PENALIZING DOG MEAT TRADE AND OTHER ACTS OF DOG

EXPLOITATION

THE SANGGUNIANG PANGLUNGSOD OF CEBU, hereby ORDAINS,

that:

Section 1. TITLE. This ordinance shall be known and cited as the Anti Dog Meat
Ordinance of the City of Cebu.

Section 2. PolicyThe City of Cebu acknowledges the value of dogs as pets and a
treasured member of the family in the Filipino Community. It shall ensure their safety and well
being, through governmental programs and regulatory measures that will redound to their
benefit and welfare.

Section 3. Definition of Terms. As used in this ordinance, the following terms shall
mean:

a.) Dog is a domesticated canid which has been selectively bred for millennia for
various behaviors, sensory capabilities, and physical attributes.
b.) Dog meat - refers to the flesh and other edible parts derived from dogs. Historically,
human consumption of dog meat has been recorded in many parts of the world,
c.) Dog meat trade the act of selling dog meat to the public and underground.

Section 4. Prohibited Acts. No person shall:

a.) Organize, promote, or conduct dog meat/ dog meat trade in the city in which a dog is
butchered or killed for the purpose of eating.
b.) Allow, permit, or tolerate any person to participate, join, or accompany in the dog
meat trade.
c.) Sell, trade, barter, or offer a person of dog meat, with or without any consideration.
d.) Purchase or raise a dog for the purpose of butchering or eating eat in the present or
the future.
e.) Take a photo or video of a dog being butchered or killed for its meat.
f.) Eat dog meat for whatever the reason or occasion.
Section 5. Penalties. Commission of any of the prohibited acts enumerated in Section 4
hereof is punishable by an imprisonment of 10 (10) years or a fine of One Hundred
Thousand Pesos (100,000.00) or both at the discretion of the court.

This penalty shall not preclude the application of other administrative penalties as
prescribed by other existing laws.

Section 6. Repealing Clause. All ordinances, issuances, orders, rules and regulations
which are inconsistent herewith are deemed repealed or modified accordingly.

Section 7. Separability Clause. If any of the provisions of this ordinance be declared

invalid or unconstitutional, those which are not so declared shall remain in full force and
effect.

Section 8. Effectivity Clause. This ordinance shall take effect fifteen (15) days after
compliance with the posting and publication requirements provided under Section 511 of
the Local Government Code of 1991 and Art 114 of its implementing rules and
regulations.
