    Chapter I

    Concept & History

    1.1. Introduction:

    Co-operative federalism (1930s-1970s) is a concept of federalism in which national,  state, and local governments interact co-operatively and collectively to solve common) problems, rather than making policies separately but more or less equally (such as the 19th-century's dual federalism) or clashing over a policy in a system dominated by the national government. ([1])

    Co-operative federalism is a model of intergovernmental relations that recognizes the overlapping functions of the national and state governments. This model can be contrasted with the model of dual federalism, which maintains that the national and state governments have distinct and separate government functions.
