SHELTER PALNNING TUTORIAL

Tutorial on this, we will discuss about the evacuation planning population models are in nuclear danger
zone. The importance of points that want is generated:
1. Emergency zone analysis; areas to be affected by a nuclear explosion
2. Potential refugee analysis; population of residents to be evacuated
3. Potential Shelter analysis; shelter residents who were evacuated planning
4. Evacuation Modeling; planning model (line, shelter and evacuation of phase) of the population
of emergency zone
Type of data used to procces make on this model evacuation planning in vector data format is;
1. Administrasi of region data (Counties.shp)
2. Population of resident data (Censuc_Block_Point.shp)
3. Major roads data (Major_Roads*.shp)
4. Building data (Churches.shp and Shcool.shp)
5. Center of nuclear power (Power_Plant.shp)
Sofware used is ArcGIS 10.1, as for steps to make is the following;
Step 1; Emergenzy Zone Analysis
Emergency zone is a phase analysis to determine the extent of the area affected by the potential of
nuclear power by using the technique of buffer
Run the ArcMap 10.1 program -> open all data wiht add data on the toolbar

to determine the extent of the areas to be affected by nuclear power, in a way to buffer the nuclear
power plant with the assumption that the effects of the nuclear explosion reaches a radius of 10 Miles.

Klik Search on the toolbar -> write buffer on the search field -> enter -> select Buffer
(Analysis)(Toll). A new window will appear like this brought

Open file

Save File with name

Step 2 : Potential Refugee Analysis
In this Step, we will count the population resident to be evacuated from Population data and emergency
zone.
Klik Selection on the toolbar -> select Select by Location window will appear like this brought

After the window appear as above, on the Target Layer(s) checklist Cencus_Block_Poin -> on the
Source layer select Emergency_Zone -> select OK, result will appear like in the Picture 1.5.

Next, on the Table of contents please right click the layer Cencus_Block_Point -> Data -> export
data and window will appear like picture 1.6.

Furthermore, we can determine the number of people who will be evacuated from the emergency zone
by means of right click on the layer Potential_Refugee -> Open Attribute Data -> right click on the
POP100 field -> select Statistics..
Right click -> Statistic... Population will evacuation

Step 3 : Potential Shelter Analysis


At this stage, we will determine which buildings are outside the zone as an emergency shelter in the
evacuation of people from emegency zone. Determination of potential shelter is divided into two parts:
first priority and second priority shelter shelter. First priority is shelter shelter is the first priority which is
about 0.5 Miles away from the body of major roads, shelters while the second priority is outside the
body within 0.5 mile of major roads. The data used are churches school data is the data and major road.
The process is as follows::
1. Combain curches data and school data
click Geoprocessing in the toolbar -> select Merge -> new window will appear like picture 1.7.

Next, clik OK
2. Click Selection -> Select By Location -> in the Target layer (s)cecklist Shelter -> in the Source layer
select Potential_Refugee -> click OK
3. In the layer Potential_Shelter -> right click and select Open Attribute Table -> Switch Selection
4. In the layer Potential_Shelter -> right click and select Data -> Export Data, in the Output feature
class save with filename Potential_Shelter
5. Buffer Major_Roads distance between 0,5 miles
click Geoprocessing in the toolbar -> select Buffer -> new window will appear like picture 1.7.

Next, clik OK
6. Determine Fisrt Priority Shelter
Process be same with step 2

Next, on the Table of contents please right click the layer Potential_Shelter -> Data -> export,
save with filename Fisrt _Priority_ Shelter
7. Determine Second Priority Shelter
Try again step point 3 until Select By Location. After selected file, in the layer Potential_Shelter ->
right click -> Open Attribute Table ( picture 1.10) -> select switch Selection

Next, on the Table of contents please right click the layer Potential_Shelter -> Data -> export,
save with filename Second _Priority_ Shelter
to determine the capacity of the shelter the same as those in step 2; right cilck on the Capacity field ->
Statistics..

Step 4 : Evacuation Medeling


On stage is the final stage of evacuation medeling is the evacuation people from the danger of a nuclear
explosive palnning. At this stage, we do the technical design of the emergency transport of residents of
the zone leading to a temporary shelter (churches and school) by making aksesbiltas as the main
reference to the data on the number of people who will be evacuated as well as the capacity of the
temporary shelter.
From the results of the data analysis indicate that the number of people who will be evacuated from the
emergency zone as many as 7626 lives, while capacity firs priority shelter as much as 7520 people,
meaning there are 102 souls who will be at capacity in the second priority shelters.
In order efficiency prose evacuation, emergency zone is divided into four stages stages of carriage and
shelter smentara grouped into 11 areas:
First Stage; emergency zone which is located at a radius of 0 until 2 Miles of roads as many major body

Second Stage; emergency zone which is located in between the 2 until 4 mile radius of bada major roads
as many as 709 lives
Third Stage; emergency zone which is located in between 4 until 6 mile radius of bada major roads as
many as 1476 lives
fourth Stage; emergency zone which is located in between 6 until 8 mile radius of bada major roads as
many as 106 lives.
