1.0 INTRODUCTION

1.1 Purpose

EnbridgePipelinesInc.(hereinreferredtoasEnbridge)willbecompletinghydrostatictestingofnew
pipingfacilitiesconstructedatEnbridgeReginaTerminalaspartofthePlainsWascanaTank80Projectat
theReginaTerminal(theProject).Twoindependenttestswillbecompleted:

1. HydrostatictestingofnewprocesspipingservicingthenewlyconstructedTank80
2. HydrostatictestingofnewfiresuppressionpipingservicingthenewlyconstructedTank80

TestingisexpectedtocommenceandbecompletedbetweenJuly7andJuly16,2015withprecisedates
to be selected for each test based on the completion of relevant construction activities. Enbridge
submits this Hydrostatic Test Plan pursuant to Condition (4) of National Energy Board Order XOE101
0212013,amendedbyOrdersAO001XOE1010212013,AO002XOE1010212013andAO003XO
E1010212013,andpursuanttoSection23oftheNationalEnergyBoardOnshorePipelineRegulations.

ThisHydrostaticTestPlanprovidesdetailsonthestepsthatwillbeimplementedtoconductthetests,
subjecttositespecificconditionsatthetimeoftesting.Furthermore,thisHydrostaticTestPlanincludes
informationregarding:

AllhydrotestingactivitiesdetailedinthisplanwillbecompletedbythethirdpartycontractorGraham
Industrial Services LP (herein referred to as Graham). Tests will be supervised by Enbridge site
inspectorsand,asrequired,byEnbridgeSubjectMatterExperts(SMEs).

1.2 ProjectDescription

The Tank 80 Project at Regina includes the demolition and removal of the previous Tank 76 and all
associatedpiping,theconstructionofanew31,487m3(workingcapacity)Tank80,theadditionofone
NPS 36 header to the existing tank Manifold 201, and approximately 300 m of new NPS 36 piping
connectingthenewTank80toManifold201.Anoverviewmapillustratingtheprojectscopeisincluded
hereinasAttachmentA.

ThisHydrostaticTestPlanpertainstothenewNPS36Manifold201extension,thenew300mofNPS36
tankline(together,comprisingthenewprocesspiping),aswellasthenewNPS4firesuppressionpiping
servicingTank80.ThisplandoesnotpertaintothehydrotestingofTank80itself;aseparateHydrostatic
TestPlanwassubmittedtotheNationalEnergyBoardonMay8,2015regardingthetestingofTank80.

2.0 CODESANDSPECIFICATIONS

The hydrostatic tests detailed in this Hydrostatic Test Plan will be completed in compliance with the
followingregulationsandindustrycodes(asapplicable):

Additionally, the hydrostatic tests detailed in this Plan will be completed in accordance with the
followingEnbridgestandardsandprocedures,currentlyonfilewiththeNationalEnergyBoard:

3.0 TESTINGSCHEDULE

Hydrostatic testing of process piping and fire suppression piping will be completed following the
installation of their respective component systems. As a result, the precise date of testing will be
dependent upon the completion of relevant field construction activities. Each test will be completed
independently.Atthistime,itisprojectedthathydrostatictestingoffacilitypipingwillcommenceno
earlierthanJuly7,2015.

4.0 HYDROSTATICTESTS

4.1 ProcessPiping

4.1.1 ScopeofTest

Thistestwillconsistofnew,largeboreprocesspipinginstalledatEnbridgeReginaTerminalaspartof
theTank80atReginaTerminalproject.Thetestwillinclude:

16connectionand(1)NPS12riser;

4.1.3 TestMediaandVolume

The test medium to be used for hydrostatic testing of the facilities described in Section 4.1.1 will be
water.Forinformationregardingthediversionanddisposaloftestmedia,refertoSection5.0.

Based on the results of linefill calculations, the estimated volume of testing media required for this
hydrostatictestisapproximately180m3.

4.1.4 TestProcedureandAcceptance

Hydrostatic Testing of process piping will be completed in accordance with CSA Z66211: Oil and Gas
PipelineSystems,andEnbridgeFacilityConstructionSpecification014(Revision4.0):PressureTesting
FacilityPiping,aswellasallCompanystandards,industrycodes,andregulationsreferencedtherein.

ThetestwillbeinclusiveofallfacilitiesdescribedinSection4.1.1above,andwillbecompletedinone
segment.ThetestwillbecompletedbyGrahamIndustrialServicesLP,andwillbewitnessedbyEnbridge
siteinspection,aswellasEnbridgeSubjectMatterExperts(SMEs)asrequired.

Thistestincludesbothabovegroundandbelowgroundpiping.Asaresult,thetestwillconsistofa4.25
hour strength test, followed by a 4.25 hour leak test. The minimum and maximum pressures for the
strengthtestwillbe2850kPagand2964kPag,respectively.Themaximumtestpressurefortheleaktest
willbe2090 kPag.Thetestdurationmaybeextendedat thediscretionof theEnbridgesiteinspector
and/orEnbridgeSMEspendingactualfieldconditions,suchasambienttemperaturevariationorother
factors.Duringthetest,theabovegroundportionsofpipingwillbevisuallyinspectedbytheEnbridge
siteinspector,tocheckforevidenceofleaks.

Acceptance of the hydrostatic test will be in accordance with CSA Z66211 and Enbridge Facility
ConstructionSpecification014(Revision4.0),Section11and12.Determinationoftestacceptancewill
bemadebytheEnbridgesiteinspector,inconcertwithEnbridgeSMEsasrequired.

4.2 FireSuppressionPiping

4.2.1 ScopeofTest

This test will consist of the new firesuppression piping servicing the newly constructed Tank 80 at
EnbridgeReginaTerminal.Thetestwillinclude:

4.2.3 TestMediaandVolume

The test medium to be used for hydrostatic testing of the facilities described in Section 4.2.1 will be
water.Forinformationregardingthediversionanddisposaloftestmedia,refertoSection5.0.

Basedontheresultsofvolume estimations,thevolumeof testingmediarequiredfor thishydrostatic


testisapproximately1.6m3.

4.2.4 TestProcedureandAcceptance

Hydrostatic Testing of fire suppression piping will be completed in accordance with NFPA 11: Low,
Medium, and HighExpansion Foam, and Enbridge Equipment Specification 068 (Revision 2.2): Oil
StorageTanks,aswellasallCompanystandards,industrycodes,andregulationsreferencedtherein.

ThetestwillbeinclusiveofallfacilitiesdescribedinSection4.2.1above,andwillbecompletedinone
segment.ThetestwillbecompletedbyGrahamIndustrialServicesLP,andwillbewitnessedbyEnbridge
siteinspection,aswellasEnbridgeSubjectMatterExperts(SMEs)asrequired.Priortocommencement
oftests,GrahamwillsubmittheirfinaltestandinspectionplanstoEnbridgeforreviewandcompliance
verification.

Thistestiscomprisedofonlyabovegrade,nonprocesspiping.AspertherequirementsofNFPA11,the
testdurationwillbeaminimumof2hours,anddoesnotcompriseaseparatestrengthandleaktest.
Theminimumtestpressurewillbe1379kPag.Thetestdurationmaybeextendedatthediscretionof
the Enbridge site inspector and/or Enbridge SMEs pending actual field conditions, such as ambient
temperature variation or other factors. During the test, the piping will be visually inspected by the
Enbridgesiteinspector,tocheckforevidenceofleaks.

Acceptance of the hydrostatic test will be in accordance with NFPA 11 and Enbridge Equipment
Specification 068 (Revision 2.2), Section 5.4.2 and Section 7. Determination of test acceptance will be
madebytheEnbridgesiteinspector,inconcertwithEnbridgeSMEsasrequired.

5.0 TESTMEDIA

5.1 DescriptionofTestMedia

AsdescribedinSection4.1.3and4.2.3,thetestingmediaforallhydrostatictestsdefinedinthisplanwill
bewater.Becausethereisnoriskof thetest mediafreezingduringthe proposedtesting window,no
additiveswillbeutilized.Nootheralternativetestmediawillbepermittedforuseinthetestsdefinedin
thisplan.

5.2 DiversionofTestMedia

5.2.1 ProcessPiping

The primary source of water for the hydrostatic testing of process piping will be the City of Regina
commercial fill station, located beside the Coop Food Store at 1805 Winnipeg Street, immediately
northwest of Enbridge Regina Terminal. This fill station is supplied by the City of Regina water main
system,andisavailableforthepublicandlocalbusinessestopurchasepotablewater.

WaterwillbetruckedfromtheCityofReginafillstationtositeviastandardwatertrucks,ownedand
operatedbyBadgerDaylightingInc.,underthedirectionofGrahamIndustrialServicesLPandEnbridge.
Asthewatersuppliedfromthislocationispotablewater,noqualitytestingwillberequiredpriortouse.
Moreover,duetothelimitedamountofwaterrequired,andtheproximityofthefillstationtoEnbridge
ReginaTerminal,nospecialtransportationortrafficcontrolmeasuresarerequiredforthetransportof
watertosite.Furthermore,nowaterdiversionpermitsarerequired.

IntheeventthattherequiredwaterisnotavailablefromtheCityofReginafillstation,thesecondary
sourceofwaterwillbetheretentionpondattheConsumersCooperative(Coop)Refinery,locatedat
550 9th Avenue N, immediately north of Enbridge Regina Terminal. Enbridge has a longstanding and
mutually cooperative relationship with the Coop Refinery, and has recently utilized water from this
retentionpondtohydrostaticallytestthenewlyconstructedTank80.

5.2.2 FireSuppressionPiping

TheprimarysourceofwaterforthehydrostatictestingofthenewfiresuppressionpipingservicingTank
80 will be the existing Enbridge firewater system at Regina Terminal. The existing Enbridge firewater
systemissuppliedbytheCityofRegina.Waterwillbetransportedfromthesupplylocationtothetest
location via a standard water truck, owned and operated by Graham Industrial Services LP. Transport
willbeviaprivate,Enbridgeownedroadsonly.Duetotheverysmallvolumeofwaterrequiredforthis
hydrostatictest,nospecificwaterdiversionpermitisrequired.

5.3 DisposalofTestMedia

5.3.1 ProcessPiping

Followingcompletionofhydrostatictestingoftheprocesspiping,thetestwaterwillbedisposedofat
PVWasteSolutionsfacility,locatedat4101RochdaleBlvd.,Regina.Thisfacilityisspecificallydesignedto
disposeofwastewaterfromindustrialprocessesandworksites.Priortotransportingwastewatertothis
facility,Graham(oradesignate)willtestthewaterpertherequirementsofPVWasteSolutions.

Wastewaterwillbetransportedtothedisposalfacilityviastandardwatertrucks,ownedandoperated
by Badger Daylighting Inc., under the direction of Graham and Enbridge. Due to the small quantity of
water required for testing, no special transportation or traffic control measures are required for the
disposalofthistestmedia.

5.3.2 FireSuppressionPiping

Following completion of hydrostatic testing of the fire suppression piping system described in Section
4.2.1, the test water will be removed from the piping system via standard water trucks, owned and
operated by Graham. Due to the small quantity of water required for this test, the test water will be
retained in the water trucks onsite, and used to water the private roadways inside Enbridge Regina
Terminalasneeded.

Priortoanyuse,thishydrotestwaterwillbetestedforpHandtotalmetals.Theresultsofthesequality
tests must meet the environmental requirements of the Province of Saskatchewan and the City of
Reginatoproceedwiththedisposalproceduredescribedabove.Iftheresultsofqualitytestsarefound
to be outside these environmental requirements, the water will be trucked offsite to PV Waste
Solutions,asdetailedinSection5.3.1above.

6.0 ENVIRONMENT,HEALTHANDSAFETY

6.1 PublicandPersonnelSafety

Allpressuretestingwillbeconductedwithdueregardforsafetyandwillcomplywiththerequirements
of Section 8.2 of CSA Z66211, and Enbridge Facility Construction Specification 014. Work related to
hydrostatictestingwillalsobeconductedinaccordancewithallappropriatefederalandprovinciallaws,
oilfieldguidelinesandcodesofpractice,andEnbridgerequirements.

Enbridge will appoint a Test Supervisor to supervise all hydrostatic testing activities to ensure
compliancewiththetechnicalandsafetyrequirementsnotedabove.Theworkareaaroundpipingtobe
hydrostatically tested will be flagged, with appropriate signage installed for the duration of the test.
Accesstotheworkareawillberestrictedtoonlytestingpersonnel,unlessspecificallypermittedbythe
TestSupervisor.

TheContractorperformingthehydrostatictestswillberequiredtodothefollowing:
providetheTestSupervisorwithdetailedsafetyprocedurespriortothestartoftesting
employonlyqualifiedandexperiencedtestingpersonnel
removeallunauthorizedpersonnelfromthetestareaforthedurationofthetest
takeallnecessarysafetyprecautionsduringthehydrostatictesting
immediatelyreportanyincidentstotheTestSupervisor

Prior to any testing, Enbridge will conduct a PreJob Safety Assessment to review testing procedures,
safetyprocedures,jobspecifichazards,environmentalrequirements,andincidentresponse/reporting
requirements.AllEnbridgeandContractoremployeestakingpartinhydrostatictestswillberequiredto
attend this meeting before commencing work. Workers absent for this meeting will be required to
reviewthesubjectmatterwiththeTestSupervisorbeforeparticipatinginthetests.

Regarding notifications to affected landowners and parties, Enbridge has notified the Consumers
CooperativeRefineryandtheCityofReginaofitstestplans.Enbridgewillalsonotifyanyotherparties
andagenciesthatmaybeaffectedatleast10daysinadvanceofthetest.Atthistime,nootheraffected
partieshavebeenidentified.

6.2 EnvironmentalProtection

6.2.1 EnvironmentalProcedures

All hydrostatic tests will be completed in accordance with the environmental requirements of the
EnbridgeEnvironmentalGuidelinesforConstruction(2013),EnbridgeFacilityConstructionSpecification
014: Pressure Testing Facility Piping, as well as all relevant environmental requirements of the
ProvinceofSaskatchewanandtheCityofRegina.

6.2.2 LeakResponsePlan

Intheunlikelyeventofaruptureduringhydrostatictesting,testingoperationswillbeimmediatelyshut
downandtheareasecuredtoallowEnbridgepersonneltocontaintherelease,andundertakerepairsas
soon as possible. Upon confirmation of a rupture, Enbridge will notify the National Energy Board and
localregulatoryauthoritiesasrequired.

7.0 TESTRECORDS

Hydrostatic Test Records will be developed and documented in compliance with Enbridge Facility
ConstructionSpecification014:PressureTestingFacilityPiping,andEnbridgeEquipmentSpecification
068:OilStorageTanks.Suchrecordswillinclude,asnecessary:

Contractorqualificationcertificates
Calibrationcertificatesoftestequipment
Contractorhydrotestplansincludingequipmentlayouts
Temperatureandpressureplots
Strainplots/yieldplots
Hydrotestinspectionreports

Records of hydrostatic testing will be collected, audited, turned over and retained in accordance with
the Enbridge procedure TIR01101 (2014): Technical Records Turnover. These records, or a subset of,
willalsobesubmittedtotheNationalEnergyBoardasrequiredaspartoftheLeavetoOpenapplication.
