Subject:- In house training of O&M officers for complete overhauling/

servicing of 220kV ABB Make Circuit Breakers to be held at 400kV

Substation Bawana.

It is submitted that at present for carrying the scheduled complete overhauling/

servicing of various level electrical equipments as per approved DTL PMS
through outsourcing i.e. by hiring the service engineers of concerned OEM,
hiring the services of crane and labour of outside agency and buying the
material required from the OEM or its authorized supplier.

It has been seen that in the past lot many breakers of all makes have been got
overhauled by adopting the above philosophy. However, at the same it has been
noted that by adopting the above philosophy, DTL could not develop its own
experts for carrying out the servicing and overhauling of electrical equipments at
its own under DTL Engineers supervision.

For starting in first phase, it is proposed that the below mentioned officers of
O&M deptt may be deputed at 400kV Substation Bawana in two batches as per
the tentative schedule for learning/ getting trained for carrying out complete
servicing/ overhauling of 220kV ABB Make CBs in DTL network. It shall be the
individuals responsibility to learn and get acquainted with the standard
processes/ practices while overhauling so as the concerned O&M engineer may
undertake the overhauling at his own level in future and OEM service engineer is
called. This shall instill zeal and dynamism among O&M engineers and at the
same time will curtain extra expenses being to the OEMs in lieu of hiring the
service engineers for carrying out the overhauling/ servicing. Other inputs like
hiring the crane and labour and buying the spares required from OEM/ Outside
agency shall remain same.

In future, no service engineer shall be hired in DTL for servicing/ overhauling of

ABB make 220kV Circuit Breakers and these trained officers shall undertake
these works. Any of the officers may be deputed at this type of work anywhere in
case of requirement. OS deptt shall be the nodal deptt for conducting such
type of onsite/ job trainings in future.

Tentative date of training schedule shall be as under:-

Batch-1:-

08.12.2017 to 11.12.2017 at 400kV Substation Bawana

Batch-2:-

12.12.2017 to 16.12.2017 at 400kV Substation Bawana.

Exact date and time shall be informed through telephone by OS deptt. The
training duration may extend in case the overhauling man days are extended due
to some reasons. Non attending the training shall attract the disciplinary actions
against the errand officers.

Orders to this effect shall be issued by OS deptt.

Submitted for kind approval so as DTL may save money.
