This is the Terminator, the 101 model of the Cyberdyne Systems Series 800 from the original movie.
Youll notice that Terminator has a flaw on his Impervious Toughness. With rank 6, hes impervious to damage from most gunfire. However, he can still
suffer Knockback from attacks by such weapons. If Terminator is hit by an attack that is less damaging than his Impervious rank, he still rolls a Toughness
save. If he fails the save, he suffers no damage because he is impervious; but if he fails the save by 5 or more, he suffers Knockback as if he were not
impervious to the attack. As seen in the movie, there are plenty of times where he was hit with attacks that could not damage him, but pushed him
backwards nonetheless.
Also note - I gave Terminator limited immunity to Mental Effects. If the Mental Effect is a technological effect, he is not immune. So for example,
Terminator would be immune to Professor X's Mind Powers, but wouldn't be immune to some gizmo Tony Stark invented to affect Terminator's thinking
processes.
Update - JoshuaDunlow created the Psuedo Flesh drawback, which I think captures that aspect of the character really well. Here's his description...
His Psuedo Flesh should not be considered Impervious. If Terminator is hit by an attack that is less damaging than his Impervious rank, he still must roll a
Toughness save. If he fails the save, his inner robotic parts suffer no damage because he is impervious; but his Pseudo Flesh does. This works in a similar
fashion to the 'Susceptible to Knockback' flaw on his Impervious Toughness. If he fails the save, he takes no damage because of his imperviousness to the
attack, but his Pseudo Flesh drawback kicks in as if he were not impervious to the attack.
