Comment HYUNDAI-WISON Close-out
No. Sheet No. HYUNDAI-WISON Comment SIEMENS Reply by Confirmation Status Regarding to the SIEMENS statement of "Trip on bus bar coupler is necessary for security reasons: F023 includes 25 function, both incomes could be energized at same time" , following points shall be clarified and verified. 1) In the case of two incomings and bus tie closed, it means the two bus bars of PAL barra 1 and barra 2 are interconnected through RPLC 230kV GIS. 2) The above condition may cause power flow between barra 1 and barra 2 through RPLC. Is it acceptable to PAL and RPLC? 3) If it is not acceptable, there should be proper Siemens confirm that 25 function is interlock to allow the two incomings and bus tie considered for both incomings and bus bar are closed same time only short time under 25 coupler, according SLD document V-SIE- 1 1 H. Shimizu relay permit. Such interlock is provided in the EL001-COMMON-043 (status A), for security GIS? reasons, 50 BF stage 2 shall trip PAL feeder and bus bar coupler circuit breakers. (note 1) It is matter of course for RPLC 34.5kV and lower level that such interlock is mandatory. Because of this, the switch so called "10" is provided for these switchgears and guarantee close of 3 breakers only short time (trip immediately the selected breaker by switch "10" after 3 breaker closed).
(note 2) PMC has no objection with Siemens
decision to trip bus tie at 50BF of 50/51 of incomings if Simens think it is more safe. Because in any case it is very rare case. Regarding to the SIEMENS statement of "Control of earthing switches and disconnector switches is not part of the RCP's function. Far safety interlocks, Siemens provides position status signals of the earthing switches and Siemens confirm that control commands disconnector switches in order to be sent to PAL (open and closed) of earthing switches and substation by protocol" , following points shall disconnector switch are not included on 2 1 H. Shimizu be clarified and verified. protection scheme. 1) The above Siemens statement is acceptable Control scheme and Interloking between PAL for interlock on PAL. and RPLC is out of Siemens scope. 2) However Siemens statement does not include necessary interlock in RPLC GIS for Q8 earthing switch. Q8 earthing switch should only possible to be closed when PAL disconnecting switch open and earthing switch closed.
Clarification shall be made below point
regarding to the Q0 open command from PSCS.
This is the open command from PSCS without
through going Local/Remote selector switch on the GIS local. Noted, this command will be removed from 3 10 H. Shimizu RCP drawings. On the other hand, GIS Circuit diagram SIE- EL001-COMMON-028 Rev B Sheet MA1 includes PSCS off command as well through Local/Remote selector switch. It is an operator confusing logic, which shall be clarified by Siemens/HIWIN and corrected. Typical Comment If wiring to be connected with external panels provided by Contractor, please state "By 4 10 W. S. Park contractor" . See comment N 3. We will inform you the name of panel and number of terminals. Siemens shall incorporate it on this drawing.
