PNPs DIDM launches IT Solutions to improve crime solution

MANILA, Feb. 2 To address effectively the emerging crime trend with the use of technology, the Directorate for
Investigation Detective Management (DIDM) of the Philippine National Police (PNP) launched on Tuesday six IT
Solutions at the PNP Training Service in Camp Crame, Quezon City.
PNP Chief Ricardo Marquez, together with DIDM chief Director Benjamin Magalong, led the launching of the DIDMs
six IT Solutions to improve its crime solution rate.
Marquez said they are trying to catch up with the available technology so they could accomplish their mission faster
and better because even the criminals are technology-driven in their criminal activities.
He also said that the intervention of the police in terms of crime prevention should level-up.
Technology-driven din yung some criminal activities, so dapat mag-level-up yung intervention ng pulis in terms of
crime prevention, in this case crime solution, Marquez said.
This is all about smart policing. You commit a crime and we will make sure we put everything in our disposal, he
added.
Magalong said the six systems are the Case Management and Analysis System (CMAS), Case Information and
Database Management System (CIDMS), National Police Clearance System (NPCS), e-Rouge Gallery System and
e-Warrant System, Facial Recognition System (FRS), and Crime Information, Reporting and Analysis System
(CIRAS).
CMAS is made to help investigators in the management and analysis of investigative data.
Meanwhile, CIDMS is used to monitor cases primarily about the cases on "Task Force (TF) USIG."
NPCS aims to address the problem of stagnation of cold cases, especially those who arent served warrants of arrest.
e-Rouge Gallery and e-Warrant Arrest System are both electronics database which can easily access the picture and
warrant of arrest of someone who has committed a crime.
Facial Recognition System has distinct advantages because it is a non-contact process, unlike the biometrics system.
CIRAS, known as e-blotter before, will now serve as an effective scientific management tool and prescription of police
intervention.
Out of the six IT solutions, facial recognition system and NPCS are not yet functioning.
Meanwhile, NPCS, according to Magalong, will be very much dependent on their database.
He also said that there will be no overlapping against the National Bureau of Investigation (NBI) because PNP and
NBI have their own database.
Magalong explained that the main effect of having these IT solutions is that there will be higher crime solution
efficiency, higher clearance efficiency and few personnel will run the system so that more policemen are in the
