Project Management Plan

Past Performance and Relevant Experience

When pursuing construction services, developers look for a company with organization and
innovation but also for one with experience and project expertise. At Southeastern Construction we pride
ourselves on the work we have completed over the past (x) years. We believe over those years SEC has
gained valuable experience and has therefore developed an efficient and effective delivery method that is
attractive to potential owners.

Over the more recent years, our team has completed numerous projects of relative size and
difficulty as the proposed University Medical Center in El Paso. The successes and failures of those
projects will be the backbone of project planning and preconstruction for this project.

Our team, specifically, has been at the forefront of introducing a new project delivery system by
integrating new communication software in the workplace to help bridge the gap between office and field.
We feel this is the single most important aspect of the construction process and know the more
communication between owner-GC, GC-sub, sub-sub, etc. the smoother the process is.

Self-Performance Capabilities

At Southeastern Construction we take advantage of any opportunity. We have found there is an


opportunity to improve our delivery system through self-performance of various areas of work. If we self-
perform, we can then control the quality and construction of that trade. For this job, we will self-perform
a little over 15% of the work for the Medical Center. All areas of self-performed work are listed below.

Concrete

We feel it is necessary to self-perform concrete construction on most any of our jobs due to its critical
nature in the schedule. Concrete work at the beginning of the job will have an exponential affect on
project schedule if not done in a correct and timely manner. Therefor, we want to have control over the
process so we can track progress and control quality in a much more professional fashion. All of this will
lead to an accelerated and successful delivery of concrete.

Steel

As well as concrete, SEC also self-performs structural steel on most jobs. The frame or structure of the
building is critical to the progress of the project. If we can control when the structure will top out, we will
have more control on the project as a whole. We have an excellent in-house crane operator and team of
experienced craftsmen that have been with us for over 10 years. They provide us with another tool we can
use to control the time, money, and end-result of project delivery.

Sequencing and Managing Work

Significant Features of Work

Concrete

As explained previously, concrete work can have a large impact on project schedule and cost. We realize
this and take proper measures to prevent mishaps. Self-performing this area of work for the Medical
Center will help us to manage the process and get the project on the ground running when the time
comes to break ground.

Steel

Steel is also going to impact project schedule substantially. There is no shortage of steel on this job so we
found it fit, as we do for most projects, to self-perform. This is going to allow us to have greater control
over multiple areas of the building process. Rebar within concrete and masonry, steel columns and beams,
and steel stud partition walls will be handled with in-house eyes and ears in order to get the structure up
and get other trades in quicker.

Building Rough-In

Building rough-in is yet another aspect of building construction that is critical to the schedule. Rough-in
of wires, pipes, duct, and equipment can drive the overall duration of the project due to its ability to hold
other trades back until completion of rough-in. Once in-wall and overhead rough-in have been completed,
other large portions of building scope are then able to be completed, most importantly, finishes. This is
where we will focus a great deal of attention in an effort to control the later half of the project.

Project Planning

At Southeast Construction, we know the owners time and money is valuable. We believe, in order to
produce a project in able time and under budget, we must plan. Proper planning during preconstruction is
the key to a successful project but it begins with ample communication among subcontractors, owners,
architects, and of course the GC. We will use our knowledge of past projects and concentrate on specific
failures and successes from those projects to create our construction process.

Quality Control

Quality control can be taken too lightly by some construction teams, at SEC we feel quality
control is one of the only ways in insuring what you are building is worth the owners time and money. A
shortage of quality control can lead to added costs from repairs, a poor reputation, and possibly injuries.
We simply want to present to the owner a project they and Southeastern Construction will be proud of.

Aggressive Start Process

Southeast Construction prides itself on fast, high quality construction. Our extensive pre construction
services and work will allow us to commence work immediately from the notice to proceed and to
have the building constructed and ready to be occupied with 365 calendar days. We believe that our
meticulous and detailed planning will reduce risk; therefore creating a more efficient and safe place of
work. Safety of our workers is a top priority, and no matter how quick the job is moving, we will
continue to keep safety a top priority throughout construction. Early submittals will be acquired
before the notice to proceed. This will allow ample time to address any procurement issues early on.
Site mobilization will be organized to allow multiple activities to inaugurate concurrently after the
notice to proceed has been issued. Ensuring the site is marked with material lay down area, parking,
and effective signage will aid the workers to accustom themselves to the site, as well as organize the
job and allow for safe navigation. This will then allow the site to be functional after the utilities have
been established.

Schedule Capabilities

At Southeast Construction, we uphold our communication and collaborative attributes. We


continuously strive to ensure that we are as safe, efficient, and productive as possible. Therefore,
maintaining open lines of communication with our subcontractors, neighbors, and yourself- the owner.
Through our use of both daily and weekly coordination meetings (major meetings with owner, and minor
meetings with subcontractors), Southeast Construction has been able to accurately detail the construction
schedule and achieve 98% on-time or early completions of projects. Southeast Construction and the
nominated subcontractors will maintain a healthy relationship throughout the project to ensure all parties
are in sync. This will be achieved by assimilating both parties schedules whereby any problems
throughout the process of construction are voiced. Throughout the work day, our management team will
take walks with our own written checklist, and will check as items are installed. By utilizing this method,
we are able to separately watch and check the work done by subcontractors to ensure that they are
working as they say.

High Risk Features

There are several aspects of the project that are potential high-risk processes that could
substantially impact the completion date if safety protocol is not followed.. These high-risk work
activities include the construction of concrete slab, the electrical works, and the steel erection. Southeast
Construction is proud to say that we have over 500,000 man hours without a work stoppage due to injury.
As always, our objective is to maintain this high level of safety at each project we pursue and engage
work on. Our intention is to mitigate all risk and create a safe working environment, and ultimately to
send each work home to their families every day. We take safety very personally here. To properly
mitigate construction risk, daily safety inspections will be performed by all active employees with
Southeast Construction, and overseen by our Safety Engineer, Reeves Moore. All employees are to
operate within our Site-Specific Safety Plan. We require a Southeast Construction employee to be on site
at all times during work hours. We believe that if we control the safety risk involved with high risk
schedule features, then the entire project will be more likely to stay on schedule.

The first major risk is the construction of the concrete slab. At Southeast Construction we self
perform all concrete work with our own crews. It is imperative that our safety protocol is followed during
the entire process of the pour, start to finish. All steel reinforcement and any rough in equipment will be
properly guarded and flagged so that stripping or impalement does not injure crew workers. All
crewmembers during the concrete pour will be required to wear proper clothing and rubber boots, as well
as gloves to keep skin from contacting concrete. All OSHA requirements for safely handling concrete will
be followed and our safety engineer will be present during all concrete pours.

The second major risk is the electrical work. This portion of work will be dealt with according to
the Site-Specific Safety Plan. Alongside the plan, competent and qualified subcontractors will complete
electrical work. Electrical work will only be conducted when the power is completely turned off and there
is no live feed (hot wires). All employees, regardless of trade, will be trained and educated in Lock-Out
Tag-Out procedures, to ensure utmost understanding of the risks associated with temporary and
permanent power. Throughout the life of the project, all electrical boxes, electrical rooms, and any
temporary power will be properly marked with signage. Assured grounding of extension cords as well as
the coating on the cord must not be damaged. As the contractor, we reserve the right to snip or confiscate
any cord that does not have assured grounding or has been damaged. After all works are completed per
the safety requirements set out by building regulations and the National Electrical Code.

The third major risk is the erection of the structural steel. Much of this portion of work will
require fall protection. At Southeast Construction, we require 100% fall protection on all work done over
6 feet. This process will also require the use of hoisting equipment. All crane operators will be OSHA
certified and will have a competent crane signalman. While any crane is in operation, the boom radius
must be roped off to ensure that no one can walk under the hoisted material. All structural steel must be
connected using permanent fasteners. All cranes and materials used for hoisting will be checked daily,
monthly, and before every use.

At Southeast Construction, we train all our workers and subcontractors of safety through
on-site training. We also go above and beyond the required OSHA and local codes to ensure that
proper safety is achieved always. Southeast Construction will not tolerate unprofessionalism or
unacceptable work. This includes noncompliance with our safety standards. We are the best
because we require the most attention to detail. We believe that all accidents are preventable. We

provide our personnel with the tools to be successful: training, knowledge, and resources to get
the job done right the first time.
Because Southeast Construction pays extreme attention to detail, we have a high
tolerance on our quality control. We take extra steps and go the extra mile to ensure our
customers receives not only what they asked for but the very best of what they asked for. We will
have weekly inspections conducted by the QC Manager and our Superintendent. Also, we
encourage to do a monthly walk through with our customers and owners inspection quality
control items. Southeast Construction believes these various procedures will help to create a
higher quality result and in-turn surpass the owners quality expectations.

Project Approach

Southeast Constructions course of action to the project will commence with the striping
and stocking and other excavation scopes of work. The next phase will be to set up temporary
power and bring in all office and material trailers. Footers and the slab on grade will begin and
following will be the erection of the steel members. The drying in phase will begin shortly after
with the installation of wall studs as well as exterior cladding. All work will be conducted in a
manner that shall meet the requirements of all building codes. Southeast Construction will ensure
that the project is to the highest possible quality and the most cost-effective delivery, all in a
timely manner.
Information Technology

Our company uses the most advanced technology to help streamline the construction
process. All our Project Managers, Superintendents, and Safety Managers have iPad tablets. This
allows them to communicate instantly, as well as make instant changes to schedules, shipments,
and other aspects to the project. Southeast Construction has a strong reputation with using the
Plan Grid Software, and require all our major subcontractors to do so as well. This program
allows for any revisions to the drawings or specifications to be instantly shared with everyone
else, ensuring everyone is always looking at the most recent plans. The iPads will have access to
all files such as safety reports, copies of equipment licenses, and important paper documents so
that minimal time is lost making trips to the filing cabinet. Southeast Construction also uses the
latest in digital measurement to ensure that all aspects of the building are produced exactly as
planned.
We at Southeast Construction use advanced Building Information Modeling (BIM)
during the preconstruction and construction process. We have learned that by the accurate use of
BIM we can allow most potential change orders to be addressed during the preconstruction,
allowing for a more seamless construction process. The integration of BIM also allows the owner
to see the building and understand the construction process more fully. We will integrate BIM
into commissioning videos, so that we can provide an accurate set of as-built BIMs for the
owner to reference back to, if ever needed.

Severe Weather Plan

Southeast Construction believes in the principle of hope for the best but plan for the
worst, and based on this principal we have laid out contingencies for severe weather and/or
hurricanes. The Site-Specific Safety Plan identifies severe weather and the protocols to
follow during the circumstances. This includes warning and watch alerts, the relevant
personnel in command and the procedures to evaluate. Severe weather constitutes any natural
force majeure that could affect the health and safety of the workforce and the construction of
the building. During a severe weather warning, any loose materials will be secured; cranes
and other equipment will cease to work, and all equipment booms will be lowered. All
exterior work will also cease to continue and all personnel will move indoors with all
equipment. Only after the Safety Manager gives the approval to resume work, will any work
continue. During a severe weather watch, all on-site will cease and all personnel will move to
an assembly point adjacent to the site office. Then, under the direction of the Safety Manager
and the Superintendent, every worker will be accounted for and relocated to the nearest safe
shelter.
