ABSTRACT

program to improve cadet discipline at vocational high

Key Word: character education and defense state program, discipline, cadet of
vocational high school 2 Turen.

Character education and defense state program is an annual compulsory


activity held by vocational high school 2 Turen for new cadets class X to improve
discipline. Vocational high school 2 Turen is a marine-based vocational school
with the characteristic of semi-military education, so discipline becomes the
preferred character.
This research was conducted with purpose for know (1) planning of
character education and defense state program at vocational high school 2 Turen,
(2) implementation forms of activities in the character education and defense state
program at vocational high school 2 Turen, (3) obstacles faced in the
implementation of character education and defense state program, (4) steps
resolve obstacles in implementation of character education and defense state
program.
Type of research is descriptive with qualitative approach. In this research,
researcher try to give describe about implementation of character education and
defense state program in vocational high school 2 Turen. The result of research,
data in the form documents, interviews, and documentation are arrange systematic
and objective with data analysis ie data reduction, data dispaly, and conclusion
/verification. The purpose can to detail explain and reality without engineered.
The result of researh as follows. First, planning of character education and
state difense program at vocational high school 2 turen encompass: (1) committee
formation of character education and state difense program, (2) formulation that
activity type, time and place of character education and state difense program, (3)
informant determination of character education and state difense program.
Second, implementation forms activity character education and state difense
program encompass (1) implementation character education and state difense
program in the room activities such as, traffic awareness material, legal
awareness, drugs and its impact, character building, how to give instruction,
teenager intercommunication, discipline and defense state, (2) implementation
activities character education and state difense program outside the room activities
such as, roll call, ceremony system, line of march training, about cadet, fit
morning, and cross-field. Third, obstacles in the implementation character
education and state difense program encompass (1) sudden change of schedule,
(2) the implementation of teaching and learning activities are disturbed, (3) lack of
preparation physical and mental, make cadets undisciplined in following character

education and state difense program activities. Fourth, steps resolve obstacles in
implementation of character education and defense state program encompass: (1)
rearranging schedule of informant, (2) implementation of character education and
defense state program held in LANAL Malang, and (3) always held evaluation
every completed activity implementation.
Based on the results research of the above, suggestions that can be given
by the researcher for Headmaster of vocational high school 2 Turen, character
education and defense state program should be implemented in LANAL Malang,
so it will not disturb activity teaching and learning, teacher can focus teach and
members of battalion staff (osis) can attend full lessons. Character education and
defense state program should also be applicable by all other schools because the
program is very good in getting used to discipline and fostering nationalist and
patriotic souls. Although character education is already integrated in every
subjects but a special day for activities that focus on character building will be
even better in order to habituate their attitude and behavior.
