The scope of these specifications is for design, manufacture, testing at manufacturer works,
supply, erection, testing, commissioning, performance and reliability confirmation, warranty
confirmation of Variable Frequency Drive System (VFDS) required for the pumping station which
are to be provided under the scope of this tender contract.
The scope of work and the equipment to be provided shall be as given in chapter-2, Specific
Requirements of the project of this volume-2 and the performance guarantees and technical
particulars given in volume-3 Technical Schedules and Drawings.
The VFDS shall be designed, manufactured, tested, installed and commissioned in accordance
with the latest revision of IEC or equivalent standard. Unless otherwise stated
in these specifications, the general requirements shall be in accordance with the Specifications
GS-03 General Specifications for Electrical Systems as given in chapter-3 of this volume-2 and
shall be applicable to all the equipment of the similar type and size.
The capacities, ratings, sizes, quantities and materials specified in chapter-2, specific
requirements of project and in this specification are to be considered as the minimum requirement
to be provided. It is the responsibility of the contractor/manufacturer to determine the required
capacities, ratings, sizes and quantities and select the appropriate material based on the
guidelines given in the following specifications.
If the evaluated requirement are higher than the minimum requirement, if specified in chapter-2,
specific requirements of the project of the volume-2, or in the following specifications then the
required capacity/ratings/size/quantities/equipment shall be provided. If the evaluated
requirements are less than the minimum requirements, then the minimum requirements shall be
complied.
Any discrepancy in capacities, rating, sizes, quantities and materials specified at Chapter-2,
specific requirements of the projects in the following specifications, then the requirements given at
specific requirement of the project shall prevail. Similarly any discrepancy in capacities, ratings,
sizes, quantities and materials specified in the following specifications and in Chapter-3 General
Specifications, then the requirements given in this specification shall prevail.
4. DESIGN ASPECTS
This specification covers the general requirements for design, manufacture, supply, testing and
delivery of Variable Frequency Drive Systems (VFDS). While it is not intended to give the full
details of design and construction, this specification sets the minimum acceptable requirements.
The equipment covered shall include but not limited to the following:
Phase Shift Transformers - primary 11kV and secondary (minimum) 3.3kV.
Note:
This specification is based on PWM type frequency converter. Alternatively
AUTHORITY may also accept IGBT/IGCT type frequency converters with zero
harmonics and near unity power factor, provided CONTRACTOR/ VENDOR
proves that the proposed system is equivalent or better than the equipment
specified in this document.
The VFDS shall be single Drive System Comprising input isolation transformer,
frequency converter panel, harmonic filters, motor, auxiliary equipment. One
drive for each pump shall be provided.
The VFDS shall be hooked up to PLC. An input/output list shall be provided for
FEWA approval.
The harmonic filters (when provided) shall be low loss type with minimum active
power consumption. CONTRACTOR shall justify the selection of components
with required options to provide a techno-commercially acceptable rating.
5. APPLICABLE STANDARDS
Unless otherwise specified, VFDS shall conform in design, material, equipment, construction and
performance to the latest editions of the following standards and particularly to the following
publications:

When different standards (e.g. BS, VDE) are offered, then approval of the FEWA shall be
required.
The performance requirements shall generally be as per , IEEE 519.
Further to the International Standards, the VFDS shall also conform to the local standards of
FEWA when these are higher, more stringent or of a specific nature.
The VFDS shall be suitable for operation in tropical climates having the following condition.
Ambient Temperature : 45C for converter panels (Max) even in air
condition rooms
Altitude : Less than 1000 m above sea level.
Further the VFDS shall be able to run through system voltage dips not exceeding 80% of
rated voltage for 200 ms.
8. GENERAL REQUIREMENTS
The VFDS shall be of a well tested and proven design which ensures maximum safety to
personnel, maximum service reliability and economic operation for an operational lifetime of at
least 25 years.
Design and construction shall be simple and well laid-out providing good accessibility to
components and parts. Even under extreme conditions of major short circuit there shall be no
danger to persons in the vicinity of the assembly.
The rating of semi-conductors such as diodes and thyristors shall be based on data specified by
the manufacturer of the elements in his catalogue or official datasheet, whereby:
The repetitive and predictable non-repetitive voltage peaks of a rectifier bridge and
also of a current source inverter bridge shall not exceed 50%of the allowable
values given by the manufacturer of the elements.
The thyristors and any other possible elements of the above two bridges shall be
identical.
The repetitive and predictable non-repetitive voltage peaks of a voltage source
inverter (PWM ) bridge shall not exceed 80% of the allowable values given by the
manufacturer of the elements.
If series connection of semi-conductors is applied, the above stated allowable
values for repetitive and non-repetitive voltage peaks of a rectifier or inverter bridge
shall be reduced by an additional 5%.
The current rating of the converter semi-conductor components shall not be less
than 120% of the maximum current flowing through the elements at full load of the
VFDS through the complete speed range. If parallel connection of semiconductors
is applied, the above current rating shall not be less than 140%of above values.
PIV of power semiconductor shall be 2.4 times rated input voltage.
The frequency converter panel drive (VFD) shall produce a variable voltage and
variable frequency output to provide continuous operation at the specified speed
range.
The VFD (frequency converter) shall be capable of operation with the output short
circuited at full load or open circuited at no load.
The drive system shall control the speed between 40 -100% of the rated maximum
speed. Speed accuracy within this range shall be + 0.5% without encoder or
tachometer feedback. Any deviation of more than 2% shall raise an alarm after a 20
sec time delay.
The power or torque shall reduce, if the speed exceeds 102% of the maximum operational speed,
till the max. Speed is attained. Increase beyond 105% speed or decrease below 95%
beyond10secondsshall trip the system.
The VFDS (Frequency converter) shall be rated 15% above the pump power at the duty point.
Temperature derating as applicable shall be applied for the VFD and the motor.
Calculations shall be provided for the basis of the rating selected for approval of FEWA.
The frequency converter shall provide output voltage of near sinusoidal waveform to the motor at
all speeds and loads. Output current THD shall be less than 5%.
The power factor of the output shall be maintained at 0.95 lag from 40 -100% load.
The estimated total running up time shall be stated by the manufacturer at rated voltage at the
line terminals of the VFDS. The pump & motor inertia shall be estimated or be based on data
given in IEC 60034-12, Table III.
The maximum voltage (crest voltage plus spike) supplied by the converter to the motor shall be <
2 times the crest value of the rated motor voltage. The voltage spikes of current source
converters shall not exceed the crest value of the motor voltage and, for voltage source
converters, the nominal RMS value of the motor voltage.
13. NOISE
The converter sound pressure shall not exceed 81 dB (A), at any location 1 m distant from the
converter under any load and/or frequency condition within the operational speed range of the
VFDS.
The system shall generally perform as per the requirements of IEEE 519 standards. However,
the total levels for current and voltage distortion shall not exceed 5% at the supply side of the
VFDS with all the duty pumps running.
Both requirements regarding current and voltage distortion shall be adhered to. The
manufacturers shall advise the anticipated data of the different harmonic contents.
When required, harmonic filters using capacitor banks and reactor coils shall be provided, active
filters shall be preferred.
All VFDS shall meet the requirements of the relevant lEC Standards regarding the emission of
radio frequencies. Radiofrequencies emitted by other equipment shall not hamper the correct
operation of the VFDS.
Automatic sequence controls, such as: start-up of cooling systems, interlock checking, automatic
start and run-up of driver, orderly shutdown and emergency shutdown should be executed to the
largest possible extent by the use of programmable logic controllers or microprocessor-based
systems. However, this preference does not exclude the use of systems using analogue
electronics.
For microprocessor-based control systems and programmable logic controllers, the following
requirements apply:
Provision for updating and modifying of logic functions, and interfacing to the VFDS system
control equipment.
System control equipment shall be provided with self-check facilities, including failure reporting/
signaling.
Inverter:
DC bus over voltage/under voltage, over temperature, over current, short circuit at start up,
electronic circuit fault, suppression of frequency bond, flying restart, automatic restart.
Motor:
Short Circuit, Earth fault, motor stall, overload, output phase loss, motor RTD protection
(Winding& Bearing)
Filter Unit:
Fuse protection, thermal protections, unbalance protections, over-voltage protection, protection
against resonance, discharge resistors, etc.
Alarms shall be segregated as Alarm (A) and Trips (T).

The external alarm signal shall be 10 seconds time-delayed. The external trip signal shall be
direct-acting. Alarm indication shall be with First Failure feature.
Trip of the VFD panel shall cause a trip of the feeding 11kV switchgear breaker.

The use of filament lamps is not allowed.
The following indications shall be wired to terminal block for transmission to remote location
(control system)
a) Enclosure
VFD (frequency converter) cabinet shall be self-supporting and suitable for floor mounting. The
maximum height of the cabinet shall not exceed2350mm excluding fans, fan hoods or ducts and
the maximum door width shall be 1000 mm. The enclosure class of the converter panel with the
doors closed shall be not less than IP42. The thickness of the sheet steel enclosure shall be2mm
(min).
All components should be accessible from the front. A design which makes use of modular plug-
in/draw-out assemblies for both the system control electronic equipment and power electronic
equipment is preferred.
The converter elements shall be arranged in a logical segregated manner to allow easy
recognition of components and safe maintenance work.
The various compartments shall be properly separated for safety. The power compartments shall
be provided with triangular as well as key locks for safety. Additionally electrical interlocks shall
also be provided in these compartments so that the doors cannot be opened before earthing the
frequency converter unit.
Exposed parts within the LV compartments which have to be accessible during normal operation
for measuring, adjusting, resetting etc. shall, when the door is open, have an enclosure to a
degree of protection of at least IP 20.
c) Terminations
Fixed internal wiring, e.g. between modules, shall be terminated by wire wrap, solder or
equivalent.
Site installed wiring shall be terminated on terminals of the wedge type and will not be loosen in
service through the effects of heat or vibration, e.g. between transport units, cubicles and from the
field. Individual terminals shall be provided for all wires.
Where necessary terminals shall be provided with test links or facilities to carry out diagnostic
testing.
All terminals shall be clearly identified in accordance with the wiring diagram and be logically laid
out by function.
d) Wiring
The wiring shall be able to withstand the most arduous operational conditions specified and be
mould and vermin proof. The wiring shall be readily identifiable and related to terminals and wiring
diagram. Identification should be by ferrules of insulation material or color, e.g. ribbon type wiring.
e) Cable Termination
All cables should enter the enclosure from below. Cable entries, cable glands, cable clamping,
earthing, supporting devices and terminals shall be provided. These shall be suitable to accept
the type, size and number of cables required for the VFDS.
Where relevant for all conductors, individual terminals shall be provided unless terminals are
specially made for more than one conductor. Terminals shall be of the non-loosening construction
and of the wedge type, obviating the use of cable lugs and constructed in such a way that direct
contact between screw, bolt or nut and conductor s avoided.
Cables terminated on terminals shall be identified at both ends by means of ferrules of insulating
material, marked in accordance with the related wiring diagrams.
A free space at least 200 mm in height shall be available between the lowest cable terminal and
the bottom plate of the floor-mounted unit.
f) Earthing
VFD (frequency converter ) cubicles shall be equipped with an earthing bar of high conductivity
copper. The earthing bar shall be of adequate cross-sectional area and mechanical strength to
allow convenient connection of all cable earthing connectors and an external earthing
cablesized70 sq.mm (minimum).
All major metal parts of the converter which may become energized during fault conditions shall
be connected to the earthing bar.
Motors shall be as per FEWA Standard Specifications with the following specific requirements:
The motor shall be of special design suitable for operation with a 24 pulse type
frequency converter with PWM or IGBT/IGCT.
On the test bed the unfiltered vibration velocity and amplitude of the electric motor
shall not exceed the limits specified over the whole operational speed range.
Motors with frame sizes exceeding IEC size 315 shall have preformed stator coils.
The winding of the electric motor shall be designed for the output voltages of the
converter. For random wound and preformed windings of motors, the wire
insulation shall have an AC voltage withstand level of at least 4 times the maximum
RMS value of the line voltage of the motor.
The stator core of high speed motors should be built up out of coated laminated
iron with each lamination not more than 0.5 mm thick. The reduced losses resulting
from the use of 0.35 mm thick lamination shall be taken into consideration.
Motors shall be equipped with 4 nos. embedded temperature detectors Pt-100
simplex type RTD in each phase, of the stator winding.
Driving end and non driving end Bearing shall be equipped with 2 nos of RTDs ,
Pt-100, simplex type for each bearing.
The bearing arrangement shall meet all requirements of this specification, e.g.
maximum ambient temperature and lubrication intervals within the operational
speed range.
The minimum re-lubrication interval of 4000 hours for horizontal and 2000 hours for
vertical motors shall be considered to be based on continuous running at the
maximum speed within the operational speed range.
For design ambient temperatures refer to the data's in the standard specifications.
Motors shall be air cooled type with external air cooled heat exchange type for motors above
1,000 kW, if required/as recommended by the motor manufacturer.
General requirements for Transformer shall be as per FEWA Standard Specifications. Following
specific requirements will also be applicable.
a) Transformer primary winding shall be rated 11kV and Secondary Windings shall be
3.3kV (min) voltage for input to VFD panel
b) Transformer arrangement shall be such that suitable number of secondary
windings (four) with 15o phase shift between each are provided.
c) Transformer shall be phase - shifting type to reduce harmonics feed back to the
grid supply.
d) Capacity of the Transformer shall be selected based on load requirements.
Calculations for capacity selection shall be provided for review and approval.
Spare parts are to be provided by the contractor as recommended by the manufacturer for the
start up as well as for two years of operation.
A priced list of recommended spare parts for the subsequent 5 years operation shall be quoted by
the manufacturer. The manufacturer shall supply detailed instructions for transport and installation
of the VFDS.
21. ASSEMBLY AND SPECIAL TOOLS
Engineering tools (such as, laptop, meters etc.) used for commissioning/testing/ maintenance for
the VFDS along with the relevant software and also other recommended tools by manufacturer
for the same purpose shall be handed over to FEWA.
22. DOCUMENTS
The following documents shall be submitted for review and approval of FEWA.
Start-up and commissioning instructions and data
Fault diagnostic instructions and data
Operation and maintenance instructions (see note below).
Manufacturers proposed service and repair support after warranty
Certified outline and arrangement drawings of all equipment, including masses and
floor cut out drawings.
A lay-out showing the location of equipment, distance and cable routing.
A block diagram showing the basic control and protection systems specifying the
protection, control, trip and alarm functions at the different locations, the reference
signals and commands and the auxiliary supplies, i.e. air, lube oil, cooling water
and electrical auxiliary supplies.
An electric single line diagram showing the main and auxiliary circuitry, including
main circuit breaker, unit transformer, DC link, system earthing and auxiliary
supplies. It shall also show cts, pt's, relays and meters for the control, protection
and operation of the variable speed drive with electrical data, i.e. voltage, current,
time ratings, impedance and tolerances.

The relevant software shall be provided especially for fault diagnosis and repair

24.1 General
Before leaving the manufacturer's works each VFDS shall be inspected, tested and the results
recorded in test reports.
Tests shall be carried out in accordance with this specification and the IEC and ISO
recommendations.
Heat run:
The VFDS shall run under the load and speed conditions at which the maximum temperatures will
be reached. The unit is to run until the temperatures of all components have stabilized, and
continue for a minimum of 2 hours.
Measurements:
