CHAPTER 8

RECOMMENDATIONS, SOLUTION & CONCLUSION

On the basis of tabulation and analysis of the data in the previous chapters, the actual
conditions of libraries of different engineering colleges in Kota region is revealed. Now the
major problems and their possible solution is made here so that the problems could be overcome,
if so exist. Besides, the suggestions are being made here to improve the already existed services
in the colleges.

RECOMMENDATION AND SOLUTION: 1


As the infrastructure of Engineering College is very sound, library is well organized in
general, hence it is recommended that other courses like, MBA, MCA, M.Tech. must be
introduced and research facilities should be started in rest eight colleges. B.Tech and M.Tech.
Courses should also be started in OKIMR and MIMT also.

RECOMMENDATION AND SOLUTION: 2


AICTE Norm recommends that the Central Library of an institute for an admission of
240 students per year will have carpet area of 400 Sq.m. and shall have a seating capacity for
25% of total students admitted in the institution.

It is seen in the Table 6.22 that great majority of libraries are not having carpet area
according to the AICET norms. So, library carpet area should be increased according to
the student admission intake status of college.
The position of the carpet area of the library is totally disappointing and dissatisfactory so
every library should enhance carpet area. Govt. College libraries should send a proposal
to higher authorities to make available carpet area according to the strength of admission.
Librarians should be sent to attend Refresher Courses to update their knowledge about
recent development of library field.

Efforts should be made to appoint qualified librarians, either they should possess
NES/SLET/ JRF exam or higher research degree M.Phil and Ph.D. in LIS.
Library authorities should motivate the Librarians to get Computer Science
Degree/Diploma through distance education program or by government refundable fee
oriented Computer Course like that of RKCL.
There is seen a lack of women librarian, hence they should be given priorities in
recruitment.
30% libraries are having biggest difference in actual needs while MIMT is very close to
actual need and the difference is very minimum.

RECOMMENDATION AND SOLUTION: 3


The Regulatory Body of Technical Education in India is the AICTE which has framed
elaborated norms & standards for the libraries of Engineering Institutions offering different
technical courses. For an institution offering P.G. Courses, the position of Librarian is placed
under technical support staff.
It suggested that the library should consist of one Librarian, one Assistant Librarian and
Four Library Assistant.

So, according to the recommendations of AICTE, Govt. of India and State Govt. should
take the necessary action for recruiting full time library staff in Engineering College Libraries,
where these not exist. Efforts should also be made to recruit sufficient staff in private colleges
also.

RECOMMENDATION AND SOLUTION: 4


Each college should have 250 titles with 4 multiple copies in each branch of Engineering
in the subjects like Mathematics, Humanities, Physics, and Chemistry etc. There should be a total
of 1000 volumes as per the AICTE norms and every year; one title is to be added for each
student admitted in each branch of engineering. In addition to it, 0.2 titles are to be applied in
Mathematics, Applied Physics, Applied Chemistry, Humanities, Social Science and Management
Science for each student.

It is revealed in the study that

Student opinion reflects that majority of engineering college libraries (90%) does not
fulfill the AICTE norms with regards to book collection as shown in Table No. 6.4.
The study also revealed that a few users (19%) are dissatisfied with the book collection.
More than one tenth of the users (10.1%) replied that their libraries do not have the latest
edition of books and multiple copies for prescribed text book (14.3%). Hence the
authorities must insist the engineering college libraries to procure the prescribed number
of the title and their latest version with sufficient numbers of multiple copies as per the
norms of AICTE.
The library authorities should prepare a booklet containing the list of latest books
procured by the library every month and distributed the same to users, as most of the
users (70%) do not know about the latest books procured by the library in time.
As per norms of AICTE, the numbers of journals in each library should be a minimum of
12 technological (6 Indian and 6-International) for each branch of engineering. But the
study revealed that 80% libraries did not fulfill the norms with regard to the periodical
collection. The study also revealed that considerable percentage of the users (70%) are
dissatisfied with periodical collection. More than the half majority (59%) is dissatisfied
with abstracting & indexing periodicals. Hence, the authorities concerned should insist
the Engineering College libraries over the subscription of periodical as per norms of
AICTE.
The study about e-content /e- clipping/ e-newspaper services revealed that majority of
users (90%) are dissatisfied with e-content/e-clipping/news papers services. Hence, the
authorities should take necessary steps to subscribe more numbers of e-resources in
engineering college libraries.
The study revealed that a few users are dissatisfied with e-books/e-journals (22.1%),
slides/off line databases (9.8%), audio-visual matter (52%), and maps/charts (6%),
seminar/conference proceedings (8%). Hence the authorities concerned should take
necessary steps to develop the collection of different types of reading materials as
mentioned above with which the users are dissatisfied.

The study revealed that 11.26% of the users are not satisfied with the working hours.
Hence, the authorities should take necessary steps to extend the working hours of the various
libraries beyond the normal college hours, if feasible.

RECOMMENDATION AND SOLUTION: 6


A few libraries are spending Rs. 1 lac on books (20%), less than Rs. 50,000 on periodical
(30%), less than Rs. 10,000 on back volumes of periodicals and less than Rs. 10,000 on others
reading materials like that of e-resources.

The authorities concerned, should take necessary steps to enhance the budget for
procuring the sufficient number of above mentioned items.

RECOMMENDATION AND SOLUTION: 7


It is seen that few libraries (20%) are not the member of any network service network or
the consortia. Hence, the authority should take necessary steps to avail network service and the
membership of any consortia to be remaining in the race of ICT.
The finding of Table No. 6.7 indicates that the most preferred network is DELNET as
compared to the aggregators like that of KAPPA and J-gate. So, remaining libraries may take the
membership of DELNET. As far as the consortia membership is concerned, INDEST-AICTE
consortium seems better for technical institutes, so libraries may opt this consortium for e-
journals and other facilities.

RECOMMENDATION AND SOLUTION: 8


It is quite unhappy situation that all the Librarians are newly appointed who are not very
much expert in classification and cataloguing, which is must for systematic arrangement and
quick retrieval of printed documents. Hence, it is advised that refresher course should be
arranged for newly appointed Librarians otherwise library administrators may recruit the skilled
assistant staff like the JTA/ STA to assist the present Librarians.

It is found that great majority of engineering college libraries (90%), periodical system is
not automated and in the 20% of the libraries, acquisition system is not automated.

So, the college authorities concerned should take initiative to computerize the periodical
section and the acquisition section, where it is not made yet. AICTE should also insist at the time
of inspection the college authorities on the computerization of their libraries, which is must as a
base requirement for affiliation.

It is also suggested that engineering college libraries should develop institutional


repositories pertaining to all books and research articles of their respective college staff, and
project reports/ thesis/dissertation submitted by their under-graduates, postgraduate students and
the research scholars. This as an institutional repository may be linked with the website of the
institute or its library.

RECOMMENDATION AND SOLUTION: 10


The study reveals that a few libraries (40%) are not providing e-books facility round the
year. Users of some libraries also responded that they are not having proper internet facility.
Hence the authorities of these colleges should take necessary measure to provide this facility to
the users.
Highest percentage of library users is using e-journals but out of them 50% users very
low in numbers. Hence, rest 50% library users should give orientation services to access web
resources and on- line data bases over the Internet.

RECOMMENDATION AND SOLUTIONS: 11


Library should review the acquisition policy and try to subscribe the literature of interest
of the Senior Researchers, which is lacking in majority of the libraries as per the survey
conducted.

Services which are not ranked at all by the users need to introduce in libraries - for that
proper training programs are to be organized for the staff and library budget should be regulated
in such a manner so that these unranked services can be started. Further, it is suggested that -

Services which are ranked unpopular can only be popularized when adequate skilled staff
is employed. Hence the library staff should be increased according to the norms. Besides,
there should be an equal increase in the library budget so that proper infrastructure can be
maintained.
Popularized services are to be maintained by introducing class room session, training
program, increasing awareness among prospective members and present members,
increasing collection as per user demand and introducing anticipatory services.

Hence, the authorities should insist the above recommendations in the


concern colleges as per the norms of AICTE.

RECOMMENDATION AND SOLUTION: 12


The private engineering college faculty members are not obtaining much information
from the library. So, it is suggested that orientation program or library visit must be introduced
by the library. For that the library -

Effective users education program can be arranged periodically so that awareness could
be increased.
Orientation programs can be organized for the library users so that they could update
their knowledge regularly about latest developments.

RECOMMENDATION AND SOLUTION: 13


Librarians may arrange class room visit program so that users can be made familiar how
to use library. Such arrangement should be made mandatory at least once in a month under the
library scheme.

Hence, it is suggested that library authorities concerned should construct a separate


reading room with proper physical facility light, water and staff.
It is observed that library staff attitude is not good as desired. So it appears that library is
suffering from the lack of manpower and existing personnel are over loading for working
hours. So the libraries must take necessary provision to appoint additional staff.

RECOMMENDATION AND SOLUTION: 14

New and latest periodicals should be subscribed to promote research, where it cannot be
started yet.
Creative literature for entertainment should be purchased to promote reading habits
among the library users.
It is recommended that library should acquire current literature to meet out the
requirement of researches and the teachers.
It is also recommended that library must acquire some project literature in the library as
the colleges surveyed are engineering college and other complaining their course, they
have to serve in changing fields.
RECOMMENDATION AND SOLUTION: 15
It is seen that 48 % of the users of the libraries are not satisfied with the exhibiting library
collection up to the mark. Hence, it is recommended that library authorities should allocate the
proportional ratio of budget in different branches of engineering like Mechanical Engineering
and Electrical Engineering etc.

RECOMMENDATION AND SOLUTION: 16


The display of new arrivals must be initiated in every engineering colleges to make the
users aware about the latest collection.
It is recommended that some more persons must be recruited by the Librarians/ Library
Authorities to introduce the new services.
It is also noted in the survey that the few of the user gets the information regarding new
arrivals from library catalogues. But the study indicates 15.1% libraries are not having
interest in catalogue formation, so it should be strictly warn to the libraries to make
available the catalogue either in print form or using software.
It is also revealed that some of the users get the information regarding new arrivals from
library staff and their colleagues. So it is quite satisfactory that the library staff is helpful.
It is recommended that library must initiate a club comprising of the department and
members of the library and should maintain the relation with the users. For this, library
can also the organize library hour, book, day seminar/workshop, conference exhibition to
strengthen the personal relation with the staff.
Exhibition program can be arranged at the college level by displaying latest and rare
collections and offering membership of the central library.
Weekly meeting of the Librarians with their users can also be arranged to sort out the
problems/grievances, as the personal contact talks is the most effective way.
List of the newly arrival documents can also be circulated through the e-mail or through
the SMS to the concerned readers.
The library web sites may also be developed where a link to the library collection may be
given with the college site for proper publicity of the new arrivals.

RECOMMENDATION AND SOLUTION: 17

Most of the respondents want the information by telephone and e-mails, which is very
effective way for alert services. But its use is seen very minimum, hence the library authorities
should take necessary steps to introduce IT facility for its users. Therefore, the moderation of the
libraries is needed.

RECOMMENDATION AND SOLUTION: 18


A few respondents use the online databases, e-journals and open web resources. Hence, it
is suggested that library authorities must conduct training program for faculty members
regarding how to use the electronic resources effectively. This will increase the use of
Internet and Internet based services among the users.
Besides, awareness needs to be created to use e-journals, e-books to obtain current
information. For that more computers/terminal should be installed in the library for the
benefit of the faculty members and the students. Otherwise, Computer Labs may also be
used for giving access to e-resources.
It is also recommended that more funds should be allocated to acquire the electronic
resources in the respective libraries. Efforts to remove the gap between resources and
their use should be made extensively.
Appropriate and additional training wherever required, must be given to enhance the use
of IT based services.
Besides, the constant interaction is required to establish between the college libraries and
AICTE.

RECOMMENDATION AND SOLUTION: 19


30% of the users of total majority use online resources once in a week, few time in a
month and few respondents use them occasionally. Hence, it is recommended to library
authorities that they should provide user education in this area to its users.
It is also noted that the readers sometimes are enable to consult digital documents
provided by the library staff and also unable to use Internet, because of faulty education system.
So, it is recommended that librarian should educate the users to know - how to use online
resources.

Information asked by the users may be of simple type or complicated types. In case of
complicated information, library staff is required to offer personalized help by consulting several
online resources subscribed by library and with the help of them the users can know the possible
place where such information is available in brief. So, training should also be given to the faculty
members to assist them in locating and evaluating electronic resources.
RECOMMENDATION AND SOLUTION: 20
The most appreciated search engine Google is now working in specialized ways, hence, it
is suggested that library staff should make the users aware about its various features. Besides,
various specialized search engines like Altavista and Lycos.com etc. are available for pin-
pointed information, thus authority should take necessary steps to realize the specialized features
of search engines among its users to get all the benefits of online information. Google Scholar is
also there, which can be used in knowing whatever has been published by a college faculty
member or its research scholars is worthy or not?

For such, training progrmmes can be arranged for the users for advanced search to avoid
irrelevant information output.

RECOMMENDATION AND SOLUTION: 21

The study revealed that fifth quarter of majority (20%) is dissatisfied with collection;
hence, the library authority should insist the engineering college libraries on the provision of
class education with sufficient number of multiple copies as per the articles. Besides,

A proper ratio between books and the periodicals should be made, as it is seen more
attention is given to procure book titles rather than the periodicals.

RECOMMENDATION AND SOLUTION: 22

The collection of budget should be made proportionate as per the student/teacher ratio.
Teacher/Students participation in procuring the documents must be considered.

RECOMMENDATION AND SOLUTION: 23

Most of the respondents opined bibliography preparation and literature search are not
provided by libraries to assist them in finding relevant literature in the subject. Hence, library
authority should insist library to arrange these facilities.
To attract the readers, library can provide reprography service on the nominal charge
basis.
30% respondents are having interest in above mentioned library services but not
interested to pay for these services. Hence, it is also recommended that library should
design a strategy to propose these facilities on the very nominal basis, because full
concession is not possible.

The study revealed that cent percent users are satisfied with working hours. Hence it is
advised to library authorities to maintain the consistency in future.

It is seen that 70% of the libraries do not have binding equipments, books trolleys
(100%), vacuum cleaner (70%), catalogue cabinet (60%) where there is no library software is
used, microfilm readers-cum-printer (80%). Hence, the authority colleges must take necessary
provision for adequate equipments in their libraries to provide smooth library services to their
users.

A few users suggested for good lighting ventilator and comfortable furniture in the
library. This also must be given due consideration in the future. In general, if there is any
lacuna, it must be improved.

RECOMMENDATION AND SOLUTION: 24(A-3)

The study reveals that few of the engineering colleges (10%) are not offering referral
service. Hence the libraries which are not offering these services, should start at least this
service.
The study also revealed that a few users are dissatisfied with referral service, where this
service already exists. Hence, the library should take necessary steps to improve these
services.

RECOMMENDATION AND SOLUTION: 24 (B-1 & B-2)


As per the norms of AICTE, the number of journals in each library should be a minimum
of 12 technological journals 6 Indian Journals & 6 International for each branch of engineering.

But the table given here reveals that 20% situation of the periodicals is highly
satisfactory, 40% satisfactory and rest 40% is not satisfactory. Hence, the authorities should
insist the engineering college libraries on to subscribe the periodicals as per the norms of AICTE.
So that, the users can obtains latest information in the subject of their interest/ concerned.

Online journals can also be subscribed either from the aggregators or through consortia to
update the users in respective field to meet the requirement of current information and to keep
them up to date regarding current development in these fields.

It is also advised that library authorities should allocate the fixed amount to subscribe the
foreign formulas.

RECOMMENDATION AND SOLUTION: 24 (B-3)


This study reveals that more than 40% respondents are dissatisfied with reports/standard
and patent collection. But surprisingly, it is seen that none of library is having the collection of
patents, while it is strongly recommended that all research of engineering fields are based on
patents based study. Hence, the authorities should insist the engineering libraries to purchase/or
subscribe the patents/reports/standards as AICTE norms.

Acquisition policy of the books and acquiring other documents should be reformed and
more budget should be spared to the faculty members and research scholar related reading
materials.

The study reveals that a few libraries (18.6%) are not providing Internet facility. So, the
authorities must take necessary measures to start this facility for their users.

RECOMMENDATION AND SOLUTIONS: 24(C-3)


Book Bank Scheme should be provided to only those students who are really needed. It
should not be for the all ones. Hence, it is also to be extended to economically poor students.
RECOMMENDATION AND SOLUTION: 24 (D-1)
After a deep observation, it is found that great majority of engineering colleges are not
interested to help the economically weaker students to give Book Bank facility especially by the
private colleges. Hence, it is recommended that AICTE should take action against this help of
colleges which are not providing such facility. Strict warning should be given to these
institutions, otherwise affiliation can be cancelled.

RECOMMENDATION AND SOLUTION: 24 (D-2)


There is significant difference in the satisfaction level of users about technical film show.
Hence, it is recommended that AICTE should intervene this area and should inspect all colleges
to start these facilities. It must be made compulsory to declare this service as a necessary service
for AICTE Approval/ Affiliation.

RECOMMENDATION AND SOLUTION: 24 (D-3)


It is seen that almost librarians are traditional librarians having experience to handle
traditional libraries, but they are not keen in modern library system or modern library services.
Hence thanks to majority of respected librarians and the respondents of engineering
college, research scholars and faculty members for responding well but it is recommended that
library authorities and AICTE should make necessary arrangements of training of the librarian
about modern library services.

UGC regulations 2010 (www.ugc.ac.in/policy/englishgazette.pdf) has made recently


some new provisions for the working Librarians/Deputy Librarians/Assistant Librarians not for
upgrading their skills but also for their promotion. At least, some of the provisions may be
adopted for other staff with modifications in private colleges.

Every librarian should compulsorily attend the two International, 4 National, and 2 Local
seminars every year.
One or two workshop programs will have to be attended / organized by
INFLIBNET/DELNET.
The library authorities should recommend Academic Leave to their Librarians/Assistant
Librarians and also arrange TA and DA to attend the workshop/seminars.
There should be at least two papers be published in the current financial year in the
referred journals for the librarians.
Library authorities should also arrange observational tour for their librarians to observe
new / recent developing scenario of libraries/or various precious libraries for gaining new
insights.

RECOMMENDATION AND SOLUTION: 24 (E-1)

Some times, it is seen that most of the published literature of worth do not publish in
English language but in regional languages. Hence, arrangements should in the libraries for
translation of the relevant reading materials on demand.

However, it is not possible to have a full time translator to translate the literature from
English to Hindi or desired language or vice versa, but on payment basis this work can be get
done from outsourcing. The help of agencies at National and International levels like that of
NISCAIR (earlier INSDOC) or NASSDOC can also be availed on payment basis.
Besides, a large disappointing percentage of libraries consisting of 80% are not
conducting user education program. Hence, the authority should take necessary step to conduct
user education program to refresh the students and research scholars at the beginning of
academic year.

RECOMMENDATION AND SOLUTION: 24 (E-2)

Efforts should be made to remove the gap between resources and their use extensively.
Appropriate and additional training will enhance the use.
Proper infrastructure is urgently required in some libraries.

The analysis of the study reveals that few libraries are providing bibliographic details of
books, monographs, journals and technical reports through their OPACs. But 20 % libraries are
not providing any information through OPACs, so they are advised to start this facility as early
as possible.

RECOMMENDATION AND SOLUTION: 24 (F-1)

In the majority of engineering college libraries, cent percent (100%) users want the
extension of issue-return of the books on all the days. Hence, there should be the provision of at
least half day issue return on all the Sundays and public holidays.

It is also seen that a few engineering college libraries are not collecting overdue charges
from their users for late returning or not returning of their books within due date and time.
Because of that, the needed students sometimes, may not get the desired books due to not
returning of the books in time. Further, this practice creates un-discipline among the students.
Hence, authority should take necessary step to collect overdue charges from the users or
suspended their membership for a few days for not returning the books with in the due date and
time.

RECOMMENDATION AND SOLUTION: 24 (F-2)


The opinion regarding the inter-library loan facility is totally negative. It shows that none
of libraries are interested in this service, while it fulfills the demand of some users in time for a
particular documents which is really needed with in short time. Hence Inter-Library Loan service
must be started for the needy users at minimum expense of budget.

RECOMMENDATION AND SOLUTION: 24 (F-3)

This recommendation is related with the display of newly arrived books etc. A few
respondents (29.3%) are dissatisfied with this service. Hence it is recommended to library
authority to initiate library services effectively and efficiently to convey message regarding new
arrivals.

RECOMMENDATION AND SOLUTION: 24 (G)

It is seen that the great majority opined that they all are satisfied with online database
search service. Hence, it is recommended that the colleges should maintain the consistency of
online database facility in future also.

RECOMMENDATION AND SOLUTION: 25

The present study reveals that 80% colleges are not having enough and good collection
per member in comparison to rest 20% colleges. Hence, it is recommended that library
authorities should take steps to allocate special budget so that the needs of the students can be
fulfilled.

RECOMMENDATION AND SOLUTION: 26

But the table given here reveals that 20% situation of the periodicals is highly
satisfactory, 40% satisfactory and rest 40% is not satisfactory. Hence, the authorities should
insist the engineering college libraries on to subscribe the periodicals as per the norms of AICTE.
So that, the users can obtains latest information in the subject of their interest/ concerned.

them up to date regarding current development in these fields.

The study also reveals that 80% college libraries are not spending the required money for
a user, while according to the Report of Kothari Education Commission, a library should
expenses minimum Rs. 1000 per member annually. Hence, library authorities, AICTE, State
Government and Central Government should enhance the budget in the next years plan.
