Preliminary Project Baseline Schedule

1.0 Schedule Narrative


1.1 Introduction
The D&B Team’s approach in preparing the preliminary project baseline schedule is to minimize disruptions to users and
adjacent facilities; ensure the safety of the traveling public and construction personnel; and construct the project in the most
effective manner possible. This approach will expedite mobility improvements and maximize the financial and schedule
value to TxDOT.
Integral to the timely completion of the project milestones is a well-coordinated and organized utility management and
relocation plan. These details have been considered carefully within the preliminary project baseline schedule and applied
to the interrelationship of construction activities. To mitigate the risk of schedule delay due to utilities, the D&B Team’s
approach to the early construction phases is to work in areas where there are few existing utilities while utility relocations in
other areas are still underway. Likewise, early design work will focus on the areas with few utility relocations and on the
most critical early construction activities. This approach will allow the initial construction activities to overlap with final
design and utility relocation activities.
The construction activities and durations were developed from estimated quantities and preliminary estimates and applying
reasonable production rates to determine the initial durations. The members of the D&B Team have developed long-term
relationships with the local subcontractors, vendors and suppliers for steel, lime, flexbase, asphalt aggregates, as well as
other critical and noncritical items. We view these relationships as a necessary and valuable resource. During the course
of schedule preparation, considerable input from these companies has been obtained and incorporated into the scheduling
logic and relationships. Extensive analysis has been performed on the project schedule and additional detailed planning
and research have been performed on the major critical activities such as phasing complexity for the DNT and IH 635 / IH
35E interchanges and the depressed managed lanes. Due to this effort, the D&B Team is confident that our preliminary
baseline schedule is realistic and we are certain that our milestone commitments are achievable.
1.2 Sequencing
The construction sequencing developed by the DB Team follows the basic approach of constructing the improvements
simultaneously from the outside-in (Frontage Roads, then General Purpose Lanes, then Managed Lanes), and from the top-
down (Cross street overpasses, then General Purpose Lanes, then Depressed Managed Lanes).

configuration throughout construction. This will minimize the impact to motorists and improve safety.
 Construction efficiency will be facilitated by always maintaining positive drainage and minimizing the need for temporary
construction and major traffic shifts.
The major construction phases identified in the preliminary project baseline schedule can be summarized as follows:
 Phases 1 & 2: Construct noise walls, utility relocations, drainage trunk lines and new/reconstructed frontage roads
along the new right-of-way lines. Construct cross road overpass bridges and permanent/temporary widening to the
outside of the existing General Purpose Lanes (GPL) of IH 635.
 Phase 3: Shift GPL traffic to the outside of the existing pavement, construct the Managed Lanes and overhang
structures in the center.
 Phase 4: Shift GPL into final configuration and complete all ramps between the GPL and Frontage Roads
1.2.1 IH 635 Section
LBJ Development Partners understands that the IH 635 Section is the most complex portion of the IH 635 Managed Lanes
Project and has committed extensive resources during the proposal stage analyzing the sequencing and phasing. Our
preliminary schedule anticipates beginning construction in April 2011 and reaching Service Commencement within the
deadlines required in the ITP.

1.2.2 IH 35E Section & IH 635 / IH 35E Interchange


The Proposer anticipates very few utility relocations in the IH 35E Section as indicated in the preliminary baseline schedule.
The lack of utilities in this section opens up this area to begin construction early on. LBJ Development Partners anticipates
rapidly mobilizing their forces and has committed to opening up the the IH 35E Section and IH 635 / IH 35E Interchange
(Proposer’s Segment 1) eight months ahead of TxDOT’s required date for Service Commencement.

1.2.3 IH 635 / US 75 Interchange


The IH 635 / US 75 Interchange has been incorporated into the Proposer’s Project Segment 4 due to the limited amount of
work required. Work in this section includes barrier reconfiguration, pavement marking, and ITS and tolling elements to
convert existing HOV lanes to managed lanes. The Proposer has committed to reaching Service Commencement in this
section two years prior to the date required by the ITP.

1.2.4 IH 35E Capacity Improvements


It is anticipated that NTP3 will be issued one month after the issuance of NTP2. As such, the IH 35E Capacity Improvement
work will be integrated with the IH 35E Section and will finish eight months ahead of the date required by TxDOT for Service
Commencement.

1.2.5 Phasing
LBJ Development Partners has carefully analyzed the construction elements and developed four major phases of construction,
which are detailed in the following sections. Each major construction phase contains multiple sub-phases/stages that relate to
construction at particular locations and features.
Phase 1
In Phase 1, there are no major main lane traffic shifts. The critical work of this phase includes removal of major
culverts and/or portions thereof that cross IH 635 and replacement of the Joe Ratliff Walkway Bridge directly over IH
635 main lanes. These removals will accommodate installation of median barriers during Phase 1 and 2 traffic
operations.
In Phase 1A, traffic is maintained on existing general purpose lanes and frontage roads while constructing
permanent frontage roads in non-conflicting traffic areas. Temporary pavement at several locations will be
constructed to shift traffic for Phase 1B and Phase 2 work. Traffic will be shifted at select cross-streets to allow for

bridge column construction. The first half of Marsh Lane, Rosser Road, Welch Road, Montfort Road and Preston
Road cross street bridges will also be constructed during this phase. The new Joe Ratliff Walkway Bridge will be
constructed in its entirety during this phase.
In Phase 1B, transitions between permanent and temporary pavement is constructed on frontage roads as traffic is
maintained and shifted. Marsh Lane, Welch Road, Montfort Road and Preston Road cross street bridges will be
completed during this phase.
The final portion of Phase 1 (Phase 1C) will include construction of the remaining middle portion of Rosser Road.
Phase 2
In Phase 2, the major traffic shifts from Phase 1 traffic operations are IH 635 between the western project limit to
just east of Marsh Lane (Sta 155+00); east of Midway Road (Sta. 200+00 to Sta. 237+00); and near Preston Road
(Sta. 295+00 to Sta. 340+00). These shifts allow eastbound and westbound temporary pavement construction
between Marsh Lane and Preston Road to enable construction of the complete bridge structures between these two
facilities during Phase 3. Critical work in this phase includes construction of temporary ramps and alternate ramp
connections which will be provided on the newly constructed temporary pavement in preparation of future major
traffic shifts.
In Phase 2A, the outside portions of the general purpose lanes will be constructed for Phase 3 while leaving out
some transitions near existing on/off ramps to maintain traffic. Critical work in this phase includes construction of the
outside portions of Webb Chapel Road in order to maintain traffic during the Phase 3 construction of the roadway.
Alternate ramp connections on the newly constructed temporary pavement to and from the DNT will be provided.
Phase 2B includes construction of the remaining outside portions of the general purpose lanes near the on/off ramp
locations that were started in Phase 2A. Other construction activities include construction of portions of the two
steel aqueducts near the Dallas North Tollway. Temporary connections will be provided between the completed
steel segments and the existing box structures to maintain proper drainage during construction.
Permanent pavement and CD bridges for the eastbound and westbound IH 635 CD roads over the Dallas North
Tollway will be constructed in Phase 2C. These will include temporary widenings to all for the diversion of general
purpose traffic onto the bridges.
Phase 3
Most of the major construction activities take place in Phase 3. Traffic is shifted to the outside portions of the
general purpose lanes completed in Phases 1 and 2. Temporary pavement widening will take place at Josey Lane,
Hillcrest Road and Park Central Drive. These roads will be constructed in halves while maintaining traffic on the
other half. The demolition and removal of the major culverts and/or portions thereof remaining will be completed in
this phase. All the managed lanes (depressed and at grade) will be constructed in this phase. The Dallas North
Tollway bridge over the managed lanes will be constructed in phases while maintaining all existing lanes of traffic.
The bridges and accesses for the managed lanes and the direct connectors at all locations will be constructed, with
the exception of between Rosser Road and Marsh Lane. The remaining accesses will be completed during Phase
4 when traffic at the conflicting locations is shifted.
In Phase 3A, construction of the inside portions of the general purpose lanes and slip ramps is completed. These
locations, directly over the managed lanes, will provide access to and from the depressed managed lanes and the
general purpose lanes. Elevated direct connector ramps along IH-35E, between IH-635 to the north and the Loop
12/IH-35E interchange to the south, are constructed in this phase. Phase 3A includes construction of one half of
Josey Lane, Midway Road, Hillcrest Road and Park Central Drive (cross streets running underneath IH 635).
Construction of the U-turn lanes at Webb Chapel Road is completed while maintaining traffic on existing lanes.

In Phase 3B, the remaining half of Josey Lane, Midway Road, Hillcrest Road and Park Central Drive is completed
as well as the middle portion of Webb Chapel Road. Webb Chapel Road traffic will be maintained on the newly
constructed outside lanes constructed in Phase 2.
Phase 4
All remaining construction activities will be completed in Phase 4. The main elements of work include the remaining
portions of the frontage roads and tie-ins to the IH 635 general purpose lanes. All traffic will be shifted to the
completed portions of the general purpose lanes in its final configuration. For certain locations, new temporary
pavement and temporary ramps will be required to construct the permanent ramps and frontage roads.
In Phase 4A, the remaining ramp and frontage road portions are to be constructed.
In Phase 4B, the remaining underpass portions of the managed lane access ramp between Marsh Lane and Rosser
Road will be constructed. Temporary pavement and shoring will be required for the construction of the westbound
off ramp to Marsh Lane. All remaining frontage road and ramp portions will be completed. IH 635 will be opened to
all traffic at the end of this phase.
