NATURE OF TRAINING

3.0 Training at the CWA.

I have enjoyed each and every day of my traineeship at the CWA. In fact, the
CWA is like a one stop shop dealing with water projects. I have had the
opportunity to monitor projects from scratch and followed it up to their
commissioning where all the main aspects of Civil Engineering activities are
dealt with. The training obtained through the core activities are namely:

Design
Supervision
Contract Management.

These are more fully illustrated in the following chart:-

TABLE 2 - NATURE OF T RAINING


3.1 Planning and Design for New Contracts.

I received my training within the P&D section where all the planning and
design are undertaken for new contracts. Supervision and contract
management also fall under the P&D.

New contracts usually originate as Request for New Pipeline from the Ops
Section. These people are more aware of the existing water supply problems
which are as follows;

Leaky pipes which can no more be maintained.


Long Communication Pipes Absence of Mains
Frequent bursts paralyzing the network.
Insufficient water supply due to decrease in pipe carrying capacity
New settlement e.g. Morcellement, VRS plots,
Major upcoming agglomerations e.g. Smart Cities, factories etc.

Obviously the Ops-Section do not have the necessary resources to carry out
such works and they revert to the P&D for new projects implementation.

Based of Ops-Section Priority list, a project is born and the inception stage
starts at the P&D. The project may be:

The renewal of a single existing pipeline


Renewal of Main Pipeline and adjoining Laterals
Renewal of Pipeline within a whole agglomeration e.g. an NHDC site.
New Pipelines Trunk Mains, Distribution Mains.

A preliminary cost estimate is carried out to categorise the Contract which


best qualifies the works.

3.2 Type of Contracts

At the CWA Contracts are mainly awarded by means of competitive bidding.

The bid documents for these two types of contracts are generally prepared
using the FIDIC 1999 Conditions of Contract. However, the Instruction to
Bidders (ITB) and Bidding Data Sheets (BDS) used are that from the
Procurement Policy Office (PPO). Documents from the PPO are of the World
Bank format and are governed by the Public Procurement Act of 2006.

An Evaluation Committee is set up following Bid Opening. Works above Rs


100M are evaluated at the CWA whereas those above Rs 100M are sent to
the Central Procurement Board (CPB).

These two types of contracts are:

1. Tendered Contracts (Major Works) and


2. Minor Works Contracts

3.2.1 Tendered Contracts (Major Works)

Tendered contracts usually consist of major works where a study has been
undertaken beforehand and are above Rs 6M per package. They may also
be governed by the following:

Laying of pipe sizes above 225mm


External constraints. E.g. The RDA may insist to have a Grade A
contractor for reinstatement works.
Specialized workmanship and resources. E.g. Reservoir or Treatment
plant construction.

3.2.2 Minor Works Contracts.

These can be qualified as fast track contracts. Contractors are invited to bid
for works to be effected in the 6 CWA Zones. The contractors are required to
bid for works based on a fictitious though representative Bill of Quantities
(BOQ).
Responsive contractors go through an evaluation process whereby more
often the lowest bidder is awarded the Contracts in respective zones. The
Minor Works Contract is for a period of two years with an annual budget of
Rs 30 Million.

Contracts for Minor Works consist of work packages which are termed as
Work Orders amounting to a maximum of Rs 6M, each

Minor Works mainly cater for the:

Renewal of old leaky pipelines which burst frequently.


Extension of water distribution network to new zones of supply.
Upgrading and upsizing of mains and pipelaying in laterals
according to new demands.

3.2.3 Recent development for Minor Works Contracts.


3.3 Projects Involvement.

TABLE 3.1 - TIMEFRAME AND ACQUIRED TRAINING AT THE CWA.
During my training I worked under the supervision of Mr Mohungoo. (S.E). He
gave me the opportunity and liberty to implement my in projects what I have
learned from my previous experience at the CWA and what has been
acquired in the BEng Civil .Engineering Course.

I was mainly involved in Tendered Contracts as per Table 3 where I put into
contribution the Nature of Training received as per Table 2.

Though the core activities are more or less the same, there are no similar
contracts. Each one is unique.

The following chapter depicts my personal involvement in terms of:

Design,
Contract Management
Supervision.

To avoid repetition, an in-depth description of my contribution is given on


selected projects as per the above areas of interest.
