FOREWORD
Electrical and Communication Engineering plays an important role in the development of the country. The
development of the energy, communication, industrial and commercial sectors need well-qualified Electrical
Engineers. The objective of the graduate programs of Electrical and Computer Engineering
Department is to produce Graduates with full professional competence in different fields of Power,
Communication, Control & Instrumentation and Computer Engineering who can participate in the
national development activities.
The Curriculum Committee has prepared the curriculum mainly based on the needs of the industry
and the society by collecting feed backs from experts in the relevant field. The formal degree of
Master of Science in Power Systems or Communication Engineering is obtained through a two year
program of courses and research. The Two year program includes: Tutorials, hands on laboratory
and field experience with a variety of technology needs. The structure of the graduate program
was developed based on a set of desirable features obtained from the review of existing
programs and the assessment of needs of Ethiopia.
It is believed that the Graduates produced out of these programs will be leaders in the planning,
design, development, implementation, and management of Power Engineering Systems and
Communication Engineering Systems.

The department is highly indebted to internal and external professionals and stake holders, for their
motive cooperation and appropriate feed back during our need assessment study, in carrying out
this curriculum development work. Many staff members of Engineering Faculty and the Electrical

1. HISTORICAL BACKGROUND

B
ahir Dar University is found in Bahir Dar Town, the capital of the Amhara National
Regional State. The area within which Bahir Dar is situated is endowed with immense
scenic beauty and outstanding natural and cultural wealth. The immense natural
beauty and outstanding cultural and natural resources of the area have contributed to the
emergence of the town of Bahir Dar as the political center of the region. Today Bahir Dar is
one of the fastest growing towns in the country.

The establishment of Bahir Dar University owes a lot to two former higher institutions. The
Bahir Dar polytechnic Institute, which formed one of the faculties of the University, was
established in 1963 under the technical cooperation between the then Government of USSR
and the Imperial Government of Ethiopia. The objective of the institute was to train skilled
technicians in the fields of Electrical Technology, Agro- Mechanics, Industrial chemistry and
Metal, Textile and wood Technologies. The institute had to undergo number of program
changes within the area of technology until the commencement of the Engineering degree
program in 1996. Throughout these program changes, the institute did all what it could to
supply the labor market with the best technicians who are now running most of the
businesses in the industrial, educational, agricultural and other sectors.

The other fraternal institution of higher learning called Bahir Dar Teachers College was
established more than three decades ago. The two fraternal institutions of higher learning
were integrated and formed Bahir Dar University following the Council of Ministers
regulation no. 60/1999. The University was inaugurated on May 6, 2000 having the
following vision and mission.

Vision of the University

Bahir Dar University aspires to be a center of excellence for community based and practice
oriented teaching and research and wants to play a major role in the development of the
country through the work of qualified and dedicated professionals.

Mission of the University

Based on the stated vision, Bahir Dar University has chosen the following mission:
The university wants to provide community oriented, practical education and carry
out problem solving research and consultancy services
The university wants to give students the opportunity to develop creativity, critical
thinking and a problem solving ability and become responsible
The university wants to produce responsible, creative and knowledgeable
professionals who are ready to apply their theoretical and practical knowledge to
match the needs of the society
The university wants to be recognized in effectively and efficiently utilizing its
resources and modern information technology

Considering the stated vision and mission in its establishment, the polytechnic Institute and
Bahir Dar Teachers College, were renamed Faculty of Engineering and Faculty of Education,
respectively. Currently the Faculty of Engineering comprises nine departments, Electrical
and Computer Engineering Department is among the one. The Electrical and Computer
Engineering department is one of the departments established by the former USSR in 1963.
In 1996 the department launched the degree program. The department graduated more
than 1000 graduates with B.Sc. degree. The department has gained the necessary
experience to offer higher level engineering training program over these 10 years and it is
the right time to upgrade the Department to a Graduate program offering status.

As per the standard norms of any university, a Department which has completed 10 years
of successful completion of offering undergraduate programs will be eligible to get
upgraded to a Graduate programs offering status. Also, as of recent years, the academic
and industrial community has expressed the requirement of graduate of different
specializations in Electrical and communication Engineering with innovative skills to take
part in the countrys academic, economic and industrial development. It is believed that this
new graduate programs will address the acute shortage of higher level academic staff and
higher level engineering administrative staffs.

conference participation.

1.3 RATIONALE

The objective of Electrical and Computer Engineering Education up to now was to educate trainable,
broad based Electrical, Communication and Computer engineers who can fit in the different
applications areas of Electrical engineering after given on job training for about a year. This has been
realized through the under-graduate curriculum both earlier and in the new revised curriculum.

The undergraduate program of Electrical and Computer Engineering Department produces Electrical
and Computer engineers who have broad knowledge through its five year programs. This training
gives the students such a broad background that they can fit in different sections of engineering field
such as power generation and transmission, communication, instrumentation, computer system and
networks installation and maintenance etc.

But with the rapid development of power and communication sector and the expansion of both public
and private engineering institutions in the country, deeper knowledge of various branches of
Electrical and Computer engineering is required along with other disciplines to play a leading role in
the technological development of a country. Therefore, as a step towards meeting this demand, the
Department of Electrical and Computer Engineering would like to elevate the level of training to
M.Sc to produce required Electrical and Computer engineers in the field of power, communication,
and control and instrumentation engineering who will have specialized knowledge in these fields.

The requirement for engineers who can engage themselves in academic and industrial sector in fields
such as research, development and engineering administration is also being felt. But currently the
graduate programs in Electrical and Computer engineering are being offered only at Addis Ababa
University. As of now the undergraduate programs in Electrical and Computer engineering is offered
at the following Ethiopian universities.

The number of Electrical and Computer engineering graduates graduating from all Universities per
annum is expected to rise to above 1000 shortly. Although not supported by statistical data, it can be
generally stated that hundreds of Ethiopians are trained in Electrical and Computer engineering in
Eastern Europe, Cuba and India. Number of Electrical and Computer engineers went abroad for
specialization after obtaining B.Sc. and obtained M.Sc. and Ph.D. Degree because of not having that
opportunity at Ethiopia.

With the increasing number of graduates in Electrical and Computer engineering, it is becoming
inevitable that many shall be seeking higher education at graduate and research level. In addition
many practicing engineers and teaching staff in the ranks of Graduate Assistants and Assistant
Lecturers at the various Universities are seeking for admission into Graduate Programs.

Hence, the Department of Electrical and Computer Engineering, Faculty of Engineering, Bahir Dar
University, was convinced that it is necessary to offer graduate programs in different areas of
industrial applications in order to provide opportunity to the eligible under graduate engineers to
upgrade them to higher level. In addition, it is the imperative duty of the Bahir Dar University on its
part to start graduate and research programs during the ongoing process of academic development.

It should be also noted here that the Department of Electrical and Computer Engineering, Faculty of
Engineering, Bahir Dar University, is working with the Addis Ababa University Technology faculty
supported by ECBP has developed a new under graduate curriculum. This curriculum is implemented
with the objective of meeting knowledge and skill requirement of Electrical and Computer Engineers.

Hence under this ECBP program new infrastructure will be created which can be used for the
graduate programs also.

The salient features of the graduate program curriculum are the following;

a) The research based and self learning aspects of education such laboratory/workshop/term
papers/graduate/thesis/seminar etc, are included.

b) Electives which focus on specialized application areas are introduced. The advantages of
offering electives in each specialization are:

The students can select specific electives according to the requirement of different
areas of employment and his own interest and aptitude;

c) The Department prepared the curriculum mainly based on the needs of the industrial sector
and the capacity building of higher educational institutions.

2. TRAINING OBJECTIVES

The Training Objective of the Electrical and Computer Engineering Graduate Program is to
provide broad-based education and training in Electrical and Computer Engineering and its
applications leading to a Master of Science Degree in Engineering, to enable graduates to
meet the challenges of the engineering profession in a rapidly changing environment that
exists in a developing country. The specific training objectives can be summarized as follows.
Specific Objectives:
1. To produce Graduates with full professional competence in different fields of
Communication system Engineering who can participate in the national development
activities and to this end;

1.1. To train manpower for higher education institutions of the country;

1.2. To produce qualified experts and managers for industries;


1.3. To meet the demands of the industries in terms of training and up grading their

engineers and managers.


1.4. To provide opportunity for the working community in the field of Communication
Engineering to upgrade their knowledge to a higher level.
2. To carry out research in the areas of Communication Engineering that are relevant to the
needs of the Country
3. To render consultancy services to the community.

4. To provide research, development, maintenance skills for products and systems.


5. To engage students in high level research through thesis that offers optimal solutions to
technical problems in the electrical and computer industry sectors.

6. To prepare students for career opportunities in public and private services.

3. STAFF PROFILE

Currently the department is equipped with 1PhDs, 8 M.Sc, and 12 First degree holders.
There are 8 technical assistants currently doing their undergraduate degree in Electrical

4. GRADUATE PROFILE

Globally, the Electrical and Computer Engineering profession has a number of


specializations because of its very extensive nature. Considering the immediate necessities
of the country and the capabilities of the University, the Electrical and Computer Engineers
can specialize in any one of the following areas at the Bahir Dar University.
Power Systems Engineering
Communication Systems Engineering
The profile of Communication Systems Engineering specialization is stated below.
Communication Systems Engineering:
 Foresee, plan and develop Communication systems.
 Analyze, design, test, handle, supervise and upgrade modern communication
systems.
 Serve, manage and upgrade Communication systems and play key role in the
development of communication system.
 Work towards expansion of telecommunication in the country and participate in the
assessment and development of the national network expansion.
 Work at higher education institution as trainers of undergraduates.
 Contribute towards higher education and research & development in the country.
Contribute towards solving the communication system problem of the country.

5. ACADEMIC REQUIREMENTS

5.1 Duration of study

The duration of study for Post Graduate Degree in regular stream will be two complete
Academic Years, out of which the last semester will be exclusively allotted to the
Thesis/Research Work. For summer stream it will be four summers (four years).

5.2 Admission Requirements


In addition to the requirements set by the School of Graduate Studies, Candidates must
have successfully completed the academic requirements of B.Sc degree in Electrical &
Computer Engineering or equivalent
5.3 Assignment of Course Codes

A Four letter English code with Four digit number indicates a PG course. EEng 6012 for
example indicates that the course is offered to PG Course and the first digit (6) indicates the
first year in which the subject is offered, the second two digits number (01) indicates the
module number of the course and the last digit(2) indicates the semester in which the
course is offered. Here the number 6 is used to indicate the first year of the Graduate
Program and 7 is used to indicate the second year of the Graduate Program because the
numbers 1 to 5 are used for undergraduate program courses.

5.4 Assessment and Evaluation

The assessment and evaluation of course work are done based on credit hour system. The
details of Credit Hours system is presented below.

CREDIT HOUR SYSTEM:


The Semester load is the number of credits a student is supposed to take in a semester. A
credit is defined as one lecture recitation or two/three laboratory or tutorial work for the
duration of one semester (15 to 16 weeks).
STUDENT EVALUATION COMPONENTS:
Assignments, Course Work Projects, Term/Research Paper, Mid and Final Examination. (Will
be specified in course description based on the nature of the course)
FINAL GRADING:
Final Grades of Students entering the university in post graduate studies are on letter
grade system for all course work specified in the curriculum. And also the thesis evaluation
is based on credit hour and letter grade system. The grading points are indicated in the
following table.

Note: Registration for thesis by summer students can be done only if the CGPA at the

At the end of each semester and graduation, students will receive a transcript that indicate
course taken, credit point score achieved in letter Grade (A, B, C, D, F) and their overall
performance. The letter grades for course work are given using relative grading system.
QUALITY ASSURANCE MECHANISM:
Quality assurance is done at two levels at the department. The internal evaluation is in line
with university policy consisting of student, peer and department evaluation. Quality of the
program is evaluated by performance of graduates assessed through feedbacks from
employers, stakeholders, former graduates etc.
5.5 Graduation Requirements:
In addition to the requirements of Bahir Dar University, a candidate for M.Sc Degree is
expected to successfully complete 35 Credit-Hours coursework and successfully
complete a six month research project. The achievements of the thesis will be indicated as

7. COURSE BREAKDOWN

A student must complete 35 credit hours of studies. One credit hour comprises 15 hours of
formal teaching and another 1 hour of informal contacts through tutorials/laboratories. Ten
courses, comprising 29 credit hours, are compulsory courses. The remaining six credit
hours may be chosen from a limited set of 4 optional courses referred as electives and 6
credits are allotted for thesis work.
The course programme comprises 3 semesters of class room instruction followed by 1

Contents: Each M.Sc candidate will conduct a research work under the
supervision of an advisor in areas related to their
specialization.
The student will work fulltime either at the campus of at an
industry /organization approved by the Department as per the
approved work plan.
The progress will be monitored at regular coordination
meetings with the supervisor(s). during the semester/term,
the student will give interim presentation that will serve as
the mid-term evaluation also.
At the end of the semester/term, the student will make a
presentation along with a detailed thesis report to the
