Theres new drive behind the quest to have a motorsport
complex built at the now-abandoned Fiskville CFA training
academy.
Members of the Ballarat Light Car Club met with Moorabool
Mayor Paul Tatchell last week at the site, to discuss the push
for the complex to be located there.
The campaign continues this week, with further on-site
discussions set to take place early in the week, and a future
march on parliament already being floated as an idea if
required.
The City of Ballarat got things moving back in 2011 by flag-
ging its interest in building a multi-discipline motorsport
complex in the Western region, progressing to a feasibility
study which, late last year, short-listed Fiskville as one of the
sites that should be considered for the project.
The Ballarat Light Car Club is on a month-by-month lease at
its current site at Ballarat West, and is at least one of the areas
car clubs looking for a new home
Stuart Hocking, a member of the Ballarat Light Car Club,
said Fiskville would be a perfect site as it is readily accessible
from Melbourne, Ballarat, and Geelong.
I remembered reading and hearing about the closure of the
Fiskville site and, having driven past Ballan on a daily basis
for work, had often thought Ballan would be an ideal location
that would service many surrounding towns, Mr Hocking
told the Moorabool News.
So I created the Facebook group called #Make Fiskville @
Ballan Victorias new motorsport circuit, to gauge interest.
Interest is large and continues to grow but some members
have already raised concerns about the toxicity of Fiskville.
In joining the push for the Fiskville site, Mr Hocking con-
tacted fellow advocate, Moorabool Mayor Cr. Paul Tatchell.
I had found out that Cr. Tatchell had raised a similar idea
for the use of the site a while back, after its initial closure. It
would have been around the time where there was still some
uncertainty as to the clean-up process, cost and timeframe.
So it was a waiting game, I guess, to see what would take
place and when.
The clean-up has commenced and is due to be completed
by 2020.
Now that the clean-up has started, I think if Fiskville gets
a future use in place it would help the site shrug off its toxic
tag. Then it can get back to being a place that the greater com-
munity can thrive off once again, as it deservedly should
considering the infrastructure that remains.
Mr Hocking said the list could also include, along with mo-
tor racing, car, bus and truck driver education programs,
go-karts, BMX, mountain bikes, and motorbikes, with the
feasibility study noting that the facility would bring about
$300 million per year into the local economy.
Having competed at a few different motorsport venues
over the years Ive seen the huge demand for circuits such
as Winton and Sandown with these places booked out on a
daily basis for a variety of purposes. With the potential clo-
sure of Sandown in the near future due to urban sprawl, I
believe it is time to act on making sure theres a facility to
fill the void and also provide the place in our area that locals
have been longing for.

Twenty-five residents in Moorabool will be sent a bill for the

work that contractors have been sent by council to do.
The residents have all failed to comply with fire prevention
notices issued by council, and, as of last week, the list of
properties was sent to contractors to get the job done.
Once the work is completed, the bill will be sent to the
property owners.

The hall is alive with the Council has issued 360 fire prevention notices this 2017/18
season, with approximately 120 cleared by the due date so
far.

Orchestra to perform its annual festive
concert.
Sounds of the Season will this year
feature the talented nine-member
Geelong Handbell Choir, directed by
Gwyn Gillard.
Active since 1991, the Geelong
Handbell Choir will perform with a
team of ringers on a 3-octave set of
Whitechapel handbells.
A handbell set is the name given to
the musical instrument developed in
England in the Middle Ages from the
earlier Organica Tintinnabula little
bells of different tonal pitches; and
the Cymbala nine to 16 small bells
suspended on a cross bar.
Moorabool Light Orchestra director,
Barry Wilkins said the handbells will
bring a unique musical experience to
the local audience.
The annual performance will be
conducted and directed by Mr Wilkins
and lead by Robert Wrzaszcz, with
Frank Clark from radio 3BA Ballarat as
compere.
The Orchestra, comprising of more
than 40 members, will also be joined
by Ballarat soprano Carolyn Bennett,
who has spent the last 15 years teaching
voice.
The Moorabool Light Orchestra will
present a pleasant Sunday afternoon
of special Christmas music to herald
in the Christmas season, Mr Wilkins
said.
The Orchestra re-groups for
approximately four to six weeks before
its major concerts, with rehearsals held
on Tuesday evenings at Bacchus Marsh
Grammar School.
Sounds of the Season will be held
from 2pm on Sunday December 17 at
the Bacchus Marsh Public Hall.
Admission is just $25, with tickets
available at the door from 1pm or pre-
sales from Bacchus Marsh Florist and
Nursery.

We have provided extensions with new fire prevention
notices issued to those property owners who requested one
for agricultural purposes or awaiting contractors, explained
Mayor Paul Tatchell.
Council has currently issued 25 infringements and sent a
list of the 25 properties to contractors at the end of last week.
Council sends out Debtor accounts for all of these works
once completed to recover costs.
Further infringement notices are also set to be sent, and
followed up with contractors.
The 2nd round inspections are continuing as Fire Prevention
Notice Compliance dates become due.
Inspections will continue throughout the fire season and
properties need to be maintained during this period.
Tips for preparing your home and property include: making
sure the mower, brush cutter, garden tools, pumps and hoses
are all serviced and ready when you need them; cleaning
gutters, cutting grass and pruning shrubs, and slashing fire
breaks around paddocks.
The CFA has a lot of useful information on fire preparedness
if property owners need further advice.

ASSOCIATED MOWING SERVICE REVIEW
Moorabool Shire has developed a maintenance management plan for Parks & Gardens and
undertaken a review of its grass mowing services. Residents are being given an opportunity
to make a submission to the draft Open Space Maintenance Management Plan and associated
Mowing Service Review, after Councillors resolved recently to exhibit the draft documents for
public consultation.
The review of mowing services recommends the removal of 384 roadsides that currently receive
a bi-annual or annual mow. To offset this, an increase in amenity mowing across small towns is
also recommended, that will see frequencies increased and various township entrances receive
a regular amenity mowing service.
The Draft Open Space Maintenance Management Plan and associated Mowing Service Review
will be out for public consultation for 6 weeks. The documents are available on our website:

Noel joined the Brigade in 1968 providing 48 years of active operational service.
Together with his operational roles, Noel has diligently performed various roles
including: 1st Lieutenant (1976 1980), (1984 1986), Captain (1980 1984), 1st
DGO (July 1999 2014) and VFBV Delegate (2010 2014). Noel is an excellent role
model and mentor to other Brigade members and brings a wealth of experience to

A series of arson attacks has seen the
Ballan township fall victim to ve
deliberately lit res in just two weeks.
The grass res occurred along Gillespies
Lane, Ingliston Drive, Shaws Road and
Bences Lane.

Dear Editor,
Babies born recently at Bacchus For some time, I have

have to protrude past the
sign to see if traffic is coming.
There are several things
limiting your vision.

sign.
As far as I am concerned
there should be a stop sign
for vehicles coming out of
this tunnel.
Our Premier is keen on safe
rail crossings.

Outdoor enthusiasts are encouraged to report illegal dump-
ing in the bush this summer season.
Chris Webb, from the Environment Protection Authoritys il-
legal waste disposal strike force, said during the summer, the
Victorian bush is often a target for skip bin loads of rubbish.
Thats where hikers, campers and anyone going bush for
fishing or a barbecue can help by reporting what they find,
he said.
The faster EPA hears about an illegally dumped load of
waste, the faster we can do something about tracking down
the culprit, prosecuting them and having the mess cleaned
up.
Mr Webb said the dump sites often include construction and
demolition waste, and hazardous materials such as asbestos
and household rubbish.
The problem is serious. There are fly-by-night skip bin hire
and disposal by abandoning tonnes of waste wherever and
whenever they can, he said.
Illegal dumping contaminates the environment and is un-
fair competition for the honest local businesses who pay the
fees for proper disposal and recycling.
Local Councils across the state spend around $30 million
every year cleaning up abandoned waste, and two thirds of
EPAs prosecutions every year are for illegal waste dumping.
EPA has an Illegal Waste Disposal Strikeforce dedicated
to reducing the dumping of large scale industrial waste, Mr
Webb said.
During the last two years we have inspected hundreds of
sites for illegal dumping and issued more than 170 clean up
notices.
Illegal dumping creates an eyesore and can contaminate
the soil and nearby waterways, and the cost of the clean-up
is too often left to the community or landholders, Mr Webb
said.
A report from a camper, a hiker or other member of the
public identifying an illegal dumping site can help us keep
up the pressure.

I sometimes wonder if this small
opinion piece in this smallish
(12,000 free copies weekly)
independently owned and
operated, local newspaper is of
interest to anyone other than the
writer. I admit it was encouraging
that the man from the Minerals
Council of Australia decided to
write a letter to the editor of this
paper informing me that I was
wrong and the Minerals Council
is not attempting to do anything
dodgy. There, I thought to myself,
someone does take notice of my
opinion. I must say I felt a little
like Peter Sellers in The Mouse
that Roared; a little voice in a
big auditorium. Maybe that is
what it has come to these days in
Australia. Those of us speaking for
the environment are left with the
scraps left to us from the tables of
big business.
In Rob Oakeshotts book The
Independent Member for Lyne
(Allen&Unwin, Australia, 2014)
Rob talks of what he calls the
multi-layered political funding
strategy. Based on the model
attributed to Americans, and
climate change deniers, David
and Charles Koch, and referred to
as Kochtopus, this tactic aims to
permanently control the message
in favour of free market thinking
by paying media professionals
to create positive coverage. This
tactic also pays think tanks to
promote policy that lessens the
role of government and also pays
for front community groups to
protest against progressive policies
and people. According to Rob this
tactic also influences university
research to favour its agenda.
Rob also mentions the funding of
favoured political candidates to a
scale never seen before with flow-
on appointments to the courts and
public service. Rob goes on the
mention some names of feature
writers in the Murdoch press and
the likes of the Institute of Public
Affairs. Not to mention Senator
Cori Bernardi.
There, I have mentioned some
names and maybe I will receive a
few more letters to the editor now;
and about time. I nostalgically
remember the letters demanding
my departure from the fine fields
of the Moorabool Shire when I
wrote supporting wind farms a
few years back.
This attack on our freedoms
by the Kochtopus groups and
especially in relation to our life on
this fragile planet, is not accidental.
It is a deliberate and well planned
assault. Note the fight we had to
have to get a Royal Commission
into the banks. Why did it take
so long? Note the Adani issue
over 1500 odd jobs while 15,000
work on the Reef. Why are the
Queensland State Government and
the Federal Government acting
against all the science and its
own national interest to support
an environmentally corrupt
company? Why do so many retired
politicians find their way into
corporate positions? These are just
some of the many, many questions
we dont seem to be willing to ask.
As I said the answer, according
to Rob Oakeshott, is simple; it is
Kochtopus and Kochtopus has mean for Victoria. It seems there
money behind it. And its tactics are
working.
Or are they?
Maybe they arent. Maybe we are
beginning to fight back. Just look
at the recent election in Northcote.
The Murdoch press through their
news pictorial, Herald Sun (little
news, lots of pictorials of the
them and the them) might have
fought hard against it, the Labor
government of the day might have
offered half a million to a party
to preference the Greens behind
Labor, but in the end the people
won. The planet fought back.
And also thanks to the rise of the
awareness of our crisis among us,
even though denied by Kochtopus
and co, recently Victoria passed
legislation to enshrine emission
reduction targets of 25% by 2020
and 40% by 2025. I dont believe
this would have happened but
for the rise of the environmental
vote. And what will this legislation
will be 10,000 or so jobs created
as Victoria rolls out a massive
5,400 megawatts of solar and wind
farms. Compare that to the 1500
jobs in Queensland in its Adani
Coal Crime. Importantly, it will
help Victoria meet its legislated
climate change goals, cutting
electricity sector emissions by up
to 16 percent.
And finally there are now 60
Australian cities, representing
almost 7.5 million, in Cities Power
Partnership accelerating Australias
transition to a renewable energy
future.

of reaching the target. Best batsman were Jack McGregor

Ballan lost the toss and bowled first, our bowlers struggled at
times during the innings. Best bowler was Cody Gates taking

with Matt Golding being our best. The team welcomed back
Tom Cox after a 6 week break due to a shoulder injury.

were also recorded. Talyn Dart
was the standout performer,
achieving 5PBs for the meet.
This Friday night the Centre
will be conducting their final
meet prior to the Christmas
Break. A twilight meet
will be held commencing at
5pm due to the State Relay
Championships being held on
Saturday. Bacchus Marsh will

at Lakeside Stadium, Albert

FUEL the difference
between 91, 95 & 98 Octane

Many times I am asked; Whats the difference
between the various fuels available at the petrol
bowser; hmmm, Ill try and break it down into a
less technical explanation, much to the chagrin of
those that have a deep understanding.
Firstly, Ill discuss the basic difference from one
fuel to another; then Ill touch on how each can have
a different effect on your car.
The fuels that you see at petrol stations (aside from
diesel) are 91, 95 & 98; this numbering (in part) is
a measuring scale used to describe the way the
petrol burns once it is set alight by the sparkplugs
in your engine. This scale uses the descriptive
term octane, eg; 95 octane. The higher the octane
number, the more stable the fuel is; stable in that it
burns in a more controlled manner; well as stable
as things can be being squashed into an engine, and
ignited, up to 6000 times a minute.
A lower octane, say 91 octane, burns with more of
an explosion, rather than the 98s more controlled
burning. Because the lower octane burns in more
of an explosive way, it also burns faster. The
octane rated at 95 will obviously sit between the
two (91 & 98) in its burn rate. Many ethanol added
fuels available are usually 95 octane; regardless
of whether the fuel has ethanol or not, the speed
of burn is the same; it is the octane number that
dictates it.
Now onto how a different octane affects your car,
a modern car might generally require a 98 octane
fuel, because the engine may have been designed to
make more power and/or create less pollution. But
not all new cars require a high octane fuel. Usually
if the octane level is too low for your vehicle, you
may hear a noise that your mechanic will call
pinging, the sound of pinging can be described as
a dozen centimetre diameter stones being shaken
up & down in a glass jar, heard during hard throttle
acceleration (youll have to turn the radio off to
hear it). Pinging is an unwanted condition; it is the
fuel igniting either too early, or in an uncontrolled
manner.
If the low octane fuel is burning too quick or in an
uncontrolled manner in your engine, and you hear
the pinging noise, parts in your engine (pistons &
bearings for those that know) are being subdued
to a hammering abuse that can lead to failure (see
diagram).
Now you ask what about if I am putting a higher
octane fuel in my engine and it doesnt need it?
This is a much safer (for your car) alternative than
the above scenario but you will be losing a little bit
of power from your engine (yes, losing power), plus
it will be hitting the wallet harder.
For those with minimal mechanical knowledge,
you can tune-out for this paragraph while I get
a little technical. If you run a higher octane fuel
in an engine tuned for a lower octane, due to the
slower burn speed, youll find that the piston has
started its downward stroke before all the fuel
has burnt and expanded, hence losing some of
the power producing force pushing down on the
piston. Sometimes in older cars you can advance
the ignition timing to start the burn earlier but
this is not so easy on many new cars and bikes
as the ignition timing is pre-set and controlled
electronically.
So, if you run too low an octane rated fuel for your
car, you may hear the pinging noise, if you do hear
it, you must move to the next higher octane to see
if it stops it. If you try the lower octane and you
cannot hear any unwanted sounds, just to be sure,
run it by your local mechanic, their trained ears
may detect the damaging noise that you may have
missed. Also, they can advise if your particular
engine is able to self-adjust to eliminate pinging
(but at the same time reducing power).
If youd like to try an experiment to see if you can
get away with using a cheaper (read: lower octane)
fuel, run the fuel tank level almost to empty, put in
half a tank of the 91 octane, if it pings, top up as soon
as you can with the 98 octane (dont worry the two
will mix ok and itll save your engine) at least you
now know whether you are able to use the cheaper
fuel or not. Your mechanic can tell you whether you
have a model vehicle that can be tuned to be able to
run a lower octane.
I hope I have been able to help clear up the matter
for some of you, if its still too hard to follow,
hopefully your local mechanic can guide you
through it if you have to know more.
