Phase 1 findings

Phase 1
Phase 1 looks at the current state of uniform and looks at options for future uniform choices.
It was answered by parents, governors, staff, pupils, interested persons and future parents.

Phase 1 was conducted between the 6th November and the 27th November 2017. Some
work was done before this date with staff, governors, future parents and pupils.

Approval
This conclusion document was approved by the Cabinet of the Assembly on 5th December
2017 and sets the direction of Phase 2 of the consultation.

The main conclusions of Phase 1 of the Consultation are:

On average, 79% of respondents rated the


current uniform as average, below average or
poor.

On average, 21% of respondents rated our current uniform


as above average or good.
A majority of respondents thought that hoodies are
scruffy.
The majority of respondents thought that the current
uniform is value for money.

On average, 59% of respondents preferred


the style of uniform adopted by other local
high schools.

Some respondents highlighted the expense of this style of


uniform.
Some respondents highlighted the differences between the
demographic and economic profile of each campus.

Phase 2 will now look at the proposal to;


1. Consider a uniform of shirt/tie/blazer/jumper,
2. Consider the delivery of this change (phased or mandated),
3. Consider the price impact on any new uniform choice,
4. Remove the uniform for Sixth Form students,
5. Change the PE kit to a more breathable material.

FUTURE PARENTS
Phase 1 of the consultation was open to future parents. This group had opportunities to
complete this phase through our annual open evenings and by sending in extra responses. In
total, we collected 87 responses from this group.

A uniform which doesnt match the high standards nor expectations set by the School. The hoodies
arent appropriate and certainly needs freshening up.
Can look scruffy compared to other schools, colour fades really quickly

Dont like same dark colour together ie navy and navy as it fades so badly. Also I do kit like the

I don't feel that a 'hoody' is necessarily a good choice for school uniform as it can make students
appear scruffy. A blazer is a smarter option although I totally appreciate that the students may not
feel this way!
I don't particularly like the hoodies but the sweatshirts with a polo shirt look tidy. The trousers look
nicer than the skirts to be honest as a lot of the skirts are way too short!
I feel that a hoodie is lounge wear and not suitable clothing to encourage the children to sit up,
listen and work hard.
I like the jumpers that don't have a hood so it allows you to have a collar showing. I don't like the
hoodies because it looks messy and not smart.
I don't like the way some girls wear their skirts, they are too short and are not appropriate.

I like the sweatshirts but I do not like the hoodies they look scruffy.
I personally do not think a hoodie should be school uniform as it doesnt look smart enough
I personally hate the look of navy & black mixed together. Either black or Navy not both.ie black
skirt /trousers and navy jumper & Top. Also why all this control over the type of trousers? Not all
pupil can wear straight cut/style trousers. Also the type of fabric needs to be relaxed. Some twill
fabrics are a bit like denim but they are not jeans... I used to be a fabric technologist so I should
know. As long as they a decent cut and dark colour it shouldnt matter.
I wish my uniform had been as comfortable as the one you have now.
Ive always felt that smartness in appearance links to smartness in attitude and oneself. Shirt, tie and
blazer would get my vote
It is scruffy and dull
It looks rather scruffy and some girls skirts are far too short. The hoodies bobble very quickly.
It's expensive! And the requirements for shoes and coats are difficult to accomplish.
It's fit for purpose
Its scruffy and outdated, trousers and shoes are a nightmare to find that meet critera and that
children want to wear.
Terrible - Powys Youth Forum have been discussing how awful it is for a long time. In any inter-
school events JB pupils appear as the poor relations and are laughed at by other school pupils.
You should let them wear black trainers and skinny trousers as long as there not jeans.

A blazer, shirt and tie look far better and will better prepare pupils for what is expected of them in
the work place.

Although I personally hated wearing a shirt and tie when I was in Newtown Highschool I know my
children quite like the idea! Having the old colour of tie would be nice to see again though!
Always, shirts, ties, blazers and trousers. Boys and girls alike, its smarter by a mile
As a mother and the payer of the school uniform, I do not want anything expensive, like a
blazer/jacket.
As previously stated, shirt, tie and blazer gets my vote.

Definitely would make a good impression on the school if the students had a smart looking uniform
I think any future decisions on uniform need to considered very carefully. For all that I think the
current uniform is very casual, changing it to become smarter will be expensive, so the change
requires competitive costings that is affordable to all family budgets.
If the senior leadership team and governors are serious in their intent to improve standards at
Newtown, a new uniform including blazer, shirt and tie should be introduced as a matter of urgency.
If cost is an issue, then provision should be made for those pupils who qualify for help - cost should
not be a reason not to implement a change, which has been needed for a long time and will be
welcomed by many.
It needs to allow people ability to buy from places like tesco
It needs to be a proper uniform, not casual street yob clothing. Collar and tie, blazer. I have no idea
what other schools have as I am not interested in them, but Beddoes definitely needs to smarten up!

Not smart enough - doesn't match the new vision of the school
The current uniform serves a purpose, is cheap and long lasting
Scruffy, very easy to 'customise' (i.e. the wearing of short skirts, tight trousers, non-uniform hoodies)
and gives a negative impression of the school particularly in comparison with our rival secondary
schools.
The current uniform is very casual and not smart, the trousers and skirts that the pupils currently
wear are not suitable for a school environment.
It's too casual., especially compared to local schools' uniforms. These schools are our competition.
Our current uniform is affordable. It is a dark colour so washing may not need to be as frequent as
say a uniform of a lighter colour, it is more durable. A hoody in my opinion looks untidy/ too casual
but a sweatshirt worn correctly looks smart and is practical. Pupils are looking smarter now they are
not wearing skinny black trousers/ jeans. Girls are now opting to wear skirts which look just as
smart as trousers but the length and clingy style of some of them leave little to the imagination. Our
uniform policy states shoes must be worn. If we look at our uniform as a whole then formal shoes
do not go with the style of uniform currently worn by our students.
Easy for staff to reinforce, very serviceable, especially for practical subjects eg Science
Sweatshirts are hardly ever worn. Pupils wear hoodies more and they get faded and scruffy quickly.
Navy and black looks dark and it's hard to identify pupils when they are out of school as the colours
as so dark and common.
Our neighbouring schools(including several public schools) have much more formal uniforms and the
wearing of them seems to be reinforced more rigorously. Inevitably the general public is going to

compare the way our students look to those in other local schools. Unfortunately, in some minds,
smartness of uniform equates to good behaviour.
Too long for orders to arrive for VI form. Stitching comes undone on t-shirts. Zipped up hoodies are
too baggy, we'd like them more tailored.

Needs to be smarter - A uniform the students are proud to wear.
Cost is a factor, but so is restricting the variability. For example, if one chose to have a uniform that
had a white shirt, one could buy a white shirt fairly cheaply from most high street shops, and you
don't get variants in the colour white. Acrylic (?) knitted jumpers are preferably to
sweatshirts/hoodies and are of reasonable cost and perhaps blazers could then be optional. Clip on
ties get around the issue of how to wear a tie.
Some local schools now have a smarter looking uniform than ours
In my opinion shirts and ties look smarter which gives the pupils more respect for themselves and
school
Newtown has a mixture of social backgrounds - any uniform should provide value for money.
Bringing in a new uniform should not be on any grounds other than the best interests of learners
and their families - looking smart is relative. Looking like 1950s grammar school pupils is not. We
have been here before - the last time we had a shirt and tie pupils looked an absolute mess.
Shirt/tie/blazer look much smarter
I am concerned that we are changing for the sake of it, just because other local schools have
changed theirs. Also, the costs will be prohibitive to a lot of families, especially those with more than
one child in school. A cheaper change would be to eliminate the hoody and have all students
wearing sweatshirts. Many parents will agree with the principle of the change, thinking it will look
smarter, without knowing the cost implications. The cost of the change needs to be given to the
parents when they are first asked if they want to change.
I am also concerned that the demographic of parents in the JB campus is considerably different to
the Newtown area and that the two campuses are going to have opposite results, which means that
one set of parents are going to be unhappy.
I think a shirt, tie and v necked jumper would be smart, then maybe move on to a blazer later.
Time to went the same way as the other local schools and had shirt & tie, far smarter. Maybe a
Blazer as an optional choice due to expense. Key stage 3 Blazer compulsory Key stage 4 optional

All students should wear smart trousers or skirts and shoes
There should be sanctions applied school wide if the uniform is not followed. Shirt and tie is much
smarter.
Uniform needs to be formal and smart. Possibly all from same supplier to reduce variations on style
Stop trying to change it. VI formers to wear jeans. Option to wear a sweatshirt or hoody.

The students at JBC dislike the current 'uniform' with a passion. When they represent the school at
interschool events they are often embarrassed and feel scruffy. Dressing like you are going to the
skate park with your mates sets the kids up to come into conflict with the rules in school - Hoods
are worn up outside school, we tell them to take the hood down. A proper school uniform would
encourage students to feel as if they are going to a place of work and a place of learning as well as
helping them develop a sense of pride and ownership of their school

More consistency on footwear would help the overall look.
I don't believe in discipline by uniforms, however, value the sense of equality and the absence of
fashion shows that they bring along. As regards our school uniform, my son enjoys the fact that it is

comfortable and warm. I am aware of the fact that many students would like a smarter appearance -
and that's great, good for them! Colourwise, dark blue hoodie/jumper + dark blue polo shirt + black
trousers don't work very well.

I would hate for you to introduce a blazer, that's a step too far. Lots of other schools have polo
shirts and jumpers. Ok if you don't like the hoodie do away with that and have it as jumpers only,
but the ones we have now.
I've already been through one uniform change with my older child and honestly I think it's a bit
much to change it again. It's only been 4yrs since the last complete change. I don't think we need to
be doing it again. Surely what goes on in the class room and the results are more important than
what the children are wearing.
I can assure you the uniform is not the reason why some people choose not to send their children to
JB Campus.
Affordability of uniform to families struggling to cope with greater demands on their money.
I would welcome the change to old fashioned values and uniform

It needs to be affordable and practical
Wearing a shirt and tie will not change a Students attitude or behaviour. It will hinder busy parents
who will have to start ironing, ties will be worn every way but the way the standards expect and
there will be cost implications to parents on a tight budget.
Needs to be good value for money - not expensive. Also needs to be easy to source (not online only
for instance). Needs to be unambiguous - no debates about skinny trousers etc.
Uniform sets standards and shows students, parents and the community that the school is a serious
learning environment that they can be proud of. Hoodies simply have the reverse effect

What ever we choose all students actually wear it correctly and all should wear the same.
White shirts often accentuate differences in social classes and tend to look grey quickly. Also, the
necessity of ironing does not make the option very attractive.

Don't have a problem with skinny trousers as long as they're not jeans. Girls are wearing skirts
which are very short and being allowed to, which is worse than the skinny smart trousers.

In discussion with students when they attend an external academic event, they often feel
intimidated by students in blazers.

Our uniform currently represents value for money in a community where there is a lot of
deprivation.

Shoes- Trainers are being worn.
Skirts- Elasticated fabric tube skirts, which are being worn upside down so they are tighter and

A blazer and school tie would be more in keeping with other schools in the area. A blazer is smart
and looks more attractive. I would question the cost of a new uniform and blazers can be costly for
parents.
Addition of shirt/tie/blazer to increase feel of "academic status". Blazer also fab to store pen/pencil

Cost implications for families simply have to be considered at this point.
Cost is a factor, but so is restricting the variability. For example, if one chose to have a uniform that
had a white shirt, one could buy a white shirt fairly cheaply from most high street shops, and you
don't get variants in the colour white. Acrylic (?) knitted jumpers are preferably to
sweatshirts/hoodies and are of reasonable cost and perhaps blazers could then be optional. Clip on
ties get around the issue of how to wear a tie.
Girls- Knee length skirts/ tailored trousers /shirts/tie/ blazer/black shoes/black tights/black socks.
Boys- Tailored trousers/shirts/tie/blazers/black shoes/black socks.
Grey trousers - these are smarter and less likely to be tight fitting etc

I am concerned that we are changing for the sake of it, just because other local schools have
changed theirs. Also, the costs will be prohibitive to a lot of families, especially those with more than
one child in school. A cheaper change would be to eliminate the hoody and have all students
wearing sweatshirts. Many parents will agree with the principle of the change, thinking it will look
smarter, without knowing the cost implications. The cost of the change needs to be given to the
parents when they are first asked if they want to change.
I am also concerned that the demographic of parents in the JB campus is considerably different to
the Newtown area and that the two campuses are going to have opposite results, which means that
one set of parents are going to be unhappy.
I believe that a sweatshirt and polo combination looks smart. Currently we have the same navy
colour for our sweatshirt and polo. Having looked at other schools ( not local) that have a
sweatshirt/ polo combination they have a dark coloured sweatshirt and a lighter coloured polo.
Currently having these items in our uniform stock list we know that these are affordable items for
our parents. Our local surrounding schools now have a blazer , shirt and tie style uniform. Whilst this
looks smart it is also expensive. Having looked on the Constructiv website who provide uniform for
local schools who already have a blazer, shirt and tie, the cost of kitting out one student is more
expensive. If we take into account that parents have more than one child in school the cost of
providing uniform for all siblings will be significant. If we were to introduce a shirt, blazer and tie, I
have reservations on how smart a tie may look. A tie can look scruffy if not worn correctly. Different
knots, worn loosely etc. Perhaps a clip on tie would be more suitable. That way all pupils will have a
"uniformed" tie and it will release on tugging should any student feel the need to grab another
student by the tie or it get wrapped up in a piece of machinery in technology/ science. I feel that we
need to look at the informal aspects of our uniform and make informed changes so that students
look smarter but it doesn't put parents out of pocket.
I do not fully feel a move to blazer, shirt and tie is necessary, just that the hoodies need to go. The
current uniform of a polo shirt and jumper can look perfectly smart when worn correctly.

Finding suitable trousers that are acceptable to a teenager and school is very hard i.e. My daughter
is age 13 but approx a ladies 10/12 but the cut of ladies work trousers isn't right on a young girl she
doesn't have the curves - if you are going to stipulate the trousers they much have for example
make sure such items are available for all locally. Same with shoes with no Clarks in Newtown the
choice is ridiculous

Terrible - Powys Youth Forum have been discussing how awful it is for a long time. In any inter-
school events JB pupils appear as the poor relations and are laughed at by other school pupils.
The blue and red material fades very quickly with washing.

no pride in appearance and this reflects a poor attitude to the school and learning. Until very
recently uniform rules have been flouted and not enforced by the school.

I think any future decisions on uniform need to considered very carefully. For all that I think the
current uniform is very casual, changing it to become smarter will be expensive, so the change
requires competitive costings that is affordable to all family budgets.

Sweatshirts are OK for primary school children, but as they progress to become young adults and on

I was brought up at High School on shirt tie and cardigan. Constant bullying with tie pulling and

I would appreciate the uniform being left as it is. Affordable, smart, comfortable and easy to launder.

i would much prefer to see all children in proper school uniform i.e. shirt tie etc
I would not be happy about the cost implication for swapping the uniform to another style especially
if my child hadn't grown out of the current style!
I would prefer my child not to have to wear a blazer, they are expensive and uncomfortable, also a
white shirt would get dirty easier and are also uncomfortable.
I would rather see my children looking smart with blazer, shirt and tie so they would feel better
about the school they attend. It is too liberal and laid back with hoody and polyester trousers!
Im not happy with the proposed blazer , there is nothing wrong with current uniform , and unhappy
about having spend another small fortune ! If the blazer gets lost / taken I will not be replacing !
If it does change to blazer shirts and tie, how strict will it be. If it is poorly executed, then this can
look worse than the existing uniform.
If the senior leadership team and governors are serious in their intent to improve standards at
Newtown, a new uniform including blazer, shirt and tie should be introduced as a matter of urgency.
If cost is an issue, then provision should be made for those pupils who qualify for help - cost should
not be a reason not to implement a change, which has been needed for a long time and will be
welcomed by many.
I'm not prepared to pay more for school uniform, especially a blazer that will never be worn. I would
prefer the school to concentrate on wellbeing of the children to improve scores rather than how
smart they look.
In my opinion I believe the blazer, shirt and tie is no longer current with times and is unnecessary.
The current uniform is fine (however, I'm not comfortable with the hoodies as I think they are too
relaxed).
It definitely a smarter look but is it expensive???

what other schools have as I am not interested in them, but Beddoes definitely needs to smarten up!
It needs to be in the same price range as the existing uniform, it needs to take into account that not
one style fits/suits all. Wide leg trousers are not practical or desirable, tucked in shirts are not fair or
comfortable for larger children and ties can be dangerous
It would be nice to be in line with other schools. I think a smart uniform can improve how a person
feels about themself and in turn how they behave.

Just bought uniform for two children and won't be forking out money for an other uniform till
outgrown or worn out being a single parent haven't got the money.

Looking and have a view that not every child is the same size, a universal uniform will cause
problems on sizes and other issues.

My boys have clean uniform every day. A blazer would be a nightmare to clean daily...and although I
like the idea of reverting back to the old days, when we had to wear a white shirt and tie, I could see
many parents not ironing them and the white becoming a dirty grey in time...which could make the
students overall presentation a whole lot worse!

White shirts - nightmare to keep clean and also nightmare ironing !!! Like polo shirts as easy to wash

why should we pay for a new uniform? children are finding an identity at this age the way they do
this safely is with hair and clothes if this is taken away they par take in risk taking i dont think there
should be a uniform and the less formal the better if there has to be .
