Province of Palawan
Masicampo Ruben C. Joya is the 18th Masicampo of Palawan and currently on his 10th year of incumbency.
Considered as the highest titular head and a supreme judge to the cultural communities of the Province, his
ancestry was traced by Dr. Robert Bradford Fox while working with the National Museum during his
research in Palawan. His title and position was not only anthropologically established but he and his people
continue to strive towards cultural preservation and protection. With the support of the cultural communities
of the province, Masicampo Joya continuously strengthens Palawans cultural heritage.

I would like to submit for your consideration the dissolution/revocation of registration of the
ABORLAN MUNICIPAL TRIBAL COUNCIL FEDERATION (AMTCF) INC. CN200818960 12/05/2008
for misrepresentation of the indigenous political structure of the Masicampo and his Bagerals.
This is in connection with the matter that this organization is depending upon their legal
capacity to commit acts detrimental to our cultural practices. Not to mention, they have usurped our
rights as traditional leaders to occupy legislative positions in representation of the Tagbanua and
Palawan tribes provided under NCIP A.O. 001-2009 and DILG MC 119-2010.

Please consider that under Section 1, Part I, Rule IV (Right to Self-Governance and
Empowerment) of the Rules and Regulations Implementing the IPRA of 1997 (IRR) only authentic
leadership structures must be recognized. By allowing this so-called tribal chieftains to acquire legal
personality is a way of circumvention of the purpose of this provision. The term tribal chieftain is now
appearing among cultural research studies which is highly confusing among reaserchers.
Please take note also that our traditional titles are acquired from many generations of ancestry
and can only be inherited by one who possesses all the rigid qualifications according to our customs.
A leadership title is an intellectual property of its holder and remains as inviolable as sacred among us.
But no matter how unique our cultural existence is, it will eventually die if misrepresentation and other
unlawful activities of this organization remains unchecked. Pertinent provisions of law, such as Section
18 of BP Blg 68 is protective of our cultural heritage if read in contemplation of RA No. 8371 or the
Indigenous Peoples Rights Act.
Relevant to this matter, other than a prayer for its revocation/dissolution, may I request for a
copy of their articles and by-laws as well as a copy of periodic reports submitted with your office.
