On the basis of tabulation and analysis of the data in the previous chapters, the actual
conditions of libraries of different engineering colleges in Kota region is revealed. Now the
major problems and their possible solution is made here so that the problems could be overcome,
if so exist. Besides, the suggestions are being made here to improve the already existed services
in the colleges.
It is seen in the Table 6.22 that great majority of libraries are not having carpet area
according to the AICET norms. So, library carpet area should be increased according to
the student admission intake status of college.
The position of the carpet area of the library is totally disappointing and dissatisfactory so
every library should enhance carpet area. Govt. College libraries should send a proposal
to higher authorities to make available carpet area according to the strength of admission.
Librarians should be sent to attend Refresher Courses to update their knowledge about
recent development of library field.
Efforts should be made to appoint qualified librarians, either they should possess
NES/SLET/ JRF exam or higher research degree M.Phil and Ph.D. in LIS.
Library authorities should motivate the Librarians to get Computer Science
Degree/Diploma through distance education program or by government refundable fee
oriented Computer Course like that of RKCL.
There is seen a lack of women librarian, hence they should be given priorities in
recruitment.
30% libraries are having biggest difference in actual needs while MIMT is very close to
actual need and the difference is very minimum.
So, according to the recommendations of AICTE, Govt. of India and State Govt. should
take the necessary action for recruiting full time library staff in Engineering College Libraries,
where these not exist. Efforts should also be made to recruit sufficient staff in private colleges
also.
Student opinion reflects that majority of engineering college libraries (90%) does not
fulfill the AICTE norms with regards to book collection as shown in Table No. 6.4.
The study also revealed that a few users (19%) are dissatisfied with the book collection.
More than one tenth of the users (10.1%) replied that their libraries do not have the latest
edition of books and multiple copies for prescribed text book (14.3%). Hence the
authorities must insist the engineering college libraries to procure the prescribed number
of the title and their latest version with sufficient numbers of multiple copies as per the
norms of AICTE.
The library authorities should prepare a booklet containing the list of latest books
procured by the library every month and distributed the same to users, as most of the
users (70%) do not know about the latest books procured by the library in time.
As per norms of AICTE, the numbers of journals in each library should be a minimum of
12 technological (6 Indian and 6-International) for each branch of engineering. But the
study revealed that 80% libraries did not fulfill the norms with regard to the periodical
collection. The study also revealed that considerable percentage of the users (70%) are
dissatisfied with periodical collection. More than the half majority (59%) is dissatisfied
with abstracting & indexing periodicals. Hence, the authorities concerned should insist
the Engineering College libraries over the subscription of periodical as per norms of
AICTE.
The study about e-content /e- clipping/ e-newspaper services revealed that majority of
users (90%) are dissatisfied with e-content/e-clipping/news papers services. Hence, the
authorities should take necessary steps to subscribe more numbers of e-resources in
engineering college libraries.
The study revealed that a few users are dissatisfied with e-books/e-journals (22.1%),
slides/off line databases (9.8%), audio-visual matter (52%), and maps/charts (6%),
seminar/conference proceedings (8%). Hence the authorities concerned should take
necessary steps to develop the collection of different types of reading materials as
mentioned above with which the users are dissatisfied.
The authorities concerned, should take necessary steps to enhance the budget for
procuring the sufficient number of above mentioned items.
So, the college authorities concerned should take initiative to computerize the periodical
section and the acquisition section, where it is not made yet. AICTE should also insist at the time
of inspection the college authorities on the computerization of their libraries, which is must as a
base requirement for affiliation.
Services which are not ranked at all by the users need to introduce in libraries - for that
proper training programs are to be organized for the staff and library budget should be regulated
in such a manner so that these unranked services can be started. Further, it is suggested that -
Services which are ranked unpopular can only be popularized when adequate skilled staff
is employed. Hence the library staff should be increased according to the norms. Besides,
there should be an equal increase in the library budget so that proper infrastructure can be
maintained.
Popularized services are to be maintained by introducing class room session, training
program, increasing awareness among prospective members and present members,
increasing collection as per user demand and introducing anticipatory services.
Effective users education program can be arranged periodically so that awareness could
be increased.
Orientation programs can be organized for the library users so that they could update
their knowledge regularly about latest developments.
New and latest periodicals should be subscribed to promote research, where it cannot be
started yet.
Creative literature for entertainment should be purchased to promote reading habits
among the library users.
It is recommended that library should acquire current literature to meet out the
requirement of researches and the teachers.
It is also recommended that library must acquire some project literature in the library as
the colleges surveyed are engineering college and other complaining their course, they
have to serve in changing fields.
RECOMMENDATION AND SOLUTION: 15
It is seen that 48 % of the users of the libraries are not satisfied with the exhibiting library
collection up to the mark. Hence, it is recommended that library authorities should allocate the
proportional ratio of budget in different branches of engineering like Mechanical Engineering
and Electrical Engineering etc.
Most of the respondents want the information by telephone and e-mails, which is very
effective way for alert services. But its use is seen very minimum, hence the library authorities
should take necessary steps to introduce IT facility for its users. Therefore, the moderation of the
libraries is needed.
Information asked by the users may be of simple type or complicated types. In case of
complicated information, library staff is required to offer personalized help by consulting several
online resources subscribed by library and with the help of them the users can know the possible
place where such information is available in brief. So, training should also be given to the faculty
members to assist them in locating and evaluating electronic resources.
RECOMMENDATION AND SOLUTION: 20
The most appreciated search engine Google is now working in specialized ways, hence, it
is suggested that library staff should make the users aware about its various features. Besides,
various specialized search engines like Altavista and Lycos.com etc. are available for pin-
pointed information, thus authority should take necessary steps to realize the specialized features
of search engines among its users to get all the benefits of online information. Google Scholar is
also there, which can be used in knowing whatever has been published by a college faculty
member or its research scholars is worthy or not?
For such, training progrmmes can be arranged for the users for advanced search to avoid
irrelevant information output.
The study revealed that fifth quarter of majority (20%) is dissatisfied with collection;
hence, the library authority should insist the engineering college libraries on the provision of
class education with sufficient number of multiple copies as per the articles. Besides,
The collection of budget should be made proportionate as per the student/teacher ratio.
Teacher/Students participation in procuring the documents must be considered.
Most of the respondents opined bibliography preparation and literature search are not
provided by libraries to assist them in finding relevant literature in the subject. Hence, library
authority should insist library to arrange these facilities.
To attract the readers, library can provide reprography service on the nominal charge
basis.
30% respondents are having interest in above mentioned library services but not
interested to pay for these services. Hence, it is also recommended that library should
design a strategy to propose these facilities on the very nominal basis, because full
concession is not possible.
It is seen that 70% of the libraries do not have binding equipments, books trolleys
(100%), vacuum cleaner (70%), catalogue cabinet (60%) where there is no library software is
used, microfilm readers-cum-printer (80%). Hence, the authority colleges must take necessary
provision for adequate equipments in their libraries to provide smooth library services to their
users.
A few users suggested for good lighting ventilator and comfortable furniture in the
library. This also must be given due consideration in the future. In general, if there is any
lacuna, it must be improved.
The study reveals that few of the engineering colleges (10%) are not offering referral
service. Hence the libraries which are not offering these services, should start at least this
service.
The study also revealed that a few users are dissatisfied with referral service, where this
service already exists. Hence, the library should take necessary steps to improve these
services.

Online journals can also be subscribed either from the aggregators or through consortia to
update the users in respective field to meet the requirement of current information and to keep
them up to date regarding current development in these fields.
It is also advised that library authorities should allocate the fixed amount to subscribe the
foreign formulas.
Every librarian should compulsorily attend the two International, 4 National, and 2 Local
seminars every year.
One or two workshop programs will have to be attended / organized by
INFLIBNET/DELNET.
The library authorities should recommend Academic Leave to their Librarians/Assistant
Librarians and also arrange TA and DA to attend the workshop/seminars.
There should be at least two papers be published in the current financial year in the
referred journals for the librarians.
Library authorities should also arrange observational tour for their librarians to observe
new / recent developing scenario of libraries/or various precious libraries for gaining new
insights.
Some times, it is seen that most of the published literature of worth do not publish in
English language but in regional languages. Hence, arrangements should in the libraries for
translation of the relevant reading materials on demand.
However, it is not possible to have a full time translator to translate the literature from
English to Hindi or desired language or vice versa, but on payment basis this work can be get
done from outsourcing. The help of agencies at National and International levels like that of
NISCAIR (earlier INSDOC) or NASSDOC can also be availed on payment basis.
Besides, a large disappointing percentage of libraries consisting of 80% are not
conducting user education program. Hence, the authority should take necessary step to conduct
user education program to refresh the students and research scholars at the beginning of
academic year.
Efforts should be made to remove the gap between resources and their use extensively.
Appropriate and additional training will enhance the use.
Proper infrastructure is urgently required in some libraries.
RECOMMENDATION AND SOLUTIONS: 24 (E-3)
The analysis of the study reveals that few libraries are providing bibliographic details of
books, monographs, journals and technical reports through their OPACs. But 20 % libraries are
not providing any information through OPACs, so they are advised to start this facility as early
as possible.
In the majority of engineering college libraries, cent percent (100%) users want the
extension of issue-return of the books on all the days. Hence, there should be the provision of at
least half day issue return on all the Sundays and public holidays.
It is also seen that a few engineering college libraries are not collecting overdue charges
from their users for late returning or not returning of their books within due date and time.
Because of that, the needed students sometimes, may not get the desired books due to not
returning of the books in time. Further, this practice creates un-discipline among the students.
Hence, authority should take necessary step to collect overdue charges from the users or
suspended their membership for a few days for not returning the books with in the due date and
time.
This recommendation is related with the display of newly arrived books etc. A few
respondents (29.3%) are dissatisfied with this service. Hence it is recommended to library
authority to initiate library services effectively and efficiently to convey message regarding new
arrivals.
It is seen that the great majority opined that they all are satisfied with online database
search service. Hence, it is recommended that the colleges should maintain the consistency of
online database facility in future also.
The present study reveals that 80% colleges are not having enough and good collection
per member in comparison to rest 20% colleges. Hence, it is recommended that library
authorities should take steps to allocate special budget so that the needs of the students can be
fulfilled.
