‘The Vice Chancellor University of Sargodha Sargodha, Subject: Withdrawal of Anomalous and Unauthorized Advertisement for the Post of Registrar University of Sargodha Worthy Sir, It is most respectfully stated that an advertisement inviting applications for the post of Registrar has appeared in the national daily newspapers; the same also appeared on the University web page. We have also spoke to you on this matter and pointed out some deficiencies and anomalies in the advertisement before it appeared in the newspapers. Your ‘g00d-self promised to set things aright in this regard. ‘We have following humble submissions to make before your august authority: 2 The advertisement has not only been published hastily in violation of Public Procurement Regulatory Authority (PPRA) rules but it has also violated the University statutes by giving less than 15 days to the eligible and interested candidates. 2 The requisite qualification and experience advertised in the newspaper is not approved by the Competent Authority. > The terms and conditions for the appointment of the Registrar have already been placed on the agenda of the University Syndicate Meeting 1/2015, agenda Item No. 33, page 251 for recommendation and onward approval of the honourable Chancellor. « The vacancy of Registrar should not be advertised with revised / amended terms and conditions till the recommendations of the Syndicate and the approval of the honourable Chancellor as per the University Act. So the advertisement has been got published in violation of the University Act. It is an open secret that the present acting Registrar, who has been illegally assigned the charge of tis significant ‘post without the approval of the Chancellor, has managed unauthorized changes in the requisite conditions and qualifications for the post of Registrar to get himself selected. His malafide is evident and he has misused his authority which is itself a breach of discipline. As per University Act, he is only a Deputy Registrar at the moment but illegally holds the Position of Registrar. His appointment as Registrar is clear violation of the University Act; hence, liable to be declared void ab initio. 2 Most importantly, universities are academics organizations and people with good background and understanding of academic administration are recruited on such post, But an attempt has been made in this advertisement to exclude :he academic community / staff from this opportunity. The unauthorized conditions published in the advertisement are an encroachment upon the rights of the academic community. Hence, the advertisement may be withdrawn and a lawful advertisement may be published for the post of Registrar.It is requested that the advertisement may be cancelled and disciplinary action may be initiated against all those who are responsible for this unlawful act. The illegal appointment of the present Registrar may also be declared void ab initio.
