Figure 1.1 show a map of Kuala Kangsar city. Kuala Kangsar is a district and the royal
town of Perak. It is located at the downstream of Kangsar River. Kuala Kangsar is well-known for
its historical assets located throughout the city such as the Victoria Bridge, Istana Kenangan
Building and also the oldest human skeleton found so far in Peninsular Malaysia, the Perak Man.
Not only that, the road network existed also in good shape plus with the vast open land that not yet
develop in this city. Thus, there is some improvement and improvisation that can be made in order
to increase the value of this city.

The first project is to implement a transit-oriented development which related to the


planning of land use. The benefits of applying this concept to this city is that it capable to build a
city with a mixture of housing and facilities integrated into a walkable neighborhood and located
near to a quality public transportation.

The first phase of this first project is to increase the population of peoples in this city. By
increasing the number of peoples in this city, it will indirectly increase the productivity and
economy progress. In order to achieve higher number of peoples, the number of house residential
also need to be increase. Thus we would like to propose development of affordable house in Kuala
Kangsar located about 4.2 kilometers from nearest public transport station. The approximate area
needed for this project is 12 ha. One of project that can be use as inspiration or references is
PR1MA house project. The estimate cost for this project is RM 50 million.

The first factor that influence our decision for this particular area is because the condition
and availabilities of existing facilities and road networks. From the Figure 1.2 above, the proposed
area already have road network connecting it to the centre of Kuala Kangsar city. The only thing
missing is the development of house residential in this area. This open land area is a strategical
places as the time needed for someone to travel to city will only take 9 minutes. Furthermore, the
existing residential area that located nearby this area will made the living environment safer and
comfortable for people to live in. In addition, public facilities such as school and mosque also
located near to it.

The second factor that have been considered before proposing this particular area is to
promote development outside of flood plain area. As shown in Figure 1.3 above, it illustrate that
the distance from residential area to the common flood area is at least 3.6 kilometers which
conclude that it is a low risk level area.

The second phase to achieve the objective of this project is to raise the efficiency of public
transportation system. Although the location of the public station is strategic which is at the centre
of Kuala Kangsar city but the condition of the public station and the transport itself still need
improvement as they are already out of date. Figure 1.4 below shows a picture of the location for
Kuala Kangsar Bus and Taxi Terminal.

Secondly, we would like to suggest a renovation of bus and taxi station which will make it
bigger. Figure 1.5 shows the current condition of bus and taxi terminal in Kuala Kangsar. If the
size of terminal bus along with the taxi station increases, the quantity of those public transport also
can be increases. This will ensure that this public transportation can go to more places. The reason
behind the decision to increase the number and quality of public transport is that to improve the
capability of it to go to more places. Peoples in Kuala Kangsar particularly prefer to use their own
vehicles is because they cannot find a public to go their place of interest such as bank, mosque,
supermarket and many more. This situation may lead to traffic congestion. This have been proved
when Sinar Harian reported that traffic congestion causes by lack of parking lot available. The
residents also complaining that the car was park at unauthorized location is because of the place
to park available is not strategically placed.

In the past decade, the probability of flood to occur is quite low but in the past 3 years there
have been already two big incident of flood. In figure 1.7, Sinar Harian has reported one of flood
incident occured at Kuala Kangsar. This flood happened when rainfall is higher than expected
which then increases the volume of Perak River nearby. The place affected are mostly near the
riverbank.

In an attempt to solve this problem, we decide to refer a research that has been done by Seow
Ta Wee and Roslin Binti Ariffin. They do a research on how to carry out proper flood mitigation
at Kelantan. We decided to implement installation of protective layer which is a Reno Mattress
type alongside the riverbank. Figure 1.8 shown reno mattress protective layer installed at Pasir
Mas in 2006.

Figure 1.9 above shows area where the reno mattress will be installed. It will took about 1
km in length on each side of the river. The estimated cost for this project will be around RM
300,000.
