A brief summary of issues/questions and getbacks requested from today's meetings - please let me
know if I missed any major issues/getbacks to your recollection:

CORNYN
-Will fence be constructed on the border or inland? How far inland? Will it vary based on topography,
other factors?
-Is projection/goal of 370 miles of fence based on Congressional mandate or operational needs?
-SFA calls for 700 miles of fence. Is this a number that Congress pulled out of a hat, or do you see that
you will ultimately need 700 miles of fence?
-If 700 miles is not necessary, what do you think the "right" figure is for the amount of fence needed
along the SWB (somewhere b/w 370 and 700)?
-Have heard that there are many landowners that are open to/welcome collaboration with OBP - can get
a list of those names? [Explained legal need for privacy release, provided 3 landowner names who had
signed privacy releases]
-Would like to maximize the benefit of the levee (RGV/Cameron County) as much as possible for border
security, hope to come up with a "win-win" situation similar to that with the carrizo cane (with feds,
state/local agencies, landowners working together on a solution). Is there anything about the levees
that would have a benefit to border security? Would it be plausible that improvements to levees may
reduce the amount of fence that needs to be constructed in that area? Do the levees need to be
reinforced before it is possible to determine placement/amount of fencing needed in the area?
-Reaction to city of Brownsville refusal to allow access to land for ROEs for Survey?
-How did you determine that 140 miles were needed in Tx, and why were the specific locations chosen?
-If a city/county doesn't allow access to land or landowner denies rights and mileage falls below 225 (to
hit 370 goal), will choose other locations?
-How much fence will be in Tx by the end of 2008?

Getbacks:
-Breakdown of federal/state/local and private land in Texas (helpful if we could break this down by
Sector and by congressional district)

-Recent articles re: mayors/local judges not allowing access to lands - Border Patrol has authority to
access lands (regardless of this "refusal of access") to secure the border?
-How can KBH help in messaging so that CBP/DHS is not constantly reacting to media?
-Is there any double-layer fence planned in Tx right now? Why are looking at at single-layer fence in
Tx but double-layer in Ca? Does it relate to the existence of the river in Tx?
-Suggested focusing on fence as a means to reducing/preventing narcotics trafficking in messaging to
"sell" better in some areas like Roma, Rio Grande City where that a big issue

-When will CBP begin making decisions and constructing?
-Frustrated by Carrizo cane issue - have heard from other agencies/groups (IBWC, Texas Soil & Water)
that can handle the issue now, but DHS/CBP is not moving very quickly. Who makes decision on how to
take care of cane? How quickly can CBP work to address it/how to make the process move faster?
-How would you summarize OBP mission (asked in reference to town hall in Laredo with Chief Carrillo)?
