1.0 INTRODUCTION
Abu-A is currently facing B&SW issue eventough demusifier injection has been introduced.
Study has been carried out and found that there is no proper chemical injection point for
demulsifier after commingle line and shown that the ineffectiveness of injection occurred. To
solve this, proposed to install chemical injection point with inline static mixer for better
demusifier injection after commingle line.

PCSB intend to install the inline static mixer after commingle line with injection point to help
the efficiency of demulsifier injection. The system should help to significantly reduce the
B&SW at Abu-A Platform.

1.1 Terms and Definitions


The following terms are used in this specification with the definitions as follows:
PCSB PETRONAS CARIGALI SDN BHD, as the project developer
and the ultimate owner of the platform.
CONTRACTOR The company on which the order or contract for supply of the
goods is placed and will carry out the WORK in this specification.
WORK WORK shall mean all activities or works to be performed and
rendered by the CONTRACTOR or as required or may be
required by PCSB as expressively set forth in this specification
referred to herein and also all of CONTRACTORs activities that
are reasonably inferable from the description of the WORK. This
shall include any authorization of works or changes, which will be
issued to CONTRACTOR from time to time and shall become
part of the scope of WORK whereby all terms and conditions of
this specification shall govern.

2.0 GENERAL

This Construction Specification provides the technical requirements for Provision of


Process Upgrading at ABU-A Platform.
a. The Codes and Standards, drawings attached herein shall constitute a part of this
Construction Specification. CONTRACTOR is advised to read the specifications
and drawings thoroughly and carefully and fully understand the requirements.
b. CONTRACTOR shall not sub-contract the whole or any part of the project without
the prior written consent from PCSB.
c. CONTRACTOR is deemed to have full knowledge of the applicable laws and
regulations, conditions of labour, local conditions, and environmental aspects, and
shall comply with the requirement thereof.
d. CONTRACTOR shall also perform As-Built engineering of the upgrading works as
specified in this Scope of Work. The As-Built shall consist of drawings,
specifications, data sheets, etc. based on the upgraded works.

3.0 APPLICABLE CODES AND STANDARDS

CONTRACTOR shall refer to the latest revision of the following codes and standards.
Where no requirements are given in the codes and standards,
CONTRACTOR shall adhere to the internationally accepted design and engineering
practices in the Petroleum and Chemical Industry at PCSB discretion. As a minimum,
the relevant codes and standards to be complied are as follows:

3.1 Order of Precedence

CONTRACTOR shall comply with the relevant Malaysian legislation for the equipment
and for offshore installations. The following legislation has been identified as currently
applicable:
Malaysian legislation governing the equipment and installation
Other relevant international legislation governing worksites in the absence of
Malaysian legislation

3.2 Codes and Standards

4.0 WORK SPECIFICATION

4.1 General Requirement

CONTRACTORs scope of work for this project shall include but not limit to the
following:

4.1.1 Performance of the WORK based on the detail engineering package supplied by
PCSB Engineering Specifications, the governing codes, current world-wide best
practices and in compliance with the Malaysian regulations in force.

4.1.2 Procurement of all MATERIALS required for the WORK. The procurement function
shall include the securing of proposals, issuing of purchase orders, delivery,
performing the necessary inspection and test to ensure quality and transporting to the
WORKSITE.

4.1.3 Provision of manpower, material, equipment, tools, machinery, transportation and


consumable to successfully complete the WORK within the stipulated period and
according to this WORK SPECIFICATION shall be stated clearly.

4.1.4 Assurance to all the materials and equipments to be used for the WORK is of the
highest quality grade and shall be free from all defects and imperfections likely to
affect their performance.

4.1.5 All materials supplied by CONTRACTOR shall be original, unused and shall be
accompanied by relevant manufacturer documents such as mill certificate,
manufacturer test certificate, etc. Without those documents, PCSB has all the rights to
reject such materials.

4.1.6 Site evaluation and confirmation on the suitability of the specific location indicated in
the drawings for the purpose of this WORK. Any space constraint, discrepancy, error
or omission shall be notified to PCSB for resolution prior to commencement of WORK.

4.1.7 If scaffolding is required for the installation WORK at site, only tubular
scaffolding (comply to BS standard) will be allowed. Only qualified and
DOSH certified scaffolding supervisor is allowed to supervise the
scaffolding installation.

4.1.8 All scaffolding shall be inspected and approved by PCSB scaffolding


inspector. All requisition for the scaffolding inspection shall reach the
inspector at least 24 hours in advance.

4.1.9 Provision of fabrication procedures, QA program, detail WORK plan/schedule,


monitoring, progress reporting and all other necessary procedures and documents
shall include project coordination procedure, testing procedure, NDT procedure, pre-
commissioning and commissioning procedures as stipulated in this WORK, including
WPS and all welding requirements and for pre-fabrications to be submitted to PCSB for
approval.

4.1.10 Co-ordination, expediting and resolving any problems that arise on providing materials
and services in compliance to PCSB requirements. CONTRACTOR shall also liaise
and co-ordinate works with other CONTRACTORS appointed by PCSB in relation to
the project.

4.1.11 All works shall strictly follow the APPROVED DRAWINGS. CONTRACTOR shall draw
upon his existing, pre-engineered or standard design to satisfy the requirements
specified in the approved drawings and documents. Any deviations from the
APPROVED DRAWING shall be notified and must have obtained PCSB approval at
least three (3) days prior to executing such deviations.

4.1.12 CONTRACTOR shall bear any cost of removing and re-installation of any equipment
obstruction foreseen during execution of WORK.

4.1.13 Any damage on the PCSB facilities due to the WORK done shall be repaired and made
good to the satisfaction of PCSB without any additional cost impact.

4.1.14 After completion of the WORK, all drawings and specifications to the WORK shall be
updated and as-built according to the actual WORK done. CONTRACTOR is required
to record all changes into the detail engineering package drawings throughout the
installation by Red Line Mark-Up. All such mark-ups shall be neat, legible and
approved by PCSB representative. All these documents shall be submitted to PCSB
within one (1) week after completion of the WORK.

5.0 CONSTRUCTION

5.1 General

5.1.1 Based on this specification, CONTRACTOR shall perform the WORK including but not
limited to the following:
a) Prepare project schedule as agreed by PCSB.
b) Prepare Quality Assurance and project co-ordination procedure.
c) Carry out Site Survey.
d) Carry out the installation and assistance for commissioning.
e) To mobilise all CONTRACTORs tools, equipment, materials and manpower and
other facilities to platform and to demobilise the same only after the completion
of the WORK.

All calculations, drawings or documents shall be reviewed and approved by PCSB.

5.1.2 CONTRACTOR shall be fully responsible for the supply, selection and quality of all materials
including consumables, tools, labour and other services, whether or not they are
specified in this document.

5.1.3 CONTRACTOR shall be fully responsible for the installation of all the above mentioned items.

5.1.4 CONTRACTOR shall be fully responsible for the co-ordination between himself and his
subcontractors for materials and services provided. CONTRACTOR shall
nevertheless, be solely responsible to PCSB for compliance with the specified
requirements.

5.1.5 Any proposed subcontractor shall be subjected to PCSB approval.

5.1.6 PCSB reserves the right to request the CONTRACTOR to submit a list and experience
summary of all his subcontractors for PCSBs approval prior to the start of fabrication.

5.1.7 All electrical appliances for hazardous area shall be certified preferably by certifying
authorities such as CENELEC, BASEEFA or other independent internationally
recognised. Failing those, the tools and equipments are not permitted be used at all in
PCSB premises.

5.1.8 CONTRACTOR to provide the following prior to WORK installation:


a. JHA (Job Hazard Analysis)
b. Site Specific procedure
c. PTW (Permit To Work)

The above shall be discussed with Platform Superintendent or Production Supervisor


or CSR prior to carry out the WORK.

5.1.9 Prior to all hot work carried out, the CONTRACTOR site representative shall liase with
Platform Superintendent or Production Supervisor or CSR to discuss the intention in
carrying out the WORK. The CONTRACTOR shall follow all instruction and
requirement by PCSB at site.

5.1.10 Welding works shall be performed utilising sufficient wet blankets to prevent distribution of
sparks, when necessary. All necessary drain point to be covered with fire blanket. A
dedicated fire watch shall be assigned to any location of the hot work. The fire hose
reel with running water and fire extinguisher on standby shall be at reach during all hot
work.

5.1.11 All electrical and instrument item at site shall be protected at working area to avoid damages.
CONTRACTOR shall be responsible for any damages and shall replace the item if the
protection at work is found to be inadequate prior to the commencement of the
WORK.

5.1.12 CONTRACTOR shall provide all rigging equipment such as chain block, slings, etc to carry
out the WORK and scaffolding as necessary.

5.1.13 All equipment, material to be sent to offshore shall be properly packed to avoid damages.
Cargo container, spool basket, scaffolding basket shall be approved type for offshore
transportation and shall meet PCSB requirement.

5.1.14 All equipment to be sent offshore shall be inspected by designated PCSB representative prior
to sending offshore. The equipment shall be tagged with green tag safety passport.

5.1.15 CONTRACTOR shall provide qualified personnel for the WORK. Resume of qualified and
approved welders, scaffolders, and all key personnel shall be submitted for review
and approval. Supervisor, Coordinator, QC Supervisor is defined as Key Personnel.

5.1.16 The CONTRACTOR shall repair any damages to painting during fabrication and installing of
WORK. The repair procedure must be submitted to PCSB for review and approval.

6.0 INSPECTION AND TESTING

6.1 General

6.1.1 The CONTRACTOR shall repair any damages to painting during fabrication and installing of
WORK. The repair procedure must be submitted to PCSB for review and approval.

6.1.2 CONTRACTOR shall submit for PCSB approval, an Inspection and Test Plan (ITP) for the
various activities associated with the upgrading work and extent of inspections to be
covered by all relevant parties. All installation work shall be carried out using approved
procedures and in accordance with the ITP. Inspection personnel shall prioritise
inspections based on the following minimum inspection hold points:
a) Material specification requirements
b) Material storage and handling requirements
c) Condition of ducting system prior to installation of booster fan and others related
works.

6.1.3 Inspection representative shall be notified at least 2 weeks before


commencement of the WORK for inspection prior to installation.

6.1.4 All materials furnished and/or used by CONTRACTOR in connection with upgrading
work shall be subjected to inspection by PCSB. Any materials not meeting
the specified requirements shall be rejected, and shall be replaced at once
by CONTRACTOR with materials of the specified type and quality at no
additional cost to PCSB.

6.1.5 Upgrading installation work shall be subjected to inspection by PCSB. Any


material which has been improperly installed or in PCSBs opinion,
excessively damaged, shall be removed and replaced with new material at
CONTRACTORs expense, unless the damage was caused subsequent to
installation by other than the CONTRACTOR or its employees.

6.1.6 All work shall be executed in a neat and workmanlike manner, in strict accordance
with these specifications and as called for on drawings covering the WORK
to be done. No changes or deviations will be permitted without advance
written approval from PCSB.

6.1.7 Inspection and approval of materials and workmanship by PCSB shall not serve to
relieve CONTRACTOR of any of his responsibilities whatsoever. No
fabrication is allowed without approval from PCSB inspector.

7.0 QUALITY ASSURANCE / CONTROL

7.1 General

7.1.1 CONTRACTOR shall provide PCSB at least one weeks notice in writing, when he considers
the installation will be completed and ready for testing. The timing of the testing shall
be arranged to enable witnessing by PCSB.

7.1.2 CONTRACTOR shall promptly rectify, repair or replace any section of insulation or any
material supplied which in the opinion of PCSB fails to pass a test inspection. Any
equipment damaged or broken on site shall be replaced or repaired by the
CONTRACTOR at his own expense.

7.1.3 CONTRACTOR shall carry out Quality Assurance Program to ensure PCSB that all WORK
done as per these Scope of Work requirements and all relevant codes and standards.

7.1.4 Quality Assurance Program shall consist of, but not limited to the following :
a) In-house inspection program
b) Inspection procedure consistent with mandatory codes and government rules in
locality.

8.0 HEALTH, SAFETY AND ENVIRONMENTAL REGULATION

8.1 General

8.1.1 CONTRACTOR shall adhere to PCSBs Health, Safety and Environment (HSE) rules and
regulations at all times.

8.1.2 Safety briefing will be organised for all CONTRACTOR personnel by PCSB prior to
commencing of works. Attendance is compulsory.

8.1.3 All workers shall undergo a safety briefing to be conducted by PCSB, and shall have all the
necessary passports and certificates for working at PCSB offshore platform. Without
the briefing and necessary documentation, the person will be denied from entering or
working in PCSBs offshore platform.

8.1.4 All CONTRACTORs equipment and tools entering the PCSB premises shall be subjected to
PCSB inspection as part of PCSB safety control measure.

8.1.5 CONTRACTOR to supply adequate safety equipment and facilities for his personnel and work
places for proper and safe execution of the works. The materials shall include but not
limited to the followings :
a) Safety hard hats, boots or shoes, etc.
b) Safety gloves, goggles, belts, earplugs, dust masks, Nomex coverall, etc.
c) Relevant Safety signboard / notices, barricade tapes, etc.

9.0 PROGRESS REPORTING

9.1 General

9.1.1 CONTRACTOR shall provide procedures, detail WORK plan/ schedule, monitoring daily
operational progress reporting of the project which shall include mechanical work that
cover the activity from the removal, fabrication, installation until hand over to PCSB.

9.1.2 The report shall also include but not limited to the following information:
a) Manpower loading
b) Safety issues
c) Necessary photographs on successful completion of project milestone.
d) Material status report
e) Receiving Reports materials received at jobsite
f) Work progress status, plan vs actual
g) Daily job executed
h) Activities plan for tomorrow
i) Matters agreed at site

9.1.3 The WORK shall be completed within the agreed and acceptable time frame as stated in the
work contract.

9.1.4 If the progress of the WORK is such that it is falling behind the schedule due to
CONTRACTORs failure to expedite the WORK satisfactory, then not withstanding any
other right and remedies available to PCSB under the contract, the CONTRACTOR
shall at no additional cost to PCSB, take immediate step to expedite the WORK to
meet the dates contained in the WORK contract.

10.0 DOCUMENTATION

10.1 General

10.1.1 This section outlines requirements for correspondence, design documents, record, reports,
and copies thereof which shall be prepared and issued during the course of the
Project, and some of which are required for permanent use in the maintenance of the
platform.

10.1.2 As soon as CONTRACTOR receives notice from PCSB to start WORK on the Project, he
shall:
a) Prepare Project procedures to be followed both within CONTRACTORs
organization and between CONTRACTOR and PCSB for the duration of the
Project.
b) Set up a file code which corresponds with the proposed reporting system.
c) All correspondence including telegrams and teletype message shall be adequately
identified and referenced with CONTRACTORs Project Number, Project Title, and
specified subject covered. Generally, individual correspondence shall be limited to
one subject.

10.1.3 CONTRACTOR shall attach Manufacturer Test Certificate or Material Mill Certificate or any
relevant testing documents for all materials supplied.

10.1.4 Three (3) sets of documentation are required, one (1) of the sets being the original.

10.1.5 As-Built drawings shall be provided as hardcopy and softcopy. Softcopy of drawings shall be
in latest ACAD Release 2000i as a minimum.

11.0WARRANTY AND LIABILITIES

11.1 General

11.1.1 CONTRACTOR shall provide warranty of the mechanical integrity, structural integrity and
performance guarantee of the WORK for a period of 12 months after initial
Acceptance of the WORK. The warranty is applicable to all equipment, materials and
components within the WORK package.

11.1.2 CONTRACTOR shall be liable for and shall hold PCSB harmless from any loss. Damage and
injury including death of any person or property due to CONTRACTORs non-
compliance with the terms and conditions of the contract or due to CONTRACTORs
negligence, acts or omissions.

11.1.3 CONTRACTOR shall be liable for any failure or equipment, materials or components during
this warranty period due to defective design, material quality, incorrect installation,
poor workmanship or negligence by the CONTRACTOR.

11.1.4 In such cases, the CONTRACTOR shall be responsible for the repair or replacement of the
equipment or components at CONTRACTORs cost.

11.1.5 PCSB reserves the right to make good and defects should CONTRACTOR fail to meet its
liability obligations. The costs and expenses incurred for such work shall be charged
to the CONTRACTOR.

11.1.6 CONTRACTOR shall also be liable for any defects on existing facilities directly or indirectly
caused by the CONTRACTORs work. In such cases, CONSTRUCTORs Work. In
such cases, CONTRACTOR shall be responsible for all costs for responsible for all
cost for rectifying and / or repairing the defects.
