The Cadillac Area Chamber of Commerce along with the Northwest
Michigan Regional Chamber Alliance will continue to educate our
members on where the candidates stand on regional and statewide
business issues. Before the November election, we will be hosting
events where you can meet the candidates and ask some of the
questions you have on the future of Michigan. We also will con-
tinue to ask questions based on our legislative agenda. Those
questions will ask for specific ideas and actions that they will take
to accomplish and, maybe even more importantly, how they will
work with others to improve the business climate in Michigan.

Help strong business sectors remain strong in our region
Promote investment in our transportation and business infra-
structure
Make sure we have a workforce prepared for the future needs
of northwest Michigan businesses

candidate questionnaires. Take the time to learn where they
stand on the issues. When you get time with a candidate, ask him

Liabenow speaks on health care reform

On March 23, President Obama signed legislation to overhaul the
nations health care system. The Affordable Care Act became law,
and although the full scope of changes under this countrys health
care reform will not be in place until 2014, an echo of changes have
begun. For many, with it comes some confusion.
The act will affect all Americans, and the impact will be felt on
both employees and employers at small businesses in the area. To
try to untangle the new requirements, the Cadillac Area Chamber
of Commerce and Baker College partnered to present a Lecture
Luncheon regarding health care reform and how it will affect small
businesses in the area.

Good news, bad news about job growth
This should come as no surprise, but there is good news and bad news
when it comes to the economy and jobs.
The good news is that some area manufacturers are starting to increase
hiring. The bad news is that the number of jobs will not soon reach
employment numbers seen in 2007.
The future is uncertain on the sales side, said Bruce Schafer, Vice
President of Manufacturing at Rexair in Cadillac. On the cost side, the
future is seen as increases for medical costs associated with the mandates
of the new health program. Taxes are going up based on the elimination
of the tax reduction in 2002 and the local governments need for money.
The cost of energy is going up based on the new energy cap and trade
policies, and the regulation compliance costs are increasing.
All of this uncertainty and obvious costs temper any enthusiasm for
hiring, Schafer added. The ability to pass these costs on is near non-
existent; thus, the difference has to be achieved in productivity, and the
productivity has to be realized first.
But before examining what may happen in the future, it is important to
realize just how bad things were.
Michigan State University economics professor Dr. Charles Ballard said
that understanding the depths of the recession helps put into perspective
whether the stimulus packages have worked and just how quickly jobs
will be added.

The job losses (from late 2008 to mid 2009) were horrendous, Ballard
said. It was by far the worst we have had in the U.S. since the Great
Depression. There are a lot of people who are saying we are not getting
much better; therefore, all of the efforts on the Federal Reserve, Congress
and the President are not working. Theres faulty logic there. The ques-
tion is what would it have been like if they hadnt done those things. I am
convinced if some of those efforts had not been made, it would have been
much worse.
Ballard said if the stimulus package had not been passed and other
emergency actions by the Fed had not been taken, national unemploy-
ment could have reached 25 percent.
Looking back at the last few recessions in the U.S., not many jobs were
lost when compared to 2008 and 2009. In 1982, the U.S. lost about 3 per-
cent of its jobs and gained them back fairly quickly. In 1990, only about
1.5 percent of the jobs were lost, while in 2001, the U.S. economy lost
about 2 percent of its jobs.
This last one lost more than 6 percent, Ballard said. I think a lot of
folks want to say, Well, gosh, cant somebody just snap their fingers and
fix it? It is not that easy.
There is no silver bullet to fix the economy, Ballard said. He said the best
that can be done is to create a climate in which progress can be made
over time.
 No silver bullet, but there is some guarded optimism
It is not going to be quick and easy, Ballard said. I know that is not what
anybody wants to hear. Everybody would love to hear there is a silver bul-
let, and the day after tomorrow, seven million more jobs will be added. But
theres not much indication, at least of yet, that thats going to happen.
But there have been signs of some growth. U.S. Senator Carl Levin
(D-Michigan) was at the Cadillac Area Chamber recently and heard from
some employers that business has picked up and that they have added
some jobs. In fact, the unemployment in the area has dropped slightly over
the last few months.
One place seeing the improvements in the job market is Manpower, said
Manpower Cadillac Branch Manager Ginger Ranguette.
We are usually the first ones to know if we are going into a recession
because companies cannot afford to have temps or associates on the pay-
roll, and our business drops quickly, Ranguette said. We are also one of
the first to know if we are coming out of a recession. In my opinion, we are
working our way out of a recession.
She said business at Manpower is up 300 percent over last year, which
was the worst year Ranguette had seen since joining the Cadillac office
eight years ago. She agreed that reaching the employment numbers seen in
the last five years will take some time.
A lot of clients are being very cautious in how many new hires they bring
in, Ranguette said. People are using us for flex labor in case orders drop
so they dont have to lay off employees.
They are being very cautious on who they bring in, how they bring them
in and when they bring them in, she said.
And the old, unwritten 90-day rule seems to be out the window, Ranguette
said. She said companies once hired temporaries, and those who made 90
days were hired. But now, companies are waiting much longer before hir-
ing in full-time.
Except those with guaranteed multiple year contracts, she added.
Sectors where Ranguette is seeing hiring is in automotive and govern-
mental contracts.
But the caution by employers to increase payroll is part of a catch-22 situ-
ation the economy is currently in, Ballard said.
I think there are a lot of reasons to believe there is going to be growth,
but it will take a while to build a lot of momentum, Ballard said. Those
employers were burned, they were scared out of their minds and for good
reason. Those that are still in business saw so many other businesses fail
and saw their own balance sheets go into the toilet. They are very reluctant
to hire new workers until they are really convinced there is some momen-
tum. But as long as they dont hire new workers, it is hard to develop that
momentum. I think it will be a gradual process.
Im thinking next year will likely be better go ahead and bank on it, but
dont bet the farm on it. I guess I am cautiously optimistic.
Ballard said some of the economic indicators have bottomed out, which
is cause for optimism for the future. He said unemployment has bottomed
out, and jobs have been added.
So many things that only a year ago were in a free fall have flattened
out, Ballard said. Nationally, unemployment bottomed out in December
and has since then added about 600,000 to 700,000 jobs. Thats better than
nothing. When compared with the previous two years when we lost 8.5 mil-
lion jobs, its way better.

philanthropy and service camp
Using their time and talents to make a difference in their
communities, they came to learn, have fun and share ideas on
new and innovative ways to increase the impact of youth phi-
lanthropy and service learning in their hometowns across the
nation. More than 400 students from small towns and big cit-
ies across Michigan and five other states made their way to the
2010 Youth Philanthropy and Service Camp held at Michigan
State University.
The agenda was packed with sessions on topics such as pro-
active grant making, needs assessment, hunger and home-
lessness, networking and developing new projects that could
be replicated in the participants communities. The camp was
entirely planned and facilitated by a planning committee of
young people.
Six members of the CACF Youth Advisory Committee (YAC)
attended the camp. Attending youth members were Stella
Doering, Dale Lynn Staats, David Kraynak, Sarah Mitchell,
Gunnar Loeks, Sarah Zdrodowski and Tyler Neiss. The Youth
Advisory Committee is guided and directed by the Cadillac
Area Community Foundation. Adult advisor Linda L. Kimbel,
Foundation Executive Director, attended the camp with the
youth to provide support and guidance.
CAHRA supports Cadillac Leadership
program through scholarships
The mission of the Cadillac Area Human Resources Association (CAHRA)
is to assist members in their continued professional development and
to provide an opportunity to develop leadership skills. One way we can
achieve this objective is by offering an annual scholarship for one of our
members to participate in the Cadillac Leadership class. The CAHRA schol-
arship supports 50% of the tuition, with the employer of the recipient sup-
porting the other half.
The scholarship recipient for the 2009-2010 Leadership class was Rhonda
Lung, Human Resources Manager at Avon Protection Systems. Rhonda
described her leadership training as a very rewarding experience. I learned
so much about the community and available opportunities that I never
knew before. It helped me step outside the box, and that was always a
challenge for me. As a result of Cadillac Leadership, I have been accepted
to sit on the Board of Directors of the Cadillac Community Free Clinic.
Robert Best is the 2010-11 recipient and will enter the program in
September. Best is a business liaison with Northwest Michigan Works.

After 17 years of practicing medicine in our area, Dr. Stephen
Reznicek is retiring from his urology practice at Cadillac Urology. I

Community Foundation
District Health Department No. 10 has been awarded funding from the
Cadillac Area Community Foundation (CACF) to assist with costs in open-
ing the new Wexford Adolescent Wellness Center (WAWC), located in the
Cadillac Junior High School building.
The Cadillac Area Foundation Youth Advisory Committee approved an
award of $2,500 to furnish and equip the primary exam room at the WAWC.
The CACF Board of Trustees approved an award of $3,389 from the Health
& Education for Youth & Seniors Fund to help supply and equip the lab area
and secondary exam room at the WAWC.

Officials at Baker College of Cadillac have announced Nicole Larr as the
recipient of the 2010 Ed Kurtz Leadership Scholarship award. Larr received
a $2,500 scholarship that is awarded to a Baker student who demonstrates
academic achievement and either a commitment to community service or a
successful balance of work, family and school obligations.

The Cadillac Area Community Foundation is pleased to announce that the 2010 recipi-
ent of the James Frisbie Civil Engineering Scholarship is Morgan Hansen, an engineering
student at Michigan Technological University. This $3,000 scholarship will assist Hansen in
her studies as a second year student enrolled in the civil engineering program.
The Helen and Harvey Pell Fund for Education committee has awarded the Helen and
Harvey Pell Career Development Scholarship for 2010 to Michael D. Mueller, a junior at
Cadillac High School. This $2,500 scholarship will be used as part of Michaels tuition to
attend Interlochen Center for the Arts to study theatre and drama during the 2010-2011
school year.
