaise with clinical units with junior doctor rotations, including secondments to other facilities, and ensure
they are consistent with QPMA Standards and Guidelines;
Promote a sense of professional responsibility and ethics amongst junior doctors;
Liaise with health service workforce allocations in relation to access of PGY2, 3 and 4 to rural relief
preparation training courses and facilitate debriefing junior doctors who have undertaken country
relieving as and when appropriate;
Provide support for the special needs of International Medical Graduates (IMGs), especially those from
non-English speaking backgrounds (NESB), and facilitate educational and support activities for these
doctors in their pre-vocational years;
Support the functions of the General Clinical Education Committee (or equivalent) and provide high level
professional advice on matters relating to medical education and the Junior Doctor Training Program;
Negotiate, consult and liaise effectively with individuals, groups and multidisciplinary teams and establish
and maintain cooperative and productive working relationships with staff, external stakeholders within
and across the Health Service;
Assist in the development and implementation of activities that promote best practice based on evidence
in medical education;
Participate in strategic planning activities and policy development and assist in the decision making and
direction of the Medical Education Unit (MEU) and junior doctor training across the Health Service;
Assist in the preparation of MEU budgets and funding submissions as required;
Under direction; undertake research activities that relate to the improvement of medical education and
new initiatives for junior doctors;
Prepare documentation to maintain or obtain accreditation of relevant terms/rotations as required by the
relevant accreditation authority;
Ensure that medical allocations staff are fully aware of Medical Board Australia (MBA) requirements in
relation to the accreditation of Intern training as a pre-requisite for unconditional general registration;

Identify and actively pursue opportunities to increase medical education capacity within the Clinical
Training Network and implement appropriate processes for accreditation of junior doctor training posts
within the hospital, community or General Practitioner placement;
Actively liaise and consult with the relevant accreditation authority in relation to any changes that may
impact on the accreditation of PGY 1 and 2 terms/rotations.

Mandatory qualifications/Professional registration/Other


requirements
Possession of a Bachelor degree in Education/Adult Education, or Health or related discipline, or a
Professional clinical qualification with other formal qualifications in education and/or clinical teaching is
mandatory.
Possession of a higher qualification is desirable.

prevocational accreditation standards for medical education programs

and maintain key relationships with internal and external stakeholders
High level problem solving and organisational skills and the ability to work as part of a team
Ability to contribute to the professional development of staff within an organisational development
framework
Ability to actively participate in a working environment supporting quality Human Resource management
practices including employment equity, anti-discrimination, occupational health and safety and ethical
behaviour.
