1- Introduction :
These specifications cover the bid minimum technical requirements for thedesign;
manufacture,supply,andtestingofstaticmeterstobeusedwithsinglephasealternating current, in the
distribution system of the PEDE under the service conditions ofSyria.

The bidder must carefully read this tender document because in case thesubmitted
sample or offer contained any discrepancies with the detailed technical specificationsthe
offer will berejected.
Thebiddermustcompletelyfulfillthetechnicalrequirementsandspecificationslistedinthis
document and the offers that pass the technical check will be financiallyevaluated.

Testsamplesshouldbesentwiththeofferfreeofchargeandwillbeconsideredasessential part of it.

2- DEFINITIONS:
PEDE shall mean Public Establishment for Distribution ofElectricity.

PURCHASER shallmeanPEDE.
OFFER shall meanall the documents submitted by the supplier,bidder,
andmanufacturer

BIDDER shallmeansupplier,manufacturer orbidder


SUCCESSFUL shallmean the manufacturer,supplier, whose offerhasbeen
accepted by thePurchaser

CONTRACTOR shall mean the Bidder, whose offerhasbeenaccepted bythe


Purchaser, with addition to approved contract betweenthem.

IEC Documents shall means standards, reports and publications concerning static
meters and issued by International Electro technicalCommission

3. GeneralConditions:
3.1. The meters are intended for indoorinstallation.
3.2. The meters will serve for measuring electrical quantities ofconsumers.
3.3. The meters must be multi-tariff (multi-function) with the low consumptionLCD
registers, operated in a cyclicmode.
3.4. Atatimeofdeliverythemetersmustbeset(programmed)toregisteranddisplay active energy
in one tariff only; but the necessary program must be delivered withthe meters in order
to activate necessary number of tariffs (4) and to configure othermulti- functional
meter functions andoperations.
3.5. Inordertomaintaintheirmulti-functionperformance,themetersmustbeequipped with a
real time keeping function which include time and date (year, month, day)and
servetheeventandallfunction,themetermustbeequippedalsowithappropriate interface for
bi-directional communication with themeter.
3.6. Environmental Conditions:
3.6.1. Altitude above sealevel 1000 m.
3.6.2. Maximum ambienttemperature 55C.
3.6.3. Minimum ambienttemperature -10C.
3.6.4. Average maximumtemperature 35 C.
3.6.5. Maximum temperature variation in one day 20C.
3.6.6. Average maximum relative humidity up to 80 % at 30C.
3.7. Incaseofreverseenergy(occurredbyexchangeofcurrentleads)themetermust always
account energy as positive (in the register and in thedisplay);
3.8. The meters should be double sensing, which means that it should be equipped withtwo
measuring instruments one on the phase and the other on the neutral, and both mustbe
at the same accuracy. These meters shall always register energy at the higher input.In
case the discrepancy between the phase and neutral lines exceeds 1 AMP and formore
than30secondsabypasseventshouldberecordedandanindicatorshouldappearon
theLCDanddisappearupontheendofeventbypass,Thebypassvalueandduration should be
programmable via PC & HHUsoftware.

3.9. The meter should be support collecting all objects by provide the object list in the
attribute 2 of the object 0.0.40.0.0.255and the class-id is 15.

4. STANDARDS :
The offered meters shall be designed, manufactured and tested in conformity with thelatest
applicable IEC (International Electro technical Commission, www.iec.ch ) andDLMS\COSEM
(www.dlms.com)

All requirements and values, specified in these Technical Specifications, in addition tothe
reference documents requirements areobligatory.
5. DOCUMENTS OF TECHNICALOFFER:
The offer ,the enclosed documents and references shall be submitted inEnglish.
A complete technical offer shall include three copies of the following documents in
English:
5.1. TheBidderandmanufacturershouldfulfilltheguaranteeschedulesignandstampit,i.ethe declaration
and confirmation of their approval and commitment to all of the guarantee schedulecontent.
5.2. To provide complete sets of detailed dimensions ,drawings and catalogues of theoffered
products.
5.3. Furthermore Error curvesfor:

Ambient temperaturevariation.
Frequencyvariation.
Voltage variation.
Current variation with P.F. = 1and P.F. = 0.5ind.
5.4. Instruction book for installation, operation andmaintenance.
5.5. Quality assurance certificate that is valid within the period of submitting the offer, issued byan
independent authority.
5.6. To provide "DLMS/COSEM" certificate for the type of the submittedmeters.
5.7. Type Test certificates for the offered meters issued by a famous and independentauthority.
5.8. User Manual for Software of (PC andHHU).
5.9. Objectlistforallmeterobjectsshouldbedescribedaccordingto(DLMS\COSEMBlue Book) as

6. SAMPLE FORTESTING:
6.1. ThebiddermustsubmitwithhisofferaMETERasasamplefortesting,whichmust have all
requested specification in thisdocument.
6.2.The Sample must be submitted without any break andmistakes.
6.3. Although the meter cover should be firmly sticked as stated in item 12-2of
guarantee schedule, the sample meter should be provided without stickingto
enable the evaluation committee to open the meter cover to inspectits
components.
6.4. The sample must be equipped with corresponding infrared port to read and program the
meter by HHU andPC.
6.5. The sample must be equipped with serial portRS485.
6.6. The PC software on CD must be submitted withsample.
6.7. Test reports for at least the following tests according to IEC standards shouldbe
submitted with the sample dully singed and stamped:
6.7.1. Limits of error due to variation of the current.
6.7.2. Limits of error due to voltage variation, the voltage variation range accordingto
tender document are 0.7-1.15 of ratedvoltage.
6.7.3. Limits of error due to frequency variation.
6.7.4. Accuracy test in the presence of harmonics including DC immunitytest.
6.7.5. Influence of self-heating.
6.7.6. AC voltagetest.
6.7.7. Test of no-loadcondition.
6.7.8. Test of Starting current.
6.7.9. Meter constant test.
6.7.10. Spring hummertest.
6.7.11. Resistance to heat andfire.
6.7.12. Powerconsumption.
6.8. Test reports for at least the following tests and bid special requirements shouldbe
submitted for each measuring instruments(on phase and on neutral separately)
with the sample dully singed andstamped:
6.8.1. Accuracy at reverse current occurred by exchange of currentleads.
6.8.2. Testformeterbodymaterialshowingthatitismadeofhighqualityreinforced
polycarbonate.
6.8.3. Check test for double sensing feature described in article3.

Notes
1. PEDE will reserve the right to run the above tests or any other test described in IECStandards
and technical specifications.
2. To pass the technical check the bidder should:
a. Completely fulfills all the requirements and specifications of this tenderdocument.
b. Confirm it commitment to the guarantee schedule content as explained in item5-1.
c. Provide reports for successful testes described in item 6.6 &6.7
d. Pass the tests made by the PEDE committee according to firstnote.
3. Thebidderorhisofficialtechnicalrepresentativeshouldattendthetestesconductedby
PEDEcommittee,andincasehedidnotattendthesetestshewillnothavetherightto
makeanyobjectionontestsresults.Thebidderwillbeinformedabouttestsdate,time and place
by a fax sent to the fax number mentioned in the bidderoffer.

7. Testing and inspection forshipments:
7.1. The offered products shall be tested in accordance with the IEC standardsand
specifications mentioned in thisbook.
7.2. Thecontractorshallmakenecessarytestsatthemanufacturerpremisesinhis country;
provide all the testing facilities PEDE representatives within therange of
requirements. All the instruments to be used for testing shall be calibratedby a
recognized and approved laboratory. The test certificates shall bear thedetails
ofcalibration.
7.3. The meters should be in goodappearance.
7.4. The visual inspection and routine tests shall be carried outs on each dispatchof
meters.
7.5. In case of failure of random sample(s) in special or routine tests and qualityof
any shipment of meters not meeting the requirements; the PEDE will rejectthis
shipment ofmeters.
7.6. Test certificates shall include in addition to testresults:
7.6.1. The order number of thePEDE.
7.6.2. The logo/the name of the manufacturer ofmeters.
7.6.3. The date oftesting.
7.6.4. The signature of the test supervisor.

7.7. The success of tests and inspections at the manufacturer country at theattendance
of PEDE representatives, means that the contractor can ship the meters toSyria
but does not mean the initial acceptance of meters, because the initialacceptance
tests will be conducted inSyria.
7.8 The PEDE has the right to nominate representatives to participate in the testing.
And the Contractor will bear all expenses of testing and all related matters(training
in Syria includingall expenses, 1*( man / 2weeks)&Participate in testing
inmanufacturer's country, 2(man /week) for eachshipment).

8. GuaranteeSchedule:

1 General:

The meter is multi tariff &multi function, withat
1-1 least 4 tariffs and multi group tariffs (daily,monthly,
seasons).

The meters must be equipped with a real timekeeping
function which include time and date (year,month,
1-2 day), the meter must be equipped alsowith
appropriate interface forbi-directional communication
with themeter.

In case of reverse energy the meter mustalways

The meter base is made from highquality

12 Meter cover:

The meter cover is made from highquality

The meter's cover should be stuck firmly so thatit
can't be opened unless bybreakingit or bymakingtrace
apparently, in this case the battery of metercan be

The meter cover should have independentsealing.

The meter should be equipped with a sensor todetect

13 Terminal block:

All parts of each terminal shall be prevent suchthat

18 Functions:

19 Meter communication Ports & protocol:

Meters equipped with ETD for 4 tariffs mustbe

laboratory or workshoppersonnel.

Meter Parameterization software:

The software must be able to export theReading
to Microsoft Excel.
The software should have tow levelof
permissions atleast:
o Administrator level: the administratorcan

Sufficient bands for boxes ofsensitive instruments
and similar materials inaccordance with their
weight and dimension are to beused, and must be
packed carefully to avoid exposureof elements to
rain, sun, etc... with theappropriate packing or
nylon bags oiled paper andfoam materials.
Each meter should be packed separately andthen
grouped intoboxes.


Participation in testing andtraining:
The PEDE has the right to delegatetwo
representatives (engineers) to thecontractor
country to participate in the testing, for oneweek
for eachshipment.
The contractor will bear all expenses oftesting
including accommodation, travel from andto
Damascus (round trip) by plane, and travel inthe
26 contractor countryetc.
The PEDE has the right before contractingto
delegate two inspectors to visit themanufacture
plant. The bidder will bear allexpenses.

The training program shall be proposed bythe


contractor and shall be checked and approvedby
PEDE


27 Accessories:

PEDE has (Hand Held Units) with thefollowing
specifications:
hand held unit with (Battery and datacharger)
