The bidder must carefully read this tender document because in case thesubmitted
sample or offer contained any discrepancies with the detailed technical specificationsthe
offer will berejected.
Thebiddermustcompletelyfulfillthetechnicalrequirementsandspecificationslistedinthis
document and the offers that pass the technical check will be financiallyevaluated.

2- DEFINITIONS:
PEDE shall mean Public Establishment for Distribution ofElectricity.
PURCHASER shallmeanPEDE.
OFFER shall meanall the documents submitted by the supplier,bidder,
andmanufacturer
IEC Documents shall means standards, reports and publications concerning static
meters and issued by International Electro technicalCommission
3.9. The meter should be support collecting all objects by provide the object list in the
attribute 2 of the object 0.0.40.0.0.255and the class-id is 15.
All requirements and values, specified in these Technical Specifications, in addition tothe
reference documents requirements areobligatory.
5. DOCUMENTS OF TECHNICALOFFER:
The offer ,the enclosed documents and references shall be submitted inEnglish.
A complete technical offer shall include three copies of the following documents in
English:
5.1. TheBidderandmanufacturershouldfulfilltheguaranteeschedulesignandstampit,i.ethe declaration
and confirmation of their approval and commitment to all of the guarantee schedulecontent.
5.2. To provide complete sets of detailed dimensions ,drawings and catalogues of theoffered
products.
5.3. Furthermore Error curvesfor:
Ambient temperaturevariation.
Frequencyvariation.
Voltage variation.
Current variation with P.F. = 1and P.F. = 0.5ind.
5.4. Instruction book for installation, operation andmaintenance.
5.5. Quality assurance certificate that is valid within the period of submitting the offer, issued byan
independent authority.
5.6. To provide "DLMS/COSEM" certificate for the type of the submittedmeters.
5.7. Type Test certificates for the offered meters issued by a famous and independentauthority.
5.8. User Manual for Software of (PC andHHU).
5.9. Objectlistforallmeterobjectsshouldbedescribedaccordingto(DLMS\COSEMBlue Book) as
followingexample:

7.7. The success of tests and inspections at the manufacturer country at theattendance
of PEDE representatives, means that the contractor can ship the meters toSyria
but does not mean the initial acceptance of meters, because the initialacceptance
tests will be conducted inSyria.
7.8 The PEDE has the right to nominate representatives to participate in the testing.
And the Contractor will bear all expenses of testing and all related matters(training
in Syria includingall expenses, 1*( man / 2weeks)&Participate in testing
inmanufacturer's country, 2(man /week) for eachshipment).
Meter should record start and finish date &time
stamp for Everyevent.

The meter should have a password permissionto

19 Meter communication Ports & protocol:
allmetersobjectsshallbedescriptedaccordingto
(DLMS\COSEM Blue Book) asannex(A)-general

described similar and without any conflict withthe
annex(A).
The meter provides a standard data readout ofASCII-
coded data with optional baud rate switching
according toIEC62056-21.
A data readout includes serial number ,date ,time,
active energy ,and maximum demand readings forall

configured total and tariff registers for thepresent
and three previous billingperiods.
Data readings are provided with the OBISdata
identification code and unit informationas
Annex(A)-data readout.
The meter shall have InfraredPort
- Function : for communication between Meterand
(PC and HHU). This port enabling the meterto

- Communication protocol : complied withIEC
62056-21 (mode E) and supportDATA
Readout(modeC).
Programmability of themeters:
Meters equipped with ETD for 4 tariffs mustbe
easily programmable. The software shallbe
delivered in the form suitable either to beinstalled
20 to PC for operation in laboratories or HHU,for
operation in thefield.
Meters must be setup quickly and easily bymeter
laboratory or workshoppersonnel.
Meter Parameterization software:
The software should have customizableprinting
feature by tasklist.
The software must be compatible withMicrosoft
Windows XP and Microsoft Windows7.
The software must be able to export theReading
to Microsoft Excel.
The software should have tow levelof
permissions atleast:
o Administrator level: the administratorcan

them the permissions andtasks
o Operator level: the operator can doonly
tasks that determine byadministrator.
The software must be enabled to install on anyPC
with Microsoft Windows XP or higheroperating
system.
The software should be enabled to storeall
readings and settings ofmeters.
All functions (Reading and Setting functions)of
software on PC must be enabled in HHUsoftware
Calibration: The meter must be precisioncalibrated

Participation in testing andtraining:
The PEDE has the right to delegatetwo
representatives (engineers) to thecontractor
country to participate in the testing, for oneweek
for eachshipment.
The contractor will bear all expenses oftesting
including accommodation, travel from andto
Damascus (round trip) by plane, and travel inthe
26 contractor countryetc.
The PEDE has the right before contractingto
delegate two inspectors to visit themanufacture
plant. The bidder will bear allexpenses.
27 Accessories:
PEDE has (Hand Held Units) with thefollowing
