INSTRUCTIONS (indicative only, not exhaustive)

DOCUMENTS TO BE SUBMITTED IN DIFFERENT CASES:

A. PURCHASE OF LAND AND CONSTRUCTION OF HOUSE: Negotiation letter from the seller
of the land with approximate cost of the land stating that land is free from all encumbrances and it will be
handed over to the buyer within two months.
B. CONSTRUCTION OF HOUSE ON OWN PLOT OF LAND: Registered sale deed in original;
Permission for construction of house from concerned local authority/ Municipal Corporation; Approved
plan from the concerned authority. Title clearance/ Non-encumbrance certificate in original containing 12
years up to date search – issued by Registrar / Sub-Registrar/ Government District Pleader/ ONGC’s Panel
Advocate; Valuation Certificate from Registered valuer; Detailed estimate as per CPWD/ PWD schedule of
rates with different sub heads such as earthwork, concrete work, reinforcement concrete, brickwork,
stonework, woodwork etc. ; Non-Agricultural permission/ ULC; Pay Slip; HBA application form.
N.B. Except pay slip and copy of permission of Competent Authority, all documents are to be submitted in
duplicate in all cases.
C. PURCHASE OF A READY BUILT FLAT/ UNDER CONSTRUCTION FLAT FROM
PRIVATE BUILDERS: Registered sale deed in original. Permission for construction of house from
concerned local authority/ Municipal Corporation. Approved plan. Title clearance/ Non-encumbrance
certificate in original containing 12 years upto date search – issued by Registrar / Sub-Registrar/
Government District Pleader/ ONGC’s Panel Advocate. Valuation Certificate from Registered Valuer. Non-
Agricultural permission/ ULC. Allotment letter, NOC from the builder to mortgage the flat to ONGC.
Original money receipt against the initial payment made to the builder. Registered Architect’s Certificate,
wherever applicable.
D. PURCHASE OF FLAT THROUGH CO-OPERATIVE HOUSING SOCIETIES: Attested copy
of the Title deed of the society. Attested copy of the certificate of registration of the Society. Letter from the
society indicating the Membership of the individual. Allotment letter of the flat. Attested copy of the Bye-
laws of the society. Share certificate in original. Permission for construction of house from concerned local
authority. Approved Plan. Title clearance/ Non-encumbrance certificate in original containing 12 years upto
date search – issued by Registrar / Sub-Registrar/ Government District Pleader/ ONGC’s Panel Advocate.
Registered Sale deed in original. Valuation certificate from registered valuer. Agricultural permission/ ULC.
NOC from the society for mortgaging the flat to ONGC.
E. PURCHASE OF FLAT FROM DEVELOPMENT AUTHORITY/ PUBLIC HOUSING
AGENCY: Allotment letter cum NOC for mortgaging the flat. Receipt of initial payment made to the
authority. Booklet containing the terms and conditions.
F. ENLARGEMENT OF EXISTING HOUSE:NOC from Local Authority for enlargement of
existing house/ stability certificate. Approved Plan. Cost estimate / valuation certificate as per current
market value.

HBA: SOME SALIENT POINTS


Eligibility: 1) 5 years regular service in ONGC. 2) HBA will be admissible to either employee or spouse, if both
are employed in ONGC/other Govt. office. 3) If employee or spouse or minor children own a house/flat in the
same town or urban agglomeration, he/she is not entitled for HBA from ONGC.
Entitlement: 1) First HBA- 75 times of Basic Pay + SP+DA Or actual/estimated cost, whichever is less within
the monetary ceiling mentioned below –
Rs.15.0 lakh -E-5 level & above
Rs.12.0 lakh -Up to E-4 level & S level employees
Rs.10.0 lakh - Employees of unionized category (other than S level)
2) Second HBA up to Rs. 6.0 lakhs for enlargement of existing house
(Sum of both first and second HBA should not exceed the corresponding monetary ceiling)
Rate of Interest: 5% per annum w.e.f. 01.04.2004.
Recovery: 1) principal: Maximum 225 instalments and Interest: Maximum 75 instalments. 2(a). Ready built
flat: Starts next month from drawal of advance. (b) Purchase of land and construction of house: Starts 24 months
from drawal of first instalment or completion of house or possession, whichever is earlier. (c) Construction on
own land/Purchase of flat from private Builder/Housing Development Authority: Starts 18 months from drawal
of first instalment or completion of construction, whichever is earlier. 3) Enlargement of Existing House:
Immediately after drawal of first instalment.
Penal Interest: At the rate of 15% p.a. will be charged over and above the normal rate of interest for non-
utilisation of the advance within the stipulated time limit. The advance released for purchase of land should be
utilised within 2 months from the date of drawal of advance.
Completion time for Construction of House/Flat: Purchase of land and construction of house thereon – 24
months; construction of house on own land and under construction flats – 18 months
